Abstract

A senior CIA economist reviews and analyzes the progress and prospects of the economic reform in Russia. The focus is on developments from October 28, 1991, marked by Yel'tsin's address to the RSFSR Congress of People's Deputies, to the events of early May 1992. The author explores the obstacles that plague transition and identifies a number of accomplishments. Stages of the Yel'tsin-Gaydar reform, including a phase of acceleration, are systematically identified, and discussed. An assessment of near-term prospects and guarded prognosis take into account plans recently outlined by Russia to the IMF. Journal of Economic Literature, Classification Numbers: P20, P27, P40.
