The Concept of Progressive Islam and the Pribumization of Islam in the Locality of Islam in Indonesia
Abstract: Indonesia, with its abundant cultural and religious wealth, faces challenges from radical Islamic groups that are incompatible with local values and pluralism. These groups which tend to hold exclusive and intolerant. The two main approaches that have emerged for interpreting Islam in this context are progressive Islam and Islamic indigenization. Progressive Islam, pioneered by Farish A. Noor encourages the adaptation of Islamic teachings to the values of modernity such as democracy, human rights, and pluralism. Meanwhile, the indigenization of Islam developed by Abdurrahman Wahid emphasizes the importance of integrating Islam with Indonesia's local culture. Both approaches reject radicalism and support an inclusive and tolerant form of Islam. However, they differ in focus and implementation, Farish is more global and theoretical, while Gus Dur is more local and practical. Both approaches are visible in social practices, Farish and Gus Dur support pluralism and human rights, although Gus Dur also emphasizes the importance of local cultural adaptation in daily religious practice. This research uses a descriptive qualitative method through a literature review of the works of Farish and Gus Dur, analyzing the main themes of each approach. The results show that despite their differences, these two approaches can complement each other in promoting relevant and contextualized Islam, contributing to social harmony and inclusive policies in Indonesia.

Abdurrahman Wahid (Gus Dur), Indonesia’s fourth president (1999–2001) and leader of the traditionalist Islamic organisation Nahdlatul Ulama (1984–1999), continues to influence Indonesia in positive and meaningful ways despite his death in 2009. He proved that Islam and a pluralistic political culture were compatible and that Indonesian Islam had a global role. His legacy continues through the Wahid Foundation, Nahdlatul Ulama, and the National Awakening Party. The Wahid Foundation operates under the directorship of his daughter, Yenny Wahid, and is dedicated to improving Islam and Indonesian society through documenting religious intolerance and injustice and by issuing recommendations. Following Nahdlatul Ulama’s National Congress in December 2021, its leadership has been dominated by Gus Dur’s allies, including his wife and four daughters, and his former presidential spokesperson Yahya Cholil Staquf, all of whom have a deep commitment to his values. Gus Dur’s former political party, the National Awakening Party, remains another institution which supports pluralism and secular inclusiveness. However, the relationship between Gus Dur’s allies and this party remains fractured, just as it was before he died. Despite an impeached presidency, a fallout with the National Awakening Party, and the considerable time that has passed since his death, he has produced an enduring legacy. Public deference to the late Gus Dur is reminiscent of the nine saints who Islamised Java half a millennia ago. This is because traditionalist Muslims believe that one’s deeds which produce on-going benefits to society will, in the afterlife, continue to accrue religious merit, and millions visit Gus Dur’s grave every year to demonstrate this.

This research explains the Islamic revelation in the context of the synergy between fiqh and tradition. Using qualitative methods, this research concludes that: first, the pribumization of Islam is the result of the thought of K.H. Abdurrahman Wahid (Gus Dur) by seeking harmonization between fiqh and tradition. Gus Dur referred to the compromising process of Islamization by the Walisongo in spreading Islam in Nusantara as a very effective instrument or medium in the spreading of Islam. Secondly, in the Islamic Pribumization discourse, Gus Dur used the fiqh methodology of al-'ādah muhakkamah and al-'tsābit bi al-'urf ka al-tsābit bi al-nash, which were seen as capable of paying attention to the needs present in the local culture. For example, the greeting assalamu’alaikum is interpreted in the good morning greeting only in the relationship of mu’amalah, not up to the level of worship, in the custom of marriage by carrying out the conditions of harmony, but still given space in expressing their respective cultures while not contrary to religion. Third, based on its historical flow, religious values within culture in the Pribumization of Islam substantially shifted towards the discourse of Islam Nusantara and are now transformed into one of the indicators of religious moderation, namely accommodating a local culture so that it has a relevant relationship therein.

The present article examines the influence of the thought of KH. Abdurrahman Wahid (Gus Dur) on the formation of postcolonial discourse in the context of Islam Nusantara. In the postcolonial context, the Islamic construction of the Archipelago is inextricably linked to colonial epistemological legacies and the hegemony of external cultures, particularly Arabic. Gus Dur’s thought process can be understood as a deconstructive effort against the dichotomy between “pure” and “local” Islam that was created by colonial powers and puritan movements. It is evident that Gus Dur’s rejection of the uniformity of Arab culture as the sole representation of Islam was underpinned by a sharp critique of arabisation. As an alternative, he proffered the concept of Islamic pribumisation, defined as the adjustment of Islamic expression to local cultural values without sacrificing the substance of the teachings. Furthermore, Gus Dur placed significant emphasis on the necessity of contextualising Islamic teachings, emphasising the importance of re-evaluating Islamic values in accordance with the prevailing social and cultural dynamics of Indonesian society. It is asserted that an approach of this nature will engender the concepts of pluralism and tolerance, which will in turn serve as the primary foundations upon which religious life is to be constructed. The present study employs a qualitative approach, utilising critical discourse analysis of Gus Dur’s ideas and relevant supporting literature. The findings demonstrate that Gus Dur’s thought plays a significant role in formulating the paradigm of Islam Nusantara. This paradigm is characterised by its responsiveness to local realities, its transcendence of religious formalism, and its rehabilitation of cultural dignity as an integral part of Islamic expression. Consequently, the thought of Gus Dur constitutes a significant contribution to the development of a plural, humanist and contextual Islamic civilisation.

This paper examines the intricate dynamics of historical interactions between indigenous citizens and Chinese descendants in Indonesia, focusing on the economic and political dimensions of these relationships. It specifically investigates the significant contributions of KH. Abdurrahman Wahid, known as Gus Dur, in advocating for the rights of Indonesian Chinese citizens through the lenses of humanity and pluralism. Utilizing a qualitative methodology, primarily based on library research, the study reveals that during the New Order, discriminatory policies—most notably Presidential Instruction Number 14 of 1967 issued by President Soeharto—imposed severe restrictions on the cultural and religious practices of Chinese Indonesians. In contrast, Gus Dur emerged as a key proponent of democracy, justice, and human rights, championing freedom of expression and the right to worship according to individual beliefs. His pluralistic and humanitarian perspective played a vital role in defending the rights of Chinese descendants in Indonesia. Ultimately, this study underscores the significance of Gus Dur's legacy in the ongoing struggle for equality and human rights within the context of Indonesia's diverse population.
