Abstract
After a wide-ranging discussion in the press and in the collectives of higher educational institutions, scientific [research] institutions, enterprises, and organizations, and having taken into account the critical comments and suggestions that have been voiced, the CPSU Central Committee has ratified "The Fundamental Guidelines for the Restructuring of Higher and Secondary Specialized Education in the Country. The CPSU Central Committee and the USSR Council of Ministers have adopted resolutions on concrete issues pertaining to the actualization of that document. They will be published in the very near future. Today we publish "The Fundamental Guidelines for the Restructuring of Higher and Secondary Specialized Education in the Country."
