Waste banks solve the waste problem by involving the community in waste sorting and processing, which contributes to improving the local economy. This research aims to explore the implementation of the performance of waste banks from economic, social, and environmental aspects, as well as the sustainability strategy of waste banks in Makassar City. This research uses qualitative descriptive analysis. The results showed that waste banks in Makassar City have fulfilled two pillars of sustainability: economic and environmental. This is evident from the increased income of the community, especially the low-income ones, and the effectiveness of waste management that supports waste reduction. However, these waste banks still face social challenges, mainly related to the community's low participation and the manager's non-optimal role. To improve sustainability, this study proposes several strategies, such as increasing community participation through socialisation and social media to educate the importance of waste management, affirming waste sorting regulations, strengthening the role of waste bank managers, and improving facilities and infrastructure that support waste bank operations. Implementing these strategies is expected to ensure that waste banks in Makassar City operate sustainably.

Objective: This study aims to identify patterns of relationships and coordination between stakeholders in waste bank management in Makassar City, Indonesia. Theoretical Framework: Waste bank is an innovation of waste management based on community approach. There are parties who coordinate with each other in managing this waste bank to form a communication network. Method: The research respondents consisted of 33 stakeholder organizations in waste bank management in Makassar City. Coordination between stakeholders is analyzed using social network analysis techniques, with the help of UCINET and NetDraw software. Results and Discussion: The results of this study found 6 things, first, the variety of types of stakeholders involved in waste bank management in Makassar City: waste bank units, government, private businesses, academies, NGOs, Media, state-owned companies, motivators, and house representatives. Second, the moderate network density of 0.140 indicates the level of realization of relationships between stakeholders of 14% of the total potential relationships between stakeholders, with interactions in the network that are relatively evenly distributed. Third, the waste bank unit is an actor that is central to the waste bank management network, this is because the focus of the analysis is on waste banks. However, if the waste bank unit is ignored, then the government becomes a central actor in the network of stakeholders in waste bank management in Makassar City. Fourth, agencies that focus on organic waste management occupy peripheral positions in the network, which indicates that organic waste has not been a concern in waste bank management in the network of stakeholders in waste bank management in Makassar City. Fifth, government institutions have a dominant role in exchanging information in the network of stakeholders in waste bank management in Makassar City. Sixth, face-to-face communication is the most popular communication channel used to exchange data and information between stakeholders in waste bank management in Makassar City. Research Implications: The results of this study provide information regarding the coordination and communication patterns between waste bank stakeholders in the effectiveness of waste bank management. Originality/Value: This study contributes to the literature on waste banks, which is currently relatively small. The social network analysis approach is still relatively new in analyzing communication networks in stakeholder coordination in waste bank management.

The increasing number of people in Indonesia and modern economic activities create mobile lifestyle. The demand for goods creates more supply into the market and it needs more economic resources. Production and consumption create waste and pollution. The waste from the household causes tremendous negative impacts on the social, economic, and environmental aspects of life. To solve the unmanaged waste, people build a waste bank where people can collect and give their waste to the waste bank in which it is a unique independent system. Based on the qualitative research at the Central Waste Bank at Makassar City (2019) which has almost one thousand waste bank units and the previous research at Pulo Kambing Waste Bank in East Jakarta (2018) which is already advanced level organization, there are two main goals that it can be seen through the waste bank system. The Central Waste Bank at Makassar City has a top-down approach based on the regional waste management policy. Pulo Kambing Waste Bank in East Jakarta has a bottom-up approach to build their organization capacity. The two main goals that can be achieved through the waste bank system are to increase household income and to manage the environment, focusing on the 3R concept (reduce, reuse, and recycle).

Decision Support System for Ranking Active Waste Bank in Makassar City Using TOPSIS and VIKOR Methods
  • Jun 11, 2024
  • Jurnal Sisfokom (Sistem Informasi dan Komputer)
  • Ahmad Ruslandia Papua + 2 more

In the city of Makassar, there were initially around 1000 waste banks, but this number has decreased significantly, and by 2023 only 381 waste banks remain active. The decline in the number of waste banks is primarily due to the society's lack of knowledge regarding the utilization of waste banks. This research aims to rank active waste banks in Makassar using the MCDM (Multi-Criteria Decision Making) technique. Two MCDM methods will be utilized in this study: the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method and the VIKOR (VIseKriterijumska Optimizacija I Kompromisno Resenje) method. Both methods share a common goal of finding the closest value to the ideal solution, but they differ in their normalization and aggregation functions. TOPSIS calculates the criteria weight values first, followed by the criteria values, whereas VIKOR starts with the highest criteria values and then calculates the criteria weights. The results of this research indicate that some alternatives received the same ranking using TOPSIS and VIKOR methods. The criteria used to calculate data for Waste Banks are Operational Hours, Operational Schedule, Total Customers, Total Employees, and Amount of Collected Waste. These criteria are determined based on Regulation Minister of Environment and Forestry Republic of Indonesia Number 14 of 2021 concerning Waste Management at Waste Banks.

COMMUNITY PARTICIPATION ON WASTE BANK TO FACILITATE SUSTAINABLE SOLID WASTE MANAGEMENT IN A VILLAGE
  • Dec 31, 2021
  • JOURNAL OF ENVIRONMENTAL SCIENCE AND SUSTAINABLE DEVELOPMENT

Community participation is required for managing solid waste. In Indonesia, community acceptance and participation in solid waste management are assessed by the presence of a waste bank at the village or neighborhood level. This study aimed to find out the source, economic potency, and handling system of solid waste in a village setting. This study took place at Ketapang Village, Mauk Sub District, Tangerang Regency, Indonesia. This study evaluated the community participation in the waste bank in Ketapang Village, which is called, Sakumis Bersalaman Waste Bank, and its potential to manage solid waste and generate some profits for the community. Some steps were performed to obtain the answer to the research question. A desk review was conducted to analyze the current waste management practice. Solid waste generation data was taken from an 8-days survey of the collected waste managed by the waste bank. In-depth interviews with 96 households were conducted to find out the potential of future waste bank development. It was found that from 1,988 households in Ketapang Village only 448 households participated in Sakumis Bersalaman Waste Bank. Based on the results of the analysis on the questionnaire which was distributed randomly to 182 households which are communities around the waste bank, it was found that 51.4% of respondents were not yet members of the waste bank. From this percentage, 94.4% of them declared that they want to be waste bank members. It is suggested to Shakumis Bersalaman Waste Bank to add members so that more waste will be recycled. In this way, the community will receive more benefits. From the results, we concluded that community participation through a waste bank, especially a better waste management system, is the potential way to increase the economic level of the village. Moreover, a waste bank could facilitate better solid waste management and produce a sustainable circular economy at the village level.

This community service program aims to empower village communities through the establishment of waste banks as a solution for sustainable waste management. The background of the activity is the increasing volume of unmanaged household waste, which has led to environmental and health problems in the village. The waste bank was chosen as an instrument because it can integrate environmental, social, and economic aspects simultaneously. The service method is carried out using a participatory approach, including outreach, technical training on waste sorting, waste bank administration management, and mentoring community groups. The results of the activity show an increase in community awareness of the importance of waste management starting from the household level. The community has become accustomed to sorting organic and inorganic waste and submitting it to the waste bank. The collected waste is then processed or resold, generating economic value for the community. In addition to impacting environmental cleanliness, this program also creates a circular economic system in the village, where waste is viewed as a resource, not a burden. The waste bank has proven to be an effective instrument for empowering village communities, strengthening community participation, and supporting environmentally friendly sustainable development.
