Abstract

In this chapter, we explore the heterogeneity in the development of living wage campaigns across Canada. First, we describe the demographics and characteristics of the Canadian low-wage workforce. Second, we explore key themes and features of the living wage movement across Canada with a particular focus on British Columbia (BC). Finally, through an analysis of qualitative data from interviews with key actors in the movement, focus groups with the low-wage workforce, and case studies of living wage employers in BC, we examine the benefits and challenges of implementing a living wage policy. Finally, we highlight distinct features of the living wage movement in Canada to provide a broader context on policy discussions on how to respond to the Covid-19 pandemic.
