Abstract

Speeding up the construction of ecological civilization and promoting the green transformation is an inevitable trend to form a new industrialization path with Chinese characteristics. Therefore, it is essential to focuses the research perspective on government to improve efficiency on green transformation of the energy industry. This study first defines the boundaries of role of government in the transit to a green transformation of energy industry, and then analyses the mechanism of a series of economic policies formulated on the transformation of enterprises in industrial structure upgrading, human capital appreciation as well as the introduction of foreign capital on the basis of technology upgrading from the perspective of the government. The main conclusions are as follows: (1) Government decisions and actions will guide the direction of the green transformation of the energy industry directly or indirectly. (2) Regional heterogeneity has a significant impact on industrial green transformation, government entities need apply valid approach to reduce the unbalanced development of industrial green transformation among different regions. This study has significant theoretical and practical value for governments, considering the regional heterogeneity and different government entities, a coordinated mechanism of law enforcement and supervision is proposed to provide supplements and detailed interpretation to the green transformation policy of the energy industry.
