The Neutrality of Village Officials in the 2024 Simultaneous Regional Elections in Bantul Regency

The neutrality of village apparatus is an imperative obligation that must be upheld without compromise. This study aims to analyze the neutrality of village apparatus during the simultaneous regional elections (Pilkada) in 2024 in Bantul Regency. A qualitative approach was employed, with data collected through interviews and documentation studies. The findings reveal several violations committed by village officials that contradict the principle of neutrality. The causes of this lack of neutrality are influenced by several factors, including cultural influences, political ambition, kinship or familial ties, and local political pressures. In Javanese culture, the concept of "ewuh pekewuh," which refers to a feeling of hesitation or reluctance out of respect or social obligation, reflects a cultural aspect that weakens the application of neutrality values. Political ambition often impacts the neutrality of village apparatus, as political positions are considered strategic for accelerating career advancement. Political rewards or promises extend beyond positions to include beneficial programs for involved parties. Local political pressure examples include coercion from party elites at the district level directed toward village apparatus. Furthermore, the most emphasized factor is kinship or familial relationships, which can disrupt the professionalism of the electoral system and the neutrality of village officials.

The problems faced by the village government of Bangunjiwo Kapanewon Kasihan, Bantul Regency and its officials are: (1) the capacity of the village administration is still lacking, the majority have SMA/K education, even though they are required to master information technology (IT) because they must be able to operate various applications; (2) regulations that often change in a short time which in the end makes the village apparatus become overwhelmed in implementing these regulations; and (3) there are still village officials who do not understand their duties and responsibilities. Based on these problems, the researchers conducted an analysis of the Bangunjiwo Village government's strategy in increasing the capacity of its apparatus, focusing on aspects of planning, implementing programs and activities, as well as evaluating programs and activities in increasing the capacity of the Bangunjiwo Village apparatus. The research approach is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. The results of the study showed: (1) the Bangunjiwo Village Government had planned programs/activities to increase the capacity of village officials; (2) Implementation of programs/activities to increase the capacity of village officials in the form of: (a) sending delegations to attend training/workshops/seminars, and the like organized by the relevant agencies; (b) organize general training in the Bangunjiwo Sub-District, comparative studies to more developed/advanced sub-districts, or attend further studies at a Diploma Three or Bachelor program tertiary institution with financial facilities from the Kelurahan Expenditure Budget Plan; (3) Evaluation of programs/activities to increase the capacity of village apparatus by the Bangunjiwo Lurah internally, and externally by the Bangunjiwo Bamuskal. Obstacles/obstacles in increasing the capacity of the Bangunjiwo Village apparatus are the age of the majority of village officials who are over 50 years old, and budget constraints.

The purpose of this study was to determine the procedures for the appointment of old village officials and new village officials in the village of Ujung Padang and to find out the validity of the appointment of old and new village officials in the village of Ujung Padang in terms of Law Number 6 of 2014. The research method in this paper is the method Qualitative research is research that refers to the legal norms contained in legislation and court decisions as well as norms that live and develop in society. Based on the results of an interview with the Ujung Padang Village Head on July 5, 2022, he explained that, "If we talk about the mechanism for the appointment of village officials, of course the appointment of new and old Village officials is based on the law (Law number 6 of 2014 concerning Villages). ). Only the appointment of the Lamo Village Apparatus used to be filled with direct appointments by the Village Head and in consultation with the Camat, for the appointment of the New Village Apparatus I carried out the Undnag-Undnag Mandate Number 6 of 2014 and the Seluma Regional Government Number 7 of 2016 regarding Village Apparatus. Fill it out through a screening and screening mechanism, selection of prospective candidates, and a written test. After getting the results of the selection then communicated with the Camat on behalf of the Regent. The Central Government's policy on the transfer of Village Funds continues to increase significantly, this is a potential tax cut and collection. Law No. 6 of 2014 concerning Villages (Village Law) makes the role of village officials, very important to regulate and manage village finances, including the taxation aspects. However, village apparatus do not fully understand and understand aspects of taxation in village financial management. This study aims to determine the understanding of village apparatus on tax aspects in village financial management, which includes tax collection and deduction. This research was conducted in villages in Bantul Regency which had BUMDes in accordance with data from the Ministry of Home Affairs (Prodeskel) of 35 villages. Respondents in this study are village apparatus involved in village financial management, including village heads, village secretaries, and village treasurers. This study uses primary data in the form of questionnaires and interviews. The results showed that village apparatus in Bantul Regency fully understand the implementation of taxation aspects in village financial management.

This study aims to examine the role of village apparatus commitment as mediation on the influence of organizational justice and work environment toward village apparatus performance in all subdistricts in Aceh Selatan District, Indonesia. This study was conducted in all villages in Aceh Selatan district which totaling 260 villages. The population was village officials in all villages in Aceh Selatan district totaling 3156 people. The number of samples used was 232 people. The data were analyzed with the Structural Equation Modeling (SEM) method. The result reveals that Organizational Justice affects Village Apparatus Commitment, Work Environment affects Village Apparatus Commitment, Organizational Justice affects Village apparatus Performance, Work Environment does not affect Village apparatus Performance, Village Apparatus Commitment affects Village apparatus Performance, Village Apparatus Commitment partially mediates the influence of Organizational Justice on Village apparatus Performance, and Village Apparatus Commitment fully mediates the influence of Work Environment on Village apparatus Performance. From these results, it is evident that only the work environment does not have a direct role in improving village apparatus performance, but must go through the role of village apparatus commitment so that in this model village apparatus commitment acts as a full mediator. From other models, apparatus commitment is also proven to be a partial mediator on the role model of organizational justice in improving village apparatus performance. So it can be explained that the model for improving village apparatus performance in Aceh Selatan district is a function of strengthening organizational justice, adjusting the work environment, and strengthening village apparatus commitment.

Based on the review of the main problem, the research objectives to be achieved are as follows: (1) To determine and analyze the influence of Human Resource Competence on the Performance of Village Apparatuses at the Village Office in Jojjolo (2) To determine and analyze the influence of Technology Utilization Capability on Village Apparatus Performance At the Village Office In Jojjolo To find out, (3) To analyze the influence of Human Resource Competence and Ability to Utilize Technology on the Performance of Village Apparatus at the Village Office in Jojjolo. The research location is Jo'jolo Village, Bulukumpa District, Bulukumba Regency. This study uses descriptive qualitative research methods, with data sources, namely questionnaires and documentation. The sample of this research is village apparatus. The data analysis used is data quality test, classical/prerequisite test, and hypothesis testing. The potential of HR affects the performance of village officials. This means that the better the competence of human resources, the performance of the village apparatus will also increase. The use of technology has a significant influence on the performance of the village apparatus. This means that the better the use of technology, the performance of the village apparatus will increase.

The Importance of Village Apparatus Performance Improvement for Quality Public Services

Village apparatus are public service staff who have duties and responsibilities for services to the community and assist the village head in carrying out his duties to provide services to the community expectations. Therefore, village apparatus is required to have commitment, ability, skills, and feelings of sincere concern and require a high sense of empathy in carrying out their duties to serve the community. The hope is that the community will feel comfortable and satisfied with receiving services from village staff in resolving all administrative problems. However, this is not the case with what happens in the field. There are still many complaints from the public regarding the services provided by the apparatus at the village office. This research is aimed at answering the question of how public services are implemented in village offices in 5 provinces in Indonesia, namely West Java, Data collection was carried out using documentation and semi-structured interviews with community members and staff at the village office. The results of the research show that the indicators of service quality have not been implemented by staff in village offices in Indonesia. Apart from that, the quality of service of staff must be improved through training programs.

In this study, the main problem is how is the level of performance of Sisobahili Village office employees in the use of technology to improve administrative services in Sisobahili Village, Namohalu Esiwa District, North Nias Regency. This study aims to determine the level of performance of Sisobahili Village office employees in the use of technology to improve administrative services. This research uses a qualitative approach with a type of descriptive research, and the object of this study is carried out on natural objects. The data collection techniques used in this study are Observation, Documentation, and Interview. The researcher made observations by directly going into the field to see the object being studied. Then the researcher conducted interviews to explore information to data sources, namely the main informant, key informant, and supporting informant, then collected documents about the use of technology techniques in analyzing the data carried out in this study after data collection, then data reduction, data presentation, and conclusion or verification. Based on the results of the research, it was concluded that the Sisobahili Village Office still does not have adequate facilities to support administrative service activities to the community such as computers that are still not owned by the Sisobahili Village office, the facilities in the Sisobahili Village office, only in the form of laptops and printers . The limitations of these facilities are an obstacle for the Village apparatus in carrying out administrative activities related to the use of technology, so in this case information technology has not been used optimally. Human Resources in the use of information technology by the Sisobahili Village apparatus is still low, due to the low level of education of village apparatus in terms of technology utilization, so that some forms of services carried out still have obstacles, all forms of services related to technology are always charged to operators and other devices that are able to use technology, so it can be concluded based on the results of interviews at the level of human resources of the Village apparatus The use of technology is still minimal. The technology application system in Sisobahili Village has been running since 2018, but in 2022-2023, the Village information system, based semi-online, due to a lack of support, and for 2024 the plan will be carried out online through the website.

Disparities in Village Apparatus Human Resources in Public Service Delivery in Bone Subdistrict, Bone Bolango Regency

This study aims to analyze disparities in the human resources (HR) of village apparatus in public service delivery in Bone Subdistrict, Bone Bolango Regency, using the Human Capital Resources (HCR) framework with indicators of Knowledge, Skills, Abilities, and Experience (KSAE). A qualitative approach was employed, with data collected through observation, in-depth interviews, and document analysis. Data analysis was conducted using the interactive model by Miles and Huberman, comprising data reduction, data display, and conclusion drawing. The findings reveal: First, in terms of knowledge, officials in Monano and Ilohuuwa Villages generally understand public service regulations and basic administrative procedures. However, in Waluhu Village, understanding of regulations is limited and not supported by an adequate internal training system. Second, regarding skills, operational competencies in using digital tools and village administration systems remain challenging, especially in Waluhu. Training has been unevenly distributed and not all relevant personnel have participated. Meanwhile, Monano Village is more adaptive to digital systems and efficient in financial reporting. Third, in the abilities aspect, village officials’ capacity to respond to emergencies and adapt to policy changes remains ad hoc and lacks standardized operating procedures (SOPs). Officials also tend to react rather than proactively address policy directives. Fourth, in terms of experience, most officials have served for over five years and have prior work experience outside the village (e.g., as surveyors or entrepreneurs). However, there is no structured system for transferring experience to new personnel, and learning remains informal and unstructured.

The purpose of this study was to analyze and determine strategies for improving the work discipline of village officials in Sidenreng Rappang Regency. This research was conducted in Carawali Village, Sidenreng Rappang Regency. The method used in this research is a qualitative approach (qualitative research). Data collection was carried out by means of observation and in-depth interviews. The primary data source in this study consisted of key informants, namely the Head of the Carawali Village and the informants in this study were officials / employees of the Carawali Village, Sidenreng Rappang District, obtained through the purposive sampling method. The data analysis technique uses the SWOT analysis method which is one of the methods used to describe the condition of a problem, and evaluate the problem, which is based on internal and external factors, namely Strengths, Weaknesses, Opportunities and Threats which then create a matrix. and assessment to find out the most appropriate strategy. Based on the results of this study, the most appropriate strategy to improve the work discipline of the Carawali Village Officials in Sidenreng Rappang District is to improve village apparatus services by conducting leadership training, utilizing human resources to participate in training in improving quality to use information system technology, improving coordination and supervision of village heads with other village officials, making clear SOPs on the rules and salary system to be applied.

This research is titled “Analysis of the Village Apparatus Selection Mechanism in Awa'ai Village, Gunungsitoli Idanoi Sub-district, Gunungsitoli City” and aims to identify and evaluate the village apparatus selection process in the context of applicable regulations and the challenges faced in its implementation. The selection mechanism for village officials plays an important role in determining the quality of leadership and public services at the village level. Using a qualitative approach and case study method, the research collected data through in-depth interviews with village officials, community leaders, and residents, as well as analysis of relevant documents. The findings reveal that the selection mechanism for village officials in Awa'ai Village has followed the procedures stipulated by village regulations and relevant laws. However, a number of challenges also colored the selection process, such as changes in regulations that affected the stability of the mechanism, low community participation in decision-making, technological limitations in the implementation of the selection, as well as the impact of politicization and lack of training for village apparatus candidates. In an effort to overcome these obstacles, several recommendations were put forward to improve transparency, public participation, and integrity in the selection process in the future. The conclusion of this study confirms the need for continuous improvement in the selection system to produce competent village officials with integrity, in order to optimize services to the community.

Village officials not only serve the community, but must have innovations to develop the village according to the demands of institutional change, so that the village is able to compete with other villages. In other words, village officials must be able and observant in facing and taking advantage of various challenges and opportunities as a consequence of changing village institutions. Facing the desired conditions, the professionalism of village government apparatus resources is a must that cannot be postponed any longer. Because at this time village officials must have certain skills and knowledge, such as the demands of the village community for satisfactory services, which must be immediately responded to by the Village Government. Community services will be satisfactory if the administrative completeness of the village is complete. Training as an alternative for developing village apparatus resources needs to be carried out immediately as a consequence of changes in village government institutions and community demands for satisfactory services. To find out the needs needed by village officials in the context of developing village apparatus resources, it is necessary to identify the types and methods of training that are truly appropriate and no less important is the need for evaluation after the training. Departing from the explanation above, of course, the development of apparatus resources is directed so that village officials have the appropriate competencies needed to develop the region. The need for training is directed at meeting the needs of village officials, such as training in making letters for hamlet heads for administrative completeness, the end of which is the creation of satisfactory public services. This condition of limited human resource capabilities is still being felt by the Government in Pengkelak Mas Village. The goal to be achieved in this service activity is to carry out training and assistance for Pengkelak Mas Village Apparatus, especially the hamlet head in the context of making letters to support their daily duties. The specific target to be achieved is to make Pengkelak Mas Village an Independent Village in Orderly Administration in East Lombok Regency. To achieve these specific goals and targets, the method used is the transfer of knowledge through the implementation of training and mentoring. Training activities will be devoted to training in making letters both manually and digitally. After the training is completed, the next step is to provide assistance to village officials related to the knowledge that has been obtained during the training.

Village apparatuses as elements of village government administrators who are tasked with assisting the village head, capacity village officials is still low so that they lack understanding of government policies in carrying out their duties and functions as community servants. From this, the village apparatus needs attention so that the performance of the village equipment increases.
 The research objective was to analyze the increase in performance village relationship between the implementation Perda increased performance. The research method uses a mix method. Data collection techniques are observation, documentation, documentation and questionnaires.
 The results showed less than optimal, which was caused by: 1) Not yet optimal performance of village officials in accommodating and channeling community aspirations. 2) Lack of socialization regarding new policies by the Regional Government to the Village Government 3) Limited facilities and infrastructure owned by the Village Government in providing services to the community 4) Ununderstanding of Village officials regarding Regional Government policies. 5) Lack of motivation to work village officials in Padalarang Village. From this, positive implementation PERDA No. 14 of 2009 and the performance of village officials. In this case the regional government of West Bandung district can provide guidance and evaluate the performance of village heads and village officials regularly so as to improve the performance of village officials.

Research on people's perceptions is needed as a way that can be used to control and evaluate the performance of village officials. The method used in this study is qualitative with data sources through interviews conducted with village heads, village officials, community leaders, religious leaders and the people of Ngadirejo Village. The results of this study are first, the perception of the Ngadirejo village community towards apparatus performance is more influenced by the characteristics of people who respond to stimuli and experiences from the community when services are provided from village apparatus. details of the problems that exist in the community from the old village apparatus, lack of work ethic of village government officials/equipment, not yet available good computers and printers are not available, lack of office transportation, low human resources lack of irrigation that functions properly, finance village which is still very lacking. Meanwhile, what comes from the opinion of the community is that there is an internal conflict between village officials, not being on time in carrying out their duties, village officials lack discipline in carrying out their duties, lack of responsibility and sincerity in carrying out their duties. Third, the driving factor for the performance of village officials is young people. and productive people in Ngadirejo village, fertile land, there is training from the government to the community
