The Impact of Global Climate Change on Environmental Migration in the Asia Pacific Region

Climate migration is an issue that has re-emerged along with the increasing threat of natural disasters and climate change. The complexity of international migration issues today is not only related to demographic factors, conflict, war, and economic factors. However, the implications of global climate change can become push and pull factors on the migration process. This study aims to find out the correlation between international migration issues and climate change that occurs in the Asia Pacific region. The theoretical frameworks used are the theory of international migration (Everett S. Lee) and the conceptual 'environmental migration' (Graeme Hugo). The research method used is qualitative research by prioritizing data collection based on literature studies and internet-based research. The results of this study show that there is a high risk due to climate change that must be faced by countries in the Asia Pacific region and the driving factors of migrating people in the Asia Pacific region are interpreted as mitigation measures from the threat of natural disasters.

TRENDS OF INTERNATIONAL LABOR MIGRATION IN THE MODERN LABOR MARKET

In recent decades, the impact of international migration on world economic and political processes has increased significantly. Today, international labor migration of the population is one of the most important components of modern processes in the world economy, along with its other components, such as the movement of capital, goods, technologies and information. The globalization of the world economy has led to the emergence of new trends in the processes associated with the international migration of labor, requiring scientific study. The article deals with the modern processes of international labor migration. Methods of statistical analysis, analysis of domestic and foreign scientific literature, synthesis of the data obtained are used. The main trends of international labor migration are investigated, such as the increase in the demographic significance of international migration in the demographic development of economically developed countries, the growth of illegal migration, the increase in the composition of migration flows of highly qualified workers and the share of women in the number of international migrants. The article analyzes the economic consequences of the impact of international labor migration on the economies of exporting countries and importing countries of labor resources. International labor migration confirms the fact that countries are dependent on each other. Thus, the negative economic and political changes taking place in the country only negatively affect the flow of international migration. International migration is dependent on scientific and technological progress and the degree of development of transnational corporations, which together create the prerequisites for the free movement of labor from one country to another. Application area. Analysis of flows of international migration confirms the need for countries to work in the field of international law to resolve issues of movement of labor, especially taking into account contemporary world problems. The globalization of the world economy at the present stage has led to the emergence of new trends in the processes associated with the international migration of labor. They are associated with the globalization of world migration flows and the involvement of the population of most countries in this process; an increase in the demographic importance of international migration in the demographic development of economically developed countries; the growth of illegal migration; an increase in the composition of migration flows of highly qualified workers; an increase in forced migration and an increase in the proportion of women in the number of international migrants. The main factor of international labor migration, which has a significant impact on the economies of the countries of origin of migrants, is the flows of migrant remittances, which make a significant contribution to the GDP of countries exporting labor resources, are a valuable source of foreign exchange for governments and play a role in stabilizing the current account of the payment balance. The second most important factor is the positive impact of workers leaving labor markets in labor-abundant countries, since workers leaving abroad reduce unemployment, improve the labor market, and reduce social tensions in the country.

The spread of the phenomenon of international migration in the world and Ukraine’s integration into the global community creates preconditions for its participation in international migration processes. But the demographic problem in Ukraine, reduced fiscal revenues and increased pension burden are caused by emigration of the labor force, young professionals. The article describes the economic, social and demographic basis of Ukrainian population emigration and analyzes the statistics on migration and natural population movement indicators in Ukraine and Ukrainian foreign labor migration. An overview of wages in Ukraine and the EU, the structure of income and private money transfer from abroad have been done. As conclusions of the study the socio-economic and demographic preconditions of labor migration Ukraine as a part of the international labor migration process have been formulated.

Migration processes in modern Russia and their impact on economic and national security

Aim . This work aimed to analyze data on migration processes in modern Russia, their manifestations, and their impact on the country’s economic and national security, as well as to identify associated risks and threats and consider existing opportunities for various forms of migration. Objectives . The work seeks to study Russia’s migration policy within the context of global migration trends, as well as to investigate the impact of internal and external migration processes on Russia’s economic and national security, their causes, and types. Methods . The study is based on comparative, systemic-structural, cause-and-effect, factor, functional, and statistical analysis. Expert assessment and observation methods were also used. Results. The Russia’s migration policy is primarily aimed to ensure a balance between the economy’s need for labor resources, the protection of national security, and social stability. The migration strategy serves as a tool designed to fulfill the purposes of Russia’s migration policy and achieve its objectives in the long term. Internal migration in Russia is largely represented by a young, active, and productive segment of the population, driven primarily by economic, geopolitical, and climatic factors. External migration to Russia is caused primarily by economic factors, particularly a steady increase in labor migration. Meanwhile, intellectual migration is experiencing an outflow of people from the country. As a result, migration legislation is being reformed to encourage scientists to return to the country, however no significant effect has been noted to date. Conclusions . Nowadays migration takes various forms and has varying intensities. Internal migration continues to develop as migration from small towns to cities, while external migration fluctuates depending on the political situation and other factors. This determines the origin and intensity of migration processes. Internal and external migration can not only be a source of threats to Russia’s economic and national security but also create opportunities to address demographic, economic, and social problems through properly implemented migration policies. As long as the Russian economy remains inconsistent in its priorities for scientific and technological development and the implementation of support tools at various levels, the outflow of promising population and the influx of unskilled and illegal migrants will remain a huge risk to Russia’s economic and national security. Russia’s migration policy requires fundamental changes and refinements to avoid irreversible consequences due to lost time.

Abstract. Introduction. International migration is an important socio-economic indicator of the development of states and a regulator of socio-economic relations in the international economy. Under the modern conditions of development of the world society migration processes are characterized by dynamic development and scale of distribution. Today, international migration is becoming an important factor influencing the formation of international reality, causing social changes and cultural interaction of countries involved in migration process. Purpose. The modern world is diverse in its development and progress. Existing asymmetries and inequalities in most countries, conflicts, poverty, climate change encourage people from the low-income countries to migrate to the economically developed countries in searching of a safer and better life. In addition, the COVID-19 pandemic carries great threats to the lives and health of migrants, negatively affects their spatial mobility, and creates the new societal challenges and dangers. That is why the author of the article aims to explore the main trends in the formation of modern migration flows and changes in international migration; to identify global factors influencing the dynamics of international migration and to identify key issues that need to be corrected in the management system of international migration at the global level. Results. The author has analyzed the current trends in the development of international migration in the global space, assesses the formation of the main migration flows in terms of individual sub-regions and countries. According to the results of the analysis, the growing influence of exogenous factors (interstate conflicts, economic and political instability in the world, climate change, etc.) and endogenous factors (low level of social protection of the low-income countries, limited access to vital public resources), high levels of corruption in some countries that cause poverty, carry threat and danger to the lives and health of their citizens) to increase the dynamics of migration flows in the world. During the studying the author has formed the main group of countries (USA, Canada, Luxembourg, Norway, Switzerland, Germany, France, Czech Republic, others), which (according to the long-term UN forecasts) will increase net migration rates and net numbers of migrants; this information is the important indicators for governments of these countries in order to respond in a timely manner and put changes into their existing migration policies. The tools of integration of international migrants into the national societies of the host countries of Europe in terms of employment, education, social inclusion have been considered. The benefits of the host countries from successful integration have been determined. The impact of the COVID-19 pandemic on the change in the dynamics of international migration has been studied and the key problems of international migration development that need to be corrected at the global international level due to the intensification of crisis situations have been identified. Conclusions. Thus, the acceleration of migration processes and the scale of their spread in the world have a great impact on significant changes in foreign economic relations between countries; the macroeconomic dynamics of their development is gaining new momentum. The mechanical movement of the population causes changes in the structure of human capital, affects the quality of its formation and development. Due to the unevenness and the existing asymmetry in the socio-economic development of the world, the migration factor can become a major tool for the destruction of economic stability of many countries, the intensification of crises in the social sphere. Therefore, the existing problems of global cooperation and coordination of international migration, the lack of effective mechanisms for interaction between national and global levels of migration management need to be solved in time. The international regulatory framework for the protection of migrants' rights in the global dimension needs to be improved.

Political and Socio-Economic Dimensions of Modern International Migration: The Case of Ukraine

Abstract: The article is devoted to the study of current trends in the field of international migration processes and how the socio-economic phenomenon that acquires new dimensions and becomes one of the key factors influencing the economy, business, labor market and social status of migrants. The article provides a theoretical and methodological substantiation of the essence and socio-economic paradigm of modern international migration, which affects donor countries, recipient countries, labor markets, demographic shifts, entrepreneurship and business in connection with geopolitical challenges, namely, political instability, military conflicts, social problems and environmental crises. A study of the impact of Ukrainian migrants on the host countries economies was conducted, which shows positive macroeconomic indicators of GDP on labor market conditions in the absence of a universal system of regulation of migration processes of states and especially illegal migration; analytical information on the return of Ukrainian immigrants, the impact of international migration processes in the context of war and labor migration on Ukrainian companies, businesses and their challenges, including working hours, workload. Despite the negative and positive aspects of the spread of international labor migration, the authors propose to implement, through the development of effective strategies, the main ways of reforming international labor migration, taking into account the post-war development of the country. It is concluded that the issue of international migration is a multilateral, complex and controversial phenomenon that requires further research and allows for the determination of their priorities in the future. In general, the cases reviewed show international migration, labor migration in particular, as an integral part of the globalized world playing an important role in shaping political, socio-economic and cultural processes in the context of the latest geopolitical challenges.

THEORETICAL FOUNDATIONS OF THE STUDY OF INTERNATIONAL LABOR MIGRATION

This paper examines the theoretical foundations of international labor migration research, the impact of which determines the dynamics of the scale, direction, and intensity of migration. Existing theoretical provisions of international migration theory are analyzed in the context of the evolution of scholars' views on this phenomenon. The need to change migration policies in accordance with the trends of a globalized world and in response to the challenges of transforming European integration necessitates the study of the theoretical and methodological foundations of the migration process and the provisions of existing international migration theories. The evolution of international labor migration and the particularities of the each stage of its development will be examined. The factors that have created the need to study international labor migration are identified. The causes and consequences of international labor migration are determined by taking into account the uneven economic development of countries. The benefits of international labor migration for host and donor countries are explored, taking into account that current trends in the global labor market indicate that the process of labor migration covers most countries of the world. It is grounded that in the context of globalization, international migration has become one of the major socioeconomic phenomena, resulting in the identification of key trends in international labor migration that continue to shape the world economy. One of the positive consequences of labor migration is the promotion of economic development, support of social institutions and provision of the labor market with necessary resources. In this context, the peculiarities of migration policy in different countries are studied. Key approaches to preventing migration crises are proposed in order to avoid or minimize the social, economic, and political problems caused by large flows of migrants. Key strategies and approaches to mitigate migration flows have been identified in order to create conditions that reduce external and internal pressures on the migrant system. It is determined that international labor migration will not only identify the main disruptive forces and patterns of migration flows, but will also allow the development of effective strategies and policies to manage these processes at the national and international levels.

Migration processes are profoundly affected by globalization, which, after all, fundamentally involves interactions that span multiple geographic places, transcending nation states. These interactions involve ideas, capital, goods, services and information, as well as people who virtually and actually connect with others across boundaries. The links between international migration and complex processes of greater interconnectedness are of growing importance for several reasons. Firstly, a better understanding of the linkages provides some insight into the broader global dynamics affecting populations likely to move, including those at risk of displacement and/or irregular migration. Secondly, it can help us appreciate the role and limits of policies in influencing and shaping migration trends and patterns. Thirdly, greater interconnectedness can present considerable challenges to better managing unsafe, irregular migration. Fourthly, the recent advances in transportation and telecommunications technology have heralded massive change already, which appears to be part of a longer-term trend that is unlikely to change course. Examinations of transnational connectivity, mobility and migration are relevant now and will remain so well into the future.

Міжнародна міграція є глобальним явищем, складність, обсяг і вплив
\nякого на економічний розвиток країн постійно зростають. Метою статті є
\nдослідження особливостей зовнішніх міграційних процесів в Україні і світі,
\nаналіз факторів та основних тенденцій, визначення причин зовнішньої трудової
\nміграції населення та їх наслідків для соціально-економічного розвитку нашої
\nкраїни, розкриття існуючих загроз та негативних наслідків міжнародної трудової
\nміграції для мігрантів та економіки України. Методологія дослідження обсягів і
\nдинаміки міграційних процесів, особливостей розвитку міграційної політики в
\nУкраїні і світі ґрунтуєтьсь на застосуванні загальнонаукових та спеціальних
\nметодів наукового пізнання: діалектичного, системного підходів, соціологічного
\nопитування, порівняння, статистичного аналізу. Особливу увагу приділено
\nвизначенню соціально-економічних причин та наслідків міжнародної міграції
\nробочої сили з України. Проаналізовано напрями української трудової міграції,
\nз урахуванням вікових груп та секторів зайнятості вітчизняних трудових
\nмігрантів. Запропоновано основні підходи щодо вдосконалення державної
\nміграційної політики на основі регулювання трудоміграційних процесів в
\nУкраїні, уповільнення динаміки міграції населення, утримання чисельності та
\nструктури населення на рівні, що забезпечує підтримку господарської освоєності
\nтериторій, удосконалення національного міжнародного законодавства,
\nпризупинення міграційних витрат, створення умов для зворотної міграції когорти
\nукраїнських громадян, які працюють за кордоном тощо.
\nInternational migration is a global phenomenon, with its complexity, volume
\nand influence on the economic development of countries constantly increasing.
\nThe aim of the article is to study the state of external migration processes in Ukraine and the world, analyze factors and main trends, determine the causes of external labor
\npopulation migration and their consequences for the social and economic development
\nof our country, reveal the existing threats and negative consequences of the
\ninternational labor migration for the migrants and the economy of Ukraine.
\nThe methodology of researching the scope and dynamics of migration processes,
\nthe specific features of the migration policy development in Ukraine and the world is
\nbased on the application of general scientific and special methods of the scientific
\nresearch: dialectical, systematic approaches, sociological survey, comparison,
\nstatistical analysis. A particular attention is paid to the identification of the social and
\neconomic causes and consequences of the international labor migration from Ukraine.
\nThe directions of the Ukrainian labor migration, taking into account the age groups and
\nemployment sectors of domestic labor migrants, are analyzed. The main approaches to
\nimproving the state migration policy based on the regulation of labor migration
\nprocesses in Ukraine, slowing the dynamics of the population migration, the retention
\nof the population number and structure at the level providing support for the territories
\neconomic development, improvement of the national international legislation,
\nsuspension of migration expenditures, creation of conditions for the cohort of
\nUkrainian citizens working abroad reverse migration, etc.
\nМеждународная миграция является глобальным явлением, сложность,
\nобъем и влияние которого на экономическое развитие стран постоянно растут.
\nЦелью статьи является исследование особенностей внешних миграционных
\nпроцессов в Украине и мире, анализ факторов и основных тенденций,
\nопределение причин внешней трудовой миграции населения и их последствий
\nдля социально-экономического развития нашей страны, раскрыты
\nсуществующие угрозы и негативные последствия международной трудовой
\nмиграции для мигрантов и экономики Украины. Методология исследования
\nобъемов и динамики миграционных процессов, особенностей развития
\nмиграционной политики в Украине и мире основывается на применении
\nобщенаучных и специальных методов научного познания: диалектического,
\nсистемного подходов, социологического опроса, сравнения, статистического
\nанализа. Особенное внимание уделено определению социально-экономических
\nпричин и последствий международной миграции рабочей силы из Украины. Проанализированы направления украинской трудовой миграции, с учетом
\nвозрастных групп и секторов занятости отечественных трудовых мигрантов.
\nПредложены основные подходы относительно совершенствования
\nгосударственной миграционной политики на основе регуляции
\nтрудомиграционных процессов в Украине, замедления динамики миграции
\nнаселения, содержания численности и структуры населения, на уровне,
\nобеспечивающем поддержку хозяйственной освоенности территорий,
\nусовершенствования национального международного законодательства,
\nприостановки миграционных расходов, создания условий, для обратной
\nмиграции когорты украинских граждан, которые работают за рубежом и т. п.

The relevance of the research topic is caused by the need to develop a socio-economic and demographic strategy for the development of Kyrgyzstan, adequate to the challenges of globalization, which is impossible without taking into account the processes of international labor migration. Currently, international migration of the population plays a huge role in the development of countries, while exerting a very contradictory influence on them. In this regard, it is important to consider issues related to determining the characteristics, prospects and directions of development of international labor migration processes in developed countries of the world and in Kyrgyzstan, as well as the development of effective measures to regulate international migration, taking into account the changing internal and external conditions of development. Migration of the population in modern conditions is one of the most important objects of research in many countries of the world. By the beginning of the 21st century, international migration of the population has become a global process, covering almost all countries and continents, all social strata of civil society. The difference in the standard of living and economic opportunities in different countries, the growing polarization of the world are the main driving force of modern migration. The increased complexity and multifaceted nature of migration flows in modern conditions in the context of global development give rise to the need and demand for new conceptual studies in the field of population migration problems by many branches of science. The object of the study is international labor migration from Kyrgyzstan. The subject of the study is the impact of international migration on the economic and demographic development of Kyrgyzstan in the context of the transformation of the national economy and the globalization of the world economy.

Modern migration process: new аpproaches in аnalysis

The article discusses research approaches to the analysis of migration, which is becoming one of the most important problems at the regional, national and international levels in the modern world. They also analyze migration processes in modern Kazakhstan. Migration can be viewed as a way of mass reaction of the population to the political, spiritual, socio-economic, and environmental changes taking place in the country. The process of migration affects the countries receiving and sending migrants differently depending on the level of development, migration processes affect the structure of the country and lead to the differentiation of its regions. While the governments of developing countries that send migrants today view their migrant citizens as potential investors and participants in the development process, in developed countries, on the contrary, the negative socio-political consequences of migration have now become apparent. In the article, with the help of a scientific analysis of the works of domestic and foreign authors, a priority approach is determined in the analysis of migration. And also through the analysis of statistical data, the features of migration processes in the territory of Kazakhstan are revealed. The analysis shows that since the beginning of the 21st century, the number of studies of “migration pessimists”, who give a negative assessment of migration and advocate limited migration, has increased. They associate negative consequences with migration, such as a decrease in income among the indigenous population, an increase in unemployment, an increase in social spending, a slowdown in economic growth, an increase in social tension caused by increased cultural differences, a worsening sanitary and epidemiological situation, the threat of terrorism, etc. For these reasons, today migration creates more negative forecasts. The difference between these views lies in the fact that most works written in an optimistic manner are more concerned with the theoretical aspects of the problem and are based on the economic consequences of migration for donor and recipient countries, while “pessimistic” works are based on empirical data and are aimed at more accurate analysis of the socio-economic, political, cultural, demographic, environmental consequences of migration. Migration research and analysis: Growth, reach and recent contributions of research and analysis being produced on migration is important for those working on migration policies, studying migration, or wanting to develop an informed opinion on migration.It is important to highlight at the outset that there are fundamental differences in the publishing processes for academic and non-academic material, and each has its strengths and weaknesses.The academic publishing system is largely focused on producing journal articles and books.This process typically involves multi-stage reviews and editorial comments involving authors, editors and reviewers.Most published academic research ("white" literature) is behind paywalls (that is, not freely accessible), and often managed by commercial publishers.In contrast, the production of research and analysis publications outside of academic publishing ("grey" literature) generally involves faster and simpler processes that are typically, although not always, characterized by more limited peer review.Contributions from grey literature (such as research reports, working papers and government/official documents) are usually freely available.A report such as this, designed to contribute to our collective understanding of migration and mobility in an increasingly interconnected world, would clearly be incomplete without describing the role of grey literature, which has been "recognized as a key source of evidence, argument, innovation, and understanding". 6 The volume, diversity and growth of both white and grey literature preclude a systematic review of all the material produced and published on migration in 2017 and 2018.Instead, this chapter highlights examples of key contributions made during this period, published in English by a selection of academic journals and intergovernmental organizations.It provides an update to the chapter in World Migration Report 2018, including by focusing on different academic journals and intergovernmental organizations, and their key output in 2017 and 2018. 7 The next section provides an overview of the different actors involved in migration research and analysis.The third section features recent, selected contributions from academia and intergovernmental organizations, and the reach and impact of some of the migration research materials published. Main producers of migration research and analysis AcademiaIdeally, researchers create new knowledge that is supported by strong evidence and is useful for others.Research findings are produced for, and disseminated to, different target audiences.Traditional academic work can be highly technical and narrowly focused, although academic researchers are increasingly encouraged to disseminate their work beyond academic spheres. 8 Researchers analysing policy-relevant issues are often keen to engage with policymakers to impart knowledge that can inform policy deliberations and help shape policymaking -this is especially the case with migration.Effective research contributions for policy audiences tend to take the form of short papers and blog articles, as well as policy workshops and interactive expert meetings.6 GreyNet International, 2014.7 In order to ensure, to the extent possible, that this chapter provides a comprehensive "stand-alone" overview of migration research and analysis in 2017 and 2018, we have drawn upon key background and context material included in the

In recent decades, the impact of international migration on world economic and political processes has increased significantly. Today, international labor migration of the population is one of the most important components of modern processes in the world economy, along with the other components, such as capital flow, goods, technologies and information. Globalization of the world economy has led to new trends in the processes associated with the international migration of labor, requiring scientific study. The object of the article is the modern processes of international labor migration. The aim of the work is to identify and analyze the main trends in international labor migration and its economic consequences. The author used the methods of statistical analysis, analysis of domestic and foreign scientific literature, and the data synthesis. The paper examines the main trends in international labor migration such as an increase in the demographic significance of international migration in the demographic development of economically developed countries, an increase in illegal migration, an increase in the composition of migration flows of highly qualified workers and the proportion of women in the number of international migrants. The article analyzes the economic impact of international labor migration on the economies of countries exporting and importing labor resources. The article concludes that migration will increase in the near future due to three reasons: persisting inequality between rich and poor countries, political and ethnic conflicts in a number of regions and the creation of new free trade zones that will facilitate labor mobility. The conclusions and recommendations of this study may be of interest to researchers and practitioners in addressing labor migration issues in Russia and other countries.
