Abstract

The territorial [kraevye] and regional [oblastnye] Soviets of working people's deputies occupy a special position in the system of organs of power. Their activities are many-faceted, complicated, and distinctive. They head the system of local Soviets in their geographical area and coordinate and direct the latters' activity. As bulwarks of the higher state bodies, the territorial and regional Soviets comprise the major connections between the local Soviets and the higher agencies of government and administration of the republic and, to a great degree, the central state organs of the USSR as well. The interests of the state as a whole and those of the toilers of the territory or region are most completely and comprehensively coordinated in the work of the territorial and regional Soviets. Therefore, the question of the exclusive powers of territorial and regional Soviets holds important theoretical and practical significance.
