Abstract

Alternative theories of state development proposed by Cartteiro (1970) and Wilier (1977) are presented and discussed briefly. Each is considered in terms of its applicability to the development of the Hittite Empire of ancient Turkey. It is concluded that Miller's framework, which allows a central role to factors external to the prevailing system, is more useful for the analysis of the case of the Hittite state and, in general, may have greater scope and predictive ability.
