Introduction

Water is an important element of the environment and forms the basis for human existence. Along with the development of civilization, water was treated as a common good, considering its resources to be unlimited. This way of thinking has led to the degradation of water quality, which was supposed to be a reserve of water for future generations. The human-induced degradation of the environment, as well as climate change, constituted an important factor in taking the legal steps to protect water resources [Rachoń 2011]. Its overarching task is to ensure that the present and future generations have access to water of good quality, as well as to enable the use of water for, inter alia, the purposes of industry and agriculture, while maintaining the principles of environmental protection
