Abstract

The number of sick earth and rock dams in China is increasing every year, and there is an urgent need to ensure their safe operation. In order to investigate the safe operation of small and medium-sized earth and rock dams in cold regions, this study established a safety evaluation index system based on the safety characteristics of small and medium-sized earth and rock dams in cold areas. For security evaluation, this study proposed combining the AHP (Analytic Hierarchy Process) and CRITIC (Criteria Importance Through Intercrieria Correlation) methods. The feasibility of this method is verified by comparing the results of the safety operation evaluation of five small and medium-sized earth-rock DAMS in cold regions. We can assure the rational use of water resources under safe operating circumstances, optimize the social and economic advantages of reservoirs, and protect public safety downstream by using a scientific technique to assess the safe operation of small and medium-sized earth and rock dams in cold climates.
