Abstract

Provides a summary of the U.S. Small BusinessInnovation Research (SBIR) program established in 1982 by the Small BusinessInnovation Development Act.The act's goal was to increase federal fundingof small, high technology companies for the performance of research anddevelopment with commercial potential. Also described is the Small Business Technology Transfer (STTR) program,which was designed to encourage commercialization of university and federallaboratory research and development by small companies. The program fundsresearch proposals that are developed and executed cooperatively between asmall firm and a scientist in a research organization. Issues concerning the extension of the SBIR program are alsoconsidered.(TNM)
