Abstract
Many governments has made unsurmountable investments for procuring systems in managing their information. Among of these systems is Electronic Document and Records Management System (EDRMS) which was designed to allow organizations manage their documents and records throughout their operation according to the best current practice. However, the EDRMS adoption rate is still below satisfaction since users are not in favor of using the system. This study seeks to determine the factors impacting the adoption of EDRMS in the public sector. The UTAUT model is used as the underlying theoretical foundation for the study. Studies are yet to be undertaken to explain the factors that implicate the low employment of the system. A qualitative approach by means of critical review of literature was adopted. The outcome of this study is in the form of a new conceptual model for implementing EDRMS in the public sector.
