The Role of Café Room 19 Library in Improving Visitors' Reading Culture in Bandung City
The rise of cafe libraries can be used as a means to improve the reading culture of the community, especially visitors. This research aims to find out how the role of The Room 19 cafe library in improving the reading culture of visitors. This research uses a descriptive and qualitative approach. The purposive sampling technique, interviews, observation, and documentation were used to collect research data. The Room 19 Cafe Library has main informants consisting of presenters, visitors, managers, and managers of The Room 19 Cafe Library. Data analysis was carried out by reducing data, presenting data, and concluding and verifying data. The role of The Room 19 Cafe Library in improving the reading culture of library users focuses on providing collections, services, space, library materials, library management, collection development, organizing active activities, and promotion. In the conclusions and suggestions, it is suggested that The Room 19 Cafe Library can be more intensive in conducting innovative activities to improve reading culture.

The decline in reading culture in school students is an issue that comes to the fore today. The government and schools have made various efforts to develop a reading culture. Many roles should be involved so that the student is in an environment that always encourages him to read hard. Library managers are an essential part of having a role in fostering a culture of reading. This study aims to determine the role and constraints of library managers in motivating the reading interest of deaf students in the library of SLB-B Pangudi Luhur a Jakarta. This study aims to determine library managers' roles and constraints in motivating the reading interest of deaf students. This research is descriptive with a qualitative approach and the case study method. Data collection techniques are carried out through interviews and literature reviews. Using B. F. Skinner's Operant Conditioning Learning Theory, research shows that library managers play their role in motivating deaf students' reading interest through mandatory library programs. The activities carried out by library managers in the program include storytelling, using picture books, composing for students to imagine, and collaborating with teachers. Library managers carry out these activities to encourage deaf students to read, especially when there are obstacles in the process of absorbing their ear language and difficulties in generating emotions such as anxiety, fear, anger, depression, and low communication resulting in a lack of self-confidence. Obstacles experienced by library managers in motivating students include the lack of adequate human resources and the lack of availability of new books. The manager of the SLB-B Pangudi Luhur Jakarta Library applies the oral/aural verbal communication method in communicating to support and make it easier to motivate the reading interest of deaf students.

This research or research focuses on describing the management of educational libraries in Islamic Junior High School Polehan – Malang. This description of the library is reviewed from several sources by explaining each discussion from the beginning of the library implementation planning process to the library evaluation process. The research method in this study is a case study, by conducting field research and collecting data from observations, documentation or interviews. The results of this study indicate that there are activities in the management of library administration and management of library library materials. Both types of library management must begin with a clear formation of the library organizational structure which will facilitate the overall library management process. The clarity of the organizational structure of the library can be seen from the existence of the Head of the Library and Library Staff.Management of library administration such as the vision and mission, the organizational structure, the rules, library facilities, and library services. The library management of the Islamic Middle School of Polehan – Malang has been trying to be maximized as much as possible even though there are many limitations. While the management of library library materials such as procurement of books, flow management of library materials, collection of library materials, and storage of library materials. The management of library materials at the Islamic Middle School in Polehan – Malang during the pandemic was very different, where before the pandemic library services were carried out directly by library staff and students, then during the pandemic the guardians were allowed to come to school to borrow library books.

Lack of access to quality reading materials and limited opportunities to develop a reading culture are major challenges faced by foster children. This study aims to explore how the management of the Ottawa Library can increase reading interest among foster children. This study investigates how library circulation can increase reading involvement, availability of reading materials, and efforts to form a reading culture. The subjects involved in this study were the head of the library, head of sub-section, library manager, and foster children. This type of research is a case study with data collection through observation, interviews, and documentation. The data analysis process includes data collection, condensation, presentation, and drawing conclusions. The results of the study indicate that library circulation helps increase reading interest through services such as book lending, book returns, and library service hours. Reading materials in the library are quite complete, with ongoing efforts to meet the needs of foster children. In addition, the development of a reading culture is supported through collaborative programs with communities, such as the Lipu'u Pustaka community. This study recommends that the government train library staff to improve management skills, especially in circulation administration, as well as the importance of monitoring and evaluating the impact of libraries on children's reading interest. Thus, effective library management can play an important role in forming a sustainable reading culture among fostered children. The latest information in this study has implications for optimal library management to improve reading culture.

Collaboration within the library is important where it provides benefits and promotes development. Here we discuss further the development of the ITENAS library material collection in the Chiness Corner Collaboration, using the research method, namely the descriptive qualitative method with an observational approach to directly observe the collection development process and interactions between library managers and users. This research shows that collaboration with Chinese Corner makes a significant contribution to the development of library material collections at the ITENAS Library. Library management actively coordinates with Chinese Corner staff to understand user needs regarding library materials. The process of selecting and acquiring library materials is carried out by considering user preferences and relevance to the Chinese Corner program. The observation results also reveal the importance of effective processing of library materials. The indexing and classification process is carried out carefully to ensure accessibility and easy search. Collaboration with Chinese Corner makes it possible to provide special space or shelves to display library materials related to China, making it easier for users to find and utilize these collections.Keywords: library, collection development, collaboration

This research looked at reading culture within secondary school students in Kiambu County. It discussed the role that teachers, parents, school librarians and school culture play in the promotion of a reading culture or lack thereof. The specific objectives were; to determine the status of reading culture being promoted by secondary schools and to determine the level of usage of school libraries and their resources to support the development and cultivation of culture of reading among high school learners among secondary school students. This research was based on Lee Vygotsky’s cultural historical theory of cognitive development. The study employed descriptive survey design. The target population was 240 students, 24 teachers and 12 librarians from 12 secondary schools within Kiambu County. This research used stratified random sampling. The data was collected using self-administered questionnaires. Through pretest of the questionnaires and subsequent re-modelling, validity of the findings was enhanced. The data collected was analyzed through the aid of Statistical Package for Social Scientists (SPSS). The analyzed data is displayed using charts, graphs, diagrams, tables, frequency tables, matrices, drawings or block diagrams. A significant portion of students loved reading very much at 31%. The hours spent on reading also varied with students (34%) 3-4 hours a day reading, with 30% others spending more than 4 hours a day. All the institutions featured have libraries. Out of the 208 students, 44% use the library hour to read either in class or the library. 20% of others use the allocated hour for private studies. Most of the students (78%) stated being part of a book club or study group. For instance, the study found that out of the 187 students (78%), a significant proportion (49%) used the groups for academic performance. Others benefited through fluency in language, increased vocabulary, better writing, and reading skills, among other reasons. The study proves the popular notion that Kenya's schools and the country have a poor reading culture. Students are forced into reading either by teachers and parents or pressured by the need to pass exams. As such, the most read materials are school textbooks and novels, which also happen to be the most stocked materials in school libraries. Reading should be a personal initiative as opposed to being forced into it. That being the case, students' opinions matter more on making reading more fun and appealing. Therefore, in addition to the importance of school libraries and reading clubs, schools need to encourage peer motivation to read in an effort to improve reading culture. Some of the study recommendations are that there is a need to include an opinion on academic experts on reading culture, government, and parents who play a significant role in the education sector.

Keterampilan dan kemampuan membaca yang dimiliki oleh siswa mempunyai pengaruh yang sangat besar terhadap diri siswa dalam menentukan keberhasilan mengikuti proses pembelajaran. Siswa yang mampu membaca dengan baik dan cepat akan mencapai hasil belajar yang baik. Melihat pentingnya kemampuan dan keterampilan dalam membaca, sekolah harus mampu menumbuhkan budaya baca pada diri siswa. Penelitian ini bertujuan untuk mengetahui strategi kepala sekolah dalam menumbuhkan budaya baca siswa. Rumusan masalah adalah strategi apa yang dilakukan kepala sekolah dalam menumbuhkan budaya baca?. Penelitian ini menggunakan pendekatan diskriptif kualitatif. Lokasi penelitian di SD No 131/IV Kota Jambi. Subyek penelitian adalah kepala sekolah dan guru.Teknik pengumpulan data melalui pengamatan, wawancara dan dokumentasi. Teknik analisis data melalui reduksi data, display data dan verifikasi data. Hasil penelitian strategi kepala sekolah dalam menumbuhkan budaya baca dilakukan dengan Pembiasaan, keteladanan, kerjasama, pemenuhan sarana dan prasarana serta adanya klinik membaca. Kesimpulan strategi yang dilakukan oleh kepala sekolah dapat menumbuhkan budaya baca bagi siswa.

The study investigates theft, mutilation and abuse of library and information materials by undergraduate students of the University of Ibadan, Ibadan. Survey research method was adopted for the study; undergraduates’ students in 100 level - 500 level were selected for this study. Questionnaire are the main instrument for data collection. Data collected were analyzed using frequency, tables and percentages. The results reveal that financial constraint (85.7%), selfishness on the part of students (80.9%) and high demand of books (75.2%) among others were the major causes of theft and mutilation of library materials. Also, findings revealed that selfishness on the part of students (80.9%), inadequate number of library materials (71.4%) and fear that one may not find the material at the next visit (61.9%) were the major causes of abuse of library materials. The findings also revealed that the means through which library materials are being stolen are by putting it in their handbags (80.9%), confusing/diverting the attention of people at the circulation desk (70.5%) and tearing of page(s) off etcetera. The findings further reveal that monitoring the attitude of people in the library and mounting of cameras in the library (94.3%), having qualified staff (92.4%) and good library orientation exercise (88.6%) among others were the major methods library adopt to prevent information resources from theft, mutilation and abuse. The study recommended that library management should implement a strong policy in the library such that users who are caught in the act of theft, mutilation and abuse of library materials will be expelled from the University.

A quick search of the Library Literature & Information Science Index for collection development reveals the rise and demise of collection development paradigms: the decline in articles on book selection; an increase in library cooperation and serial publications; and the appearance of such terms as information resources management. Put simply, collection development has shifted and grown into something more dynamic and challenging than ever. It is in this context that experienced collections librarians Becky Albitz, Christine Avery, and Diane Zabel present Rethinking Collection Development and Management, an edited volume intended to supplement core collection development works such as Peggy Johnson’s Fundamentals of Collection Development and Management (Chicago: ALA Editions, 3rd ed., 2014). Rethinking Collection Development and Management looks at the ways librarians have pushed beyond the traditional functions of acquiring and managing resources. Contributors include serials, collection development, instruction, metadata, and media librarians, as well as consortia employees, vendor representatives, archivists, professors, and library directors. They work at all levels of the library hierarchy—from technician to dean—and represent public, academic, and special libraries. Readers will find that Rethinking Collection Development and Management succeeds in its mission to supplement earlier core collection development titles. There is a diversity of voices and viewpoints, and rather than dedicating entire chapters to traditional topics such as evaluation of print resources or writing a collection development policy, the book addresses the current environment libraries face. Rethinking Collection Development and Management is divided into four thematic sections: selection and assessment; acquisitions; access, cooperative efforts, and shared collections; and preservation and special collections. There are chapters on the publishing climate; the current state of traditional tasks such as weeding and assessment; types of materials and their acquisition; developments in access; shared and cooperative efforts; and preservation prospects. Topics that were mere footnotes in earlier works on collection development, such as demand-driven acquisitions, self-published works, streaming media, the rise of collaborative collections, floating collections (in which items have no permanent home library), and discovery services, now receive the attention they deserve. Ongoing challenges such as e-book management and Big Deals get thoughtful and comprehensive treatment. The interconnectedness of libraries is explored and emphasized in ways that promise an exciting future of collaboration. Rethinking Collection Development and Management also addresses the context of our collections, with chapters on the publishing industry, library staffing, cataloging, and library school curricula. Each chapter includes references, additional readings, and compelling case studies. Some chapters may seem outrageous or shocking, like chapter 2, which suggests that local-level collection development may be a waste of time, or chapter 20, which proposes discarding the Dewey Decimal System. Others will strike readers as less than innovative or downright repetitive. One of the functions of Department Archives and Libraries of Bandung City is the development and implementation of regional library and archive management which includes library management, archive management and library and archive development. In the management of the library, the role of procuring a collection of library materials is very much needed, especially to increase the reading interest of the people of Bandung. The aim of this study is to determine the system of procurement of library materials, to find out the inhibiting factors in the library material procurement system, and to find solutions from librarians in overcoming obstacles in the procurement of library materials. This research was conducted at Department Archives and Libraries of Bandung City from June to July 2022. This type of research is qualitative research using a descriptive method. The instrument of data collection is by interview, observation, and literature review. The system of procurement of Department Archives and Libraries of the Bandung City is divided into three parts namely procurement selection, procurement process, and procurement result. The steps in the selection process for library materials are surveying user needs, collecting selection tools, and selecting library materials. The Techniques and methods of procurement of library materials with the method of selecting providers by direct procurement by procurement staff. The source of funds for the procurement of library materials comes from the Regional Budget of Bandung City in 2022. The process of receiving library materials includes the activities of examining received library materials, grouping of library materials, and submitting to the library material processing unit. After the procurement process is complete, then proceed to the reporting process. Reports are made periodically in the form of financial realization and performance realization which include procurement methods, number of procurements, types of library materials, and budget sources. difficulties in the procurement of library materials include the limited number of library materials published by publishers, the delay in information from publishers regarding the library materials ordered, and the absence of flexibility in determining the price of library materials. The solution to these obstacles is to communicate more intensely with publishers and seek information on library materials according to the required categories, frequent book fairs, and a more flexible policy of budget adjustment for the procurement of library materials.

Purpose – The purpose of this paper is to find out about the collection development and management in the public libraries governed by the government or its agencies in Delhi and compare them with the international standards for public libraries. Design/methodology/approach – In all, Delhi has three chains of public libraries namely Delhi Public Library (DPL), like Hardayal Municipal Public Library (HMPL) and New Delhi Municipal Council (NDMC) public libraries. The librarian/heads of selected branches were approached with a structured questionnaire aimed at collecting information on the collection development and managements in these libraries and selected branches. The data were then analysed and interpreted. Findings – It was found that with the advent of ICT and its impact on the society, it is evident that the public libraries are not making the desired effort to reach out to the public and make it more appealing to the users. The main problem with the library remains to be the lack of membership. A few initiatives have been taken, but still there were not many digital services being provided by these public libraries in the present day digital environment. Research limitations/implications – The study was limited to the public libraries within the physical region of Delhi only. Practical implications – The evaluation sheds light on the existing scenario of public libraries in Delhi and may contribute in their future development. Social implications – With the acceptance of the international standards as suggested in the study, the public libraries in Delhi would be better able to provide information resources and services to the masses. The better learned masses make the society more advanced. An information rich society would thus lead to an overall growth and development of the state. Originality/value – There have been many studies in the past on DPL but none have intended to cover other public libraries chains like HMPL and NDMC public libraries which are governed by the government or its agencies and are established with aim of imparting information to the population of Delhi. Also, a similar the comparison with international standards was never done earlier.

As time goes by, internet technology has become a necessity for society, one of which is smartphones, all of which are based on Android. Libraries are a source of accurate and reliable information that the public can use directly to make the nation and state smarter. Various kinds of innovations have been created in this world to make everyday life easier. Libraries exist as sources of information whose accuracy is guaranteed and reliable. responsible for collections both printed and recorded, the current trend of libraries when viewed from the collection format has undergone a significant change, namely from conventional libraries to Hydrid, Digital and Bookless libraries, Hydrid Libraries have printed and recorded as well as online collections, while digital libraries provide access to users. remote and easily accessible, bookless libraries are more about providing facilities such as laptops, desktops with applications and providing e-readers to users. In this modern era, innovation and creativity are needed to provide solutions to every existing problem and become a breakthrough in accelerating the implementation of activities in every library management throughout the world. One of the innovations carried out is by using a smartphone or what we usually know as a smartphone, where the smartphone functions as a reader of all kinds of objects written on paper or other media, by mirroring/pasting the smartphone monitor screen onto books and so on. . and then went on about all sorts of things. The information that has been read will be transferred via a special system application that is connected to the smartphone screen. Prior research has shown that academic reading poses a significant challenge for university students. One of the primary explanations is the lack of a positive reading culture among university students. Several studies have demonstrated the positive and negative effects of various factors on reading cultures. Notably, some studies indicate that university students do not read books regularly, and their cultural surroundings discourage them from doing so, often due to inadequate libraries and a lack of role models. Therefore, the current study sought to diagnose the factors affecting the reading culture of students at a specific institution of higher learning. The study employed a qualitative research approach, with a phenomenological research design deemed relevant. A targeted sample of 65 respondents was selected to answer an open-ended questionnaire. Thematic analysis was utilized to analyze the collected data. The results revealed that university students’ reading culture was influenced by factors such as limited English vocabulary, poor reading comprehension, lack of reading interest, and time constraints. These findings are expected to raise lecturers' awareness of the factors affecting their students' reading culture. This knowledge is crucial as it can inform the development of thoughtful interventions aimed at fostering a positive reading culture among students. Additionally, the study provides data that could enhance English lecturers' understanding of the challenges affecting their students' reading habits.
