Abstract
The general framework for the application of environmental assessment (EA) to transport infrastructure development in Great Britain is described; the procedures relating to roads and pipelines are reviewed as examples in greater detail, and the effectiveness of EA at project level is considered. The application of EA to policy formulation at the strategic level, as well as to individual projects, is discussed. Shortcomings of project-level EA relating to road planning are identified. The development of strategic environmental assessment is supported as a means of strengthening policy-making processes.
