Abstract

Abstract In the post-industrial era, the cultural and creative cluster raises the concern for policy makers and researchers. The setup of creative space in the city associates with wealth generation, job creation and urban revitalization. Many governments recite the formula in the setup of cluster but the one-size-fit-all strategy could not guarantee the sustainable development of the cluster. This paper attempts to identify the fundamental factors in developing a sustainable cluster in a densely populated city. A 3Cs model (Cluster, Community, Creativity) of sustainable cultural and creative cluster will be proposed. In order to demonstrate the applicability of the 3Cs model, two Hong Kong cultural and creative clusters i.e. the PMQ and Easy Pack Creative Precinct had been examined under this model. Factors related to cluster, community and creativity had been investigated by direct observation and semistructured interview. The results revealed by the model showing the correlation of factors and sustainable development of the cultural and creative clusters.
