Abstract
Transverse form factors have been extracted for the low-lying neutron hole (particle) states of $^{207}\mathrm{Pb}$ from inelastic-electron-scattering data. A systematic, multipolarity-and momentum-transfer-independent quenching of \ensuremath{\sim}55% in the transverse amplitude is observed when compared with single-particle predictions for both electric and magnetic transitions. The magnitude of the observed effect is not readily explained by our present theoretical understanding of this nucleus.
