Abstract

The words asset manager on a business card or organization chart can represent widely differing duties and functions within an organization. These could be near-term asset condition assessments and maintenance management; or they could be involved in complex medium to longer term asset management planning and optional investment justification for management and/or regulatory purposes. This chapter deals with the latter types of asset management concerns which have been termed Tactical Asset Management. Asset managers operating in the area of tactical decision-making need to respond to strategic direction from the organization strategic asset management function, and interact with and coordinate with their counterparts in operational asset management functions and as well with system development planners. Tactical asset management deals with medium to longer-term asset investment options and tactics. This chapter focuses on the processes used to identify asset needs, evaluation of risks and mitigation options, evaluation of optional investments, and it includes a number of utility example cases.
