Abstract

The electric dipole-matrix element of electrons in a small metallic grain is considered using sum rules and scaling concepts. Applying level statistical arguments a universal scaling form for the dipole-matrix element is obtained which reproduces the previously calculated frequency dependences in the ballistic, diffusive and localization regimes.
