Abstract

ABSTRACT The main purpose of this article is to provide a detailed analysis of the main findings of the high profile Mastercard Foundation report on secondary education in Africa which was published in 2020. Not only is this important in its own right but it enables a number of broader conclusions to be drawn about the strengths and limitations as well as the overall role of externally-driven global and continental education reviews of this kind.
