Abstract

This paper attempts to analyze the forest policy change toward protected area establishment using the perspective of Advocacy Coalition Framework (ACF). Policy actors and this belief system during the policy formulation were determined through conceptual analysis. As a result, three major advocacy coalitions were identified namely: Social Concern, Environmental and Economic Coalitions. The belief systems of each coalition that binds its actors are influenced and shaped by external perturbations that act at the same time as causal drivers of policy change.
