Abstract

Abstract Social norms and correct public orientation are the internal norms and motivation of garbage classification behavior for residents. From the perspective of government's daily public of living garbage classification management and the public orientation entering into government supervision, which is divided into different norms and their expressing types; and study management-oriented social norms, its expression type and direct influences through public opinion and publicity, threshold effect and superimposition effect on how to affect the community residents’ living garbage classification. The conclusion is drawn the management-oriented social norms and the public orientation should be coordinated systematically and cooperate with each other to maximize the impact. More extensive the coverage of public opinion or information is, more positive role it can play in promoting garbage classification behavior by management-oriented social norms. The coordination between positive descriptive norms and injunctive norms, together with public orientation are very important. The key starting point is to form a situation in which public opinion and propaganda and management-oriented social norms work together to form a joint force.
