Abstract
In drinking water is provided under local authority control. Because of an unfinished diversification, the resource is a very vulnerable element in the system. Due to its predominance, the collecting area of Strasbourg Polygone is a priority for the elaboration of an alarm system likely to anticipate a crisis situation. A partnership associating the appropriate administrative services in the field of the water police (Service de la Navigation, Direction Departementale de l'Agriculture et de la Foret, Direction Regionale de l'Environnement, Direction Regionale de l'Industrie de la Recherche et de l'Environnement), and the sanitary aspects (Direction Departementale des Affaires Sanitaires et Sociales) as well as the socio-economic actors such as the Port Autonome de Strasbourg, la Chambre de Commerce et d'Industrie de Strasbourg et du Bas Rhin and l'Agence de l'Eau Rhin Meuse have been engaged. It is based on an analysis of the risks to secure the site that may pollute and to install tools to control the quality of water as well as curative means. However the curative tools design are still insufficient. Indeed, the pollution by Hexachlorobutadiene has shown the fragility of the system. Only a diversification of the resources through the creation of new collecting area with a capacity which would be equivalent to the existing collecting area will allow us to considerate the security of the supply of drinking water as satisfactory. This project in progress will unable to establish an alarm plan which takes into the account emergency solutions for all the network.
