Abstract

This paper is an extended version of one first presented to the Herbert Giersch Foundation in Frankfurt on I October 1998. I am grateful to the Foundation for that opportunity. I have received much encouragement and tangible help from my former colleagues at the University of Buckingham, Norman Barry, Mark Blaug and Martin Ricketts and from Brian Main, University of Edinburgh. The reader's attention is also drawn to the excellent critique of anti-individualist views in Samuel Brittan's essay In Defence of Individualism’ (Brittan 1998) which deals with similar issues to those considered in this paper and in his usual compelling fashion.
