Systemic Reconfiguration of Capitalism: Applying Ruggie’s Critique of Waltz in Economics

Abstract This paper identifies changes in the center-periphery structure due to transformations in capitalism since 1970. In its new configuration, capitalism not only altered center-periphery relations but also exerted impact upon peripheral units that affect the system structure itself. This paper aims to apply Ruggie’s famous critique of Waltz in International Relations to analyse global capitalism and show how the changes in the center-periphery cleavage is affecting its systemic reconfiguration in the 21st century. This research identifies the boomerang effect as a new systemic element, that is, as a byproduct of the interaction of units of the global capitalist system in the 21st century.

Global Governance and Systemic Risk in the 21st Century: Lessons from the Financial Crisis

Recent decades of globalisation have created a more interconnected, interdependent and complex world than ever witnessed before. While global policy has focused on facilitating integration, the implications of growing interdependence have been largely ignored. The acceleration in global integration has brought many benefits, but it also has created fragility through the production of new kinds of systemic risks. This article provides a framework for understanding these new 21st‐century systemic risks and examines the challenges they pose to global governance. The 2008–2009 financial crisis will be used to illustrate the failure of even sophisticated global institutions to manage the underlying forces of systemic risk. We show this is symptomatic of institutional failure to keep pace with globalisation. The failure of the most developed and best‐equipped global governance system, finance, to recognise or manage the new vulnerabilities associated with globalisation in the 21st century highlights the scale and urgency of the global governance challenge.Policy Implications The rise of systemic risk requires a systemic response. Effective global governance and policy development have never been so necessary and urgent. The financial crisis illustrated that current global financial institutions are inadequate in their policy response to systemic risk and cannot keep pace with innovation and increasing system complexity in global finance. Deeper structural changes are required, including regulatory reforms. The institutional rigidity and profound shortcomings of global institutions apply not only to global finance, but to other looming systemic risks in the future. Neither the current global governance system, nor the planned reforms, meet the test of addressing new global systemic risks. Global governance requires radical structural changes in existing institutions and the development of new global institutions that reflect the realities of new global power balances and address the forces of systemic risk in the 21st century.

Le developpement historique du systeme capitaliste global sera revu depuis la Seconde Guerre mondiale. Les mecanismes fondamentaux de la croissance et de la diffusion de l’activite productive des grandes agglomerations a travers le monde seront elucides. Le processus combine de l’integration globale et de la concentration regionale des activites economiques souleve des questions importantes au sujet des formes de regulation appropriees dans le nouvel ordre mondial, et quelques tendances seront decrites. L’article se termine par une note speculative sur les problemes des villes-Etats a l’aube du 21e siecle.

Manchurian atlas: Competitive geopolitics, planned industrialization, and the rise of heavy industrial state in northeast China, 1918-1954

The different paths of economic development between Manchuria and the China proper in modern times has long been noticed and attributed to the distinctive Japanese colonialism and imperialism. Contrary to the literatures that examine Manchuria through national historical perspectives, this thesis proposes a Manchuria-centered regional economic point of view that cuts through Chinese warlord, Japanese imperialist, Nationalist, and Communist political regimes between 1918 and 1954, and reconnects these fragmented periods back into a continuous pattern of political economy, conceptualized as the heavy industrial state. Four major characteristics of the heavy industrial state in Manchuria are described and analyzed in a chronological order with the existing and recently unveiled historical records. First, the Manchurian state consistently spends a considerable portion of revenue on increasing industrial output by building, consolidating and expanding modern fiscal and monetary power. It prioritizes heavy industrialization under shifting geopolitical pressures through empowered central planning agencies and in the form of annual or five-year plans. In addition, the state enterprise system and its government managing apparatus are the main developmental actors to carry out the economic plans conceived and financed by the state. And finally, the heavy industrial state derives its core technological and managerial assistances and acquires the advanced machinery mostly through exclusive political-military alliances with preferential terms. As a fertile soil for experimenting European anti-liberal capitalism ethos, military, political, economic and technological elites of East Asia, though implacable foes against each other in many respects, explored a resembling prototype of the future developmental and socialist state in Manchuria. However, they also built a special state-economy/society relationship into the semi-periphery state that exudes the chronic problem of addressing national autonomy at the expense of profitability, despite its merits in claiming miraculous economic results in Asia. This cradle and training camp of Manchurian Atlas becomes a focal point once again when China is poised for deepening the reform of its economic system and widening its integration into the global capitalist system in the 21st century.

The Global Context of Democracy in the Twenty-First Century: An Heruistic Discourse

The paper assesses the globalization of democracy in the twenty-first century. It identifies factors and processes that have enhanced the global spread of democracy in the twenty-first century. Such factors include globalization of democratic principles, the growth of democratic development institutions, the growth of international civil society organizations, the roles of the international press among others. It identifies challenges facing the process as consisting of the spread of global inequality, the illiberal domination of power by hegemonic forces in the international organization. It concludes that through adoption of open and transparent government by states in the contemporary period, frustration of forceful take-over of power by the military authorities, welfare promotion and enforcement of international human right laws democratic development will be enhanced in global system in the twenty-first century. The International Futures (IFs) Modeling Project

Since 1980, the International Futures (IFs) project has produced three generations of the world model with that name. The IFs model facilitates analysis of global demographic, economic, energy, agricultural, environmental, and sociopolitical systems into or through the 21st century. The most recent release within the third generation provides detail on more than 200 variables across as many as 20 different countries and regions. IFs has increasingly evolved from a global model to a global modeling system that allows analysis of data and analytical relationships across 162 countries. The system runs under Microsoft Windows with a menu-driven structure for simplified scenario analysis. IFs is widely available for educational use and policy analysis. The primary focal points of analysis with IFs are (a) elements of the possible transition toward sustainability in the 21st century, and (b) aspects of sociopolitical change within countries and in the global system.

How Have Populists Come to Dominate the Political Landscape in the 21st Century?

In the 21st century, one of the defining features of contemporary politics, populism, has attracted widespread attention with the rise of populist leaders and populist movements. This paper gives a definition of populism, introduces the history of populist Nazism and how populism evolved into a political ideology. It briefly analyzes the differences between left and right populism and continues to explore the reasons why populist politics has been able to rise in recent years. These include unequal social development, globalization and the effects of global migration. Through theoretical and factual analysis, this paper summarizes some key characteristics of populism and puts forward relevant case analysis. The paper also discusses the role of populism in elections and the advantages and disadvantages of populism. In addition, the paper presents reflections on the impact of populism on national policies and the challenges its emergence poses to the contemporary political environment. Based on a series of historical evidence and theoretical verification, this paper comprehensively analyzes why populism has become so dominant in the political arena of the 21st century, helping scholars to better understand the causes of this phenomenon and the changes in the composition of contemporary society. Finally, this paper argues that the rise of populism is a reaction to structural changes in the global political system and the shortcomings of the existing political system, and that the fundamental reform of the economic and political system is a very possible way to deal with populism.

Diplomacy in the 21st Century: A Crossroad for ‘Small States’ Amidst Global Power Play

Whereas diplomacy in international relations still remain to be the use of negotiations and discussions in the daily interactions of states and non – state actors, the former takes precedence without a minimalist approach to what the former brings to diplomacy in the world system. The imperative of diplomacy has spread from its inception to the contemporary pitting its practicality with what the discipline ought to be. In this scenario, the traditionally big states seem to be cognizant that the ‘small states’ have a central place for proper global balance of power and to their success. This robust – dynamic nature of diplomacy creates crossroads of a kind in the 21 st Century. In this matrix, this paper would want to interrogate the central idea by; examining changes in diplomacy through to the 21 st Century, assess the systemic vis a vis practical attributes of diplomacy in global power play of the 21 st Century, and finally to establish possible strategies that ‘small states’ can take in their diplomacy in the 21 st Century. At the end of this discourse, the field of diplomacy will have been enriched by suggestions that diplomacy as a practice and a language among modern states is about what works – this being the reason for its constant change. The study will also underscore that ‘small state diplomacy’ is bound to re-ignite the Westphalian principle of equality of states in the 21 st Century despite size and other dispositional attributes of states. The exigency/flashpoint of the 21 st Century is its proneness to being an open field for practical purposes due to technology explosion. The Restructuring of the Financial System in the 21st century

The financial system on the first decades of the 21st century followed the trend of the last decades of the 20th century with corporate restructuring and international financial markets integration and delocalization being oriented by profits and mergers and acquisitions. The global economy and financial structure changes, in the current century, derived from financial innovations, market deregulation, globalization, technology, market structure changes, regulatory reforms, and (re)formulation of central banks' monetary policy. Currently, the financial system is interconnected, interactive, interdependent, and became over-leveraged. The present chapter focuses on the analysis of the evolution of the financial system and the main determinants of global financial markets restructuring on last decades to explain the relevant changes verified in the financial system in the 21st century. After a literature review, an evaluative and descriptive macro analysis of the financial system is presented to study the process of restructuring of the financial system in the main developed economies.

Book Review: War and Power in the 21st century

Paul Hirst Oxford: Polity, 2001, vi + 170pp., 11.99 [pounds sterling] (paperback). This is a comparatively slight book that attempts the daunting task of predicting the major developments in war, armed conflict and international relations in the 21st century. In particular it explores the potential impact of changes in military technology; information and communications technology; economic and environmental conditions; demography; international relations and trade; and political regimes and systems of governance. Despite its brevity it seeks to provide some historical depth to its analysis by reviewing major changes in warfare since the 1500s, pointing out that the present revolution in military affairs is but one in a series of similar events over the past 400 years. Central to this analysis is the role of the state and of the international system of states. The author rejects the notion that we are witnessing the terminal decline of the nation-state--quite the contrary in fact, as he foresees the status of the state as the principal political actor in international affairs being enhanced by the imperatives of a globalized system based on economic liberalism. He also argues that the present concern with human rights was presaged by earlier campaigns to abolish the slave trade and establish rights of national self-determination. Similarly, he points out that globalization has its roots in the expansion of the international economy prior to World War One and should not be considered as a unique contemporary phenomenon. Overall, Hirst's prognosis is rather bleak, with future conflict being seen as inherent in the present global system of inequality of wealth and power, while the chances of conflict will increase if the global system of economic liberalism breaks down. This book might have been regarded as a good primer on its subject matter prior to 11 September 2001. Indeed, Hirst was prescient enough to remark that terrorist groups are highly likely to carry out major attacks using weapons of mass destruction (WMD) against the advanced countries, and that `one such action may lead to a campaign of extermination against such groups sanctioned by the major powers' (p. 98). This prediction has largely come true. Unfortunately, Hirst did not foresee that it would be highjacked aircraft full of aviation gasoline and suicide squads of prospective martyrs rather than WMD, as such, that would accomplish the outrage on such a scale. What 9/11 has revealed is the potentially catastrophic vulnerability of advanced societies to attacks on infrastructure and civilian targets utilizing non-military and opportunistic means of assault. …

The article examines some trends in the construction of post-Soviet everyday life on the example of a young family’s functioning in Belarus. Structural changes are shown regarding children, intrafamily contacts at the initial stage of life together, parenting and grandparents’ upbringing of children, and the influence of new means of communication on the life of new generations. Attention is focused on the inclusion of national traditions in the life of a young family, their actualization at the most important stages of family life. The author points to the formation of new social practices of the functioning of a family with three, four or more children, thus the author argues that a large modern Belarusian family is a sign of the health of the Belarusian nation, its adherence to fundamental national principles and traditions. At the same time, the author of the article emphasizes that the construction of everyday life is carried out not only through systemic support from outside. The author notes that the presentation of a modern large family is not limited only to the attitude towards its support and accompaniment by state institutions. A large young family is a self-sufficient social institution. She actively participates in creating her own image, the core of which is the traditions of the Belarusian people. As a successor to the experience of previous generations, on the one hand, she constantly strives to comprehend the national tradition, the positive lessons of folk pedagogy of upbringing, recorded in folklore sources, narratives, family stories, legends, traditions, fairy tales, and on the other, forms new everyday practices. However, pedagogical education and preparation for a «meeting» with their children in the new era – the XXI century – still remains an important area of work with young parents.

Resumo Este artigo analisa a dinâmica evolutiva do capitalismo no século XXI, destacando as transformações nas relações centroperiferia à luz das recentes mudanças econômicas, tecnológicas e políticas. A pesquisa parte da premissa de que não é possível compreender o capitalismo contemporâneo sem considerar a influência das Tecnologias da Informação e Comunicação (TIC), o papel do Estado e as mudanças nas finanças globais. A questão central abordada é: “O que mudou na relação centro-periferia com as transformações recentes do capitalismo?”. A hipótese defendida é de que, nas últimas décadas, a periferia tem assumido um papel mais ativo na configuração sistêmica. A investigação identifica a emergência do “Efeito Bumerangue”, um fenômeno novo que caracteriza a clivagem centro-periferia, especialmente no início do século XXI.

Chapter 1 sets the stage for the way this book examines capitalism and its exploration of the social, political, and economic context of individuals’ and firms’ place within the societal setting. In this chapter, we provide the methodological orientation of our compilation and examination of the research addressing the theme Capitalism and the Social Relationship: An Organizational Perspective. We will also examine the nature of capitalism’s emergence as a global system and its current state, which impacts on the way organizations operate. Additionally, we will explore the inherent contradictions in the global capitalist system, created by outsourcing and offshoring, which have led to domestic imbalances for some countries, displacing individuals, and changing organizations. Finally, we will examine how the global capitalist system, as viewed by different political perspectives, addresses and resolves its inadequacies and how organizations are influenced by changes resulting from interactions within the capitalist system.
