Abstract

Demands for integrated government for cities and their suburban rings have over looked some of the facts of the matter. Henry Schmandt of the University of Wis consin's Department of Political Science cites some examples drawn from a study of Milwaukee suburbs and their council members. Suburban economic life is becoming increasingly distinct from that of the central city, giving the lie to the "bedroom suburb" image and giving rise to political conditions that may make sweeping metropolitan reorganization increasingly difficult.
