Abstract

This article proposes a model of the labor potential assessment in the context of region using the author’s theoretical and conceptual methodology for analyzing labor potential internal structure. Such a technique allows, at first, to assess the actual state of the labor potential at the regional level, to identify key catalysts for possible modernization transformations in the regional economic system, and secondly, to conduct the calculations of the labor potential development directions, considering the various factors impact on the labor potential. The proposed technique allows one to get quite complete information about the actual state and effectiveness of using the region labor potential. Fourteen regions of the Russian Federation have been selected as objects of study: the Republic of Adygea, the Republic of Kalmykia, the Republic of Crimea, the Krasnodar region, the Astrakhan region, the Volgograd region, the Rostov region, the Republic of Dagestan, the Republic of Ingushetia, the Kabardino-Balkar Republic, the Karachay-Cherkess Republic, the Republic of North Ossetia - Alanya, the Chechen Republic, the Stavropol region. The labor potential measuring tools have been carried out using econometric methods, including index method and regression analysis. The results of the study can be used in the regional authorities’ decisions regarding the formation of priority goals and objectives of the territory labor potential prospective management.
