Wabe J. S. (1986) The regional impact of de-industrialization in the European Community, Reg. Studies 20, 27–36. This paper considers community regional policy in a period of widespread unemployment. It is argued that the regional problem now has two causes—underdevelopment and industrial decline—each of which needs to be considered separately. An index of de-industrialization is devised using regional data on the change in manufacturing employment in 1973–81. A minority of regions is bearing the brunt of industrial restructuring, with the problem being especially severe in the UK. All these regions need community help and this can best be achieved by moving towards a single industrial base. In particular, it seems necessary to move from nationally operated schemes of regional investment incentives to a community system.
