Abstract

Electricity market reform has long been a global development trend, and has achieved good benefits in European and American countries due to their earlier marketization driven by the economic development. By studying the typical power system planning process of foreign countries with mature electricity markets, this paper figures out the general mode of power system planning under the market environment: The power source planning is decided by the generators who shall assume sole responsibility for own profits or losses, and the power network planning is generally made by market regulators or regional transmission organizations.
