Abstract
Human capital is an important factor of economic growth, as has been underlined by recent theoretical models. The main goal of this article is to elucidate the relationship between human capital and dynamics of economic growth in the European Union (EU). For the purposes of this article human capital is defined as knowledge, skills as well as other individual factors which lead to higher productivity. Therefore, the greatest attention is focused on the multi-dimensional assessment of human capital in the processes of economic development of the European countries. A detailed evaluation of human capital in the EU is represented at interregional and international levels. Furthermore, author suggests a guidance for designing and planning strategies aimed at sustainable economic development by using the model predictive control algorithms.

В современной литературе большое число исследований направлено на изучение теоретических аспектов человеческого капитала в качестве основного фактора экономического роста. В рамках первого человеческий капитал влияет на экономическую динамику посредством увеличения совокупной факторной производительности (СПФ), как отражено в работах Нельсона и Фелпса (Nelson, Phelps, 1966). Происходит это путем увеличения способности стран генерировать и внедрять новые технологические знания, что впоследствии приводит к более высоким темпам экономического роста. В рамках второго подхода, основой которого стали исследования Лукаса (Lucas, 1988), подчеркивается основополагающая роль накопления запасов человеческого капитала в экономической динамике в долгосрочной перспективе. При этом различия в темпах экономического роста стран также соотносятся с динамикой накопления национальных запасов человеческого капитала. В дальнейшем идеи Лукаса нашли свое отражение в трудах Менкью, Ромера и Вейла (Мankiw, Romer, Weil, 1992), а также Джонса (Jones, 2002), посвященных экономическому росту. Подход Нельсона и Фелпса дополнен и детализирован Бенхабибом и Шпигелем (Benhabib, Spiegel, 1994), Агийоном и Мегиром (Aghion, Meghir, 2004), Кикконе (Ciccone, 2009) и Парком (Park, 2006)
