Strengthening human and physical resources towards a functional and innovative halal goat science center
The Halal Goat Science and Innovation Center (HGSIC) was established at Sultan Kudarat State University (SKSU) under Project 4 to address the complex challenges of ensuring halal integrity in goat production. Funded by the Department of Science and Technology (DOST), the project developed TESDA-accredited competency courses in halal goat husbandry, slaughtering, and processing, alongside essential manuals on Good Manufacturing Practices (CGMP) and Sanitation Standard Operating Procedures (SSOP). The Center features a comprehensive infrastructure, including training facilities, a halal-dedicated prayer room, and a Double-A accredited slaughterhouse certified by the National Meat Inspection Service (NMIS) for compliance with rigorous food safety standards. SKSU trained 25 staff members in halal goat science disciplines to enhance its expertise, with 10 achieving NCII competency and one PhD-trained halal expert spearheading initiatives. While TESDA accreditation as a training and testing facility remains pending, the institutionalization of HGSIC was formalized through SKSU's Board of Regents Resolution No. 117-2023, ensuring its sustainability. These achievements solidify the Center’s role as a leading hub for halal goat science, entrepreneurship, and collaborative research, setting a benchmark for halal compliance and innovation in the industry. In order to increase quality and safety of fish fillet products, Directorate General of Fisheries Product Processing and Marketing, Ministry of Marine Affairs and Fisheries, introduced Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedures (SSOP) of fish fillet to the industry in Indonesia, including in Java. Recently, some processor who already applied GMP and SSOP do not continue the application of GMP and SSOP. Due this situation, this report is to find all factors that influence continuity application of GMP and SSOP processes of fish fillet and to see the recent condition of application of GMP and SSOP in fillet processing plants which do not continue (BM). Processing and analyzing the data using description method and pre-requisite analysis. The respondents of this research are 26 fish fillet processing plants in Java which are divided into 15 fish fillet processing plants that do not continue the application of GMP and SSOP (BM) and 11 fish fillet processing plants that are still continuing the application (LM). The factors that influence continuity application of GMP and SSOP in fish fillet processing plants that do not continue the application (BM) can be divided into internal factors which are lack of education (73%), and lack of experience (100%), external factors which are lack of government policies in socialization (66,66%), lack of portable water (87%) and ice supply (67%), lack of cold chain system facility (74%), lack of government policies in training (60%), monitoring (80%), lack of low enforcement (86%), no market requirement (100%), and characteristic of innovation factors which are no relative advantages in implementing GMP and SSOP (86,67%), no compatibility (80%), and the complexity of GMP and SSOP (73,33%). Base on pre requisite analysis, the status of GMP and SSOP in 15 fish fillet processing plants that do not continue (BM) the application is very bad as shown in high minor and mayor failure, and also serious and critical failure more than tolerance level. In order to support the application of GMP and SSOP in 15 fish fillet processing plants that do not continue the application (BM), it is suggested to increase the frequency of socialization, training, monitoring and technical counseling in special locus, facilitating water and ice supply, enforce the GMP and SSOP label in fisheries products in domestic market, and increasing education regarding the importance of GMP and SSOP application in fish fillet industry to the public

Resources efficiency in production is essential to support sustainable production. “X” Bakery is one of the bread small and medium enterprises (SMEs) in Batu, East Java Indonesia. This study aimed to evaluate the implementation of Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedure (SSOP) in bread processing of SMEs production. This research used observation methods, interviews, and questionnaires. Respondents in this research are supervisors and employees of “X” Bakery. The results of this study indicated that the GMP implementation achieved 58.3% and SSOP of 52.3%, implying this industry had been standing under a minimum of 60%. This industry had poor qualified of GMP and SSOP. Five aspects of GMP have be fulfilled, namely the location and environment, production equipment, process control, food labelling, and product recall. Although, nine elements that have not met, namely buildings and facilities, water supply, sanitation facilities and activities, pest control, employee health, storage, supervision by the responsible person, employee documentation, and training. Furthermore, three aspects of SSOP have met, namely the prevention of cross-contamination, food protection, and labelling. There are five elements have not fulfilled SSOP criterias, namely the security of water, surface hygiene, sanitation facilities, and employee health control and pest prevention. The weakest indicator for each GMP and SSOP implementation are supervision and employee's health control respectively. Therefore, it was necessary to increase the employee's knowledge, the addition of supporting facilities, and production supervision to improve the implementation of GMP, SSOP, and sustainable production.

The challenge of providing quality while maintaining costs at affordable levels for society has motivated the implementation of health system reforms in various countries, seeking “allocative efficiency”, namely, prioritizing actions with the best cost-effectiveness ratio. This situation assigns increasing value to the adoption of evidence-based practices and policies. In Brazil, however, there was a persistent mismatch between scientific output and the use of its results in defining health policies and services. The Department of Science and Technology (DECIT), strengthened by the creation of the Secretariat of Science, Technology, and Strategic Inputs under the Ministry of Health in 2003, has contributed to identifying and promoting strategic research for the SUS. The main guidelines for the work by DECIT are provided by the National Agenda for Research Priorities in Health and the National Policy for Science, Technology, and Innovation in Health (PNCTIS), both approved during the 2 nd National Thematic Conference in 2004. The Conference included extensive involvement by health researchers, professionals, managers, and users of the National Health System (Guimaraes R, et al., Cad Saude Publica 2006; 22:1775-94). Participation by SUS managers has been crucial for including health problems on the scientific research agenda. An example is the growing participation by State health departments in the management of the Research Program for the SUS, implemented in all States of Brazil financed by DECIT and State Foundations to Support Research. The presence of the DECIT in the national coordination of health research has also allowed Brazil to establish multicenter studies and collaborative networks that require broad dialogue among many stakeholders. The Longitudinal Study on Adult Health (ELSA) and the National Networks for Clinical Research and Cell Therapy are examples of this exercise, demonstrating maturity in the management of health research investments. From 2003 to 2009, DECIT financed more than 3,700 research projects and made available R$650 million in funds, 60% of which from its own budget and the rest from partner institutions. In the area of specialized care, the strengthening of the scientific basis for incorporating products and services into the SUS requires serious attention, without which the system’s sustainability will be in jeopardy. Considering the need to guarantee the Constitutional right to health, the high costs of new diagnostic and therapeutic techniques, and the growing recourse to court injunctions by users of the SUS to ensure their access to treatment and medicines, decisions by health managers at the 3 levels of government must be backed by cost-effectiveness and cost-utility estimates. In this sense, the creation of the Commission for the Incorporation of Technologies by the Ministry of Health in 2006, the consolidation of the Division for Health Technology Assessment under DECIT, the establishment of the Brazilian Network for Health Technology Assessment (REBRATS), and the approval of the Technology Management Policy in the SUS are important initiatives. Specifically, DECIT has already issued three calls for research projects on health technology assessment and hired 278 studies. These efforts notwithstanding, much remains to be done. In the current context, perhaps the main challenge is to define an organizational structure to promote technology research and assessment in the SUS, ensuring the continuity and extension of the actions under way. Dealing with this challenge requires participation not only by health managers, professionals, and community representatives of social control in the SUS, but also by members of the scientific community.

Cassava (Manihot esculenta Crantz) is used by Mrs. Siti to be processed into cassava chips. In processing a food product, it is mandatory to implement employee sanitation and hygiene to ensure food safety. Therefore, it is necessary to evaluate the implementation of Good Manufacturing Practices (GMP) analysis based on the Regulation of the Minister of Industry of the Republic of Indonesia No. 75 of 2010 and evaluation analysis of the implementation of Sanitation Standard Operating Procedures. (SSOP) based on Head of BPOM Regulation Number HK.03.1.23.04.12.2207 of 2012 to determine the implementation of GMP and SSOP. The data collection methods used in this practical work report are observation, interviews, and literature studies. The analysis technique is by the fishbone method. The analysis results of GMP implementation show six aspects of critical (critical) deviations, including buildings, materials, final products, employees, and elimination of nuisance pests from processing units. The results of the analysis of SSOP implementation show that there are three aspects that are not in accordance with the provisions, which should include the condition and cleanliness of surfaces in contact with food ingredients, preventing cross-contamination, and eradicating nuisance pests. Based on the results of the fishbone diagram analysis, it can be concluded that there is a need for improvement in the cassava chip production process. Namely, employees are required to wash their hands before and after the production process, clean up trash around the factory, and maintain the cleanliness of raw materials, such as washing vegetables before use. Anchovy is very abundant in Indonesian waters and become economically potential export commodity. The value of anchovy production in Indonesia increased from Rp 1.222 billion in 2006 to Rp 3.095 billion in 2014. The anchovy processing industries in East Java are mainly found in Madura and Tuban. This study was aimed to identify the implementation levels of the GMP (Good Manufacturing Practice) and SSOP (Sanitation Standard Operating Procedures) of three semi-dried anchovy fish processing units<br />(UPI) in Tuban. The application of GMP and SSOP in these three fish processing units was assessed using observation and interview. The research shows that the application of the GMP and SSOP at UPI A and<br />UPI B did not fulfill the regulation of the Minister of Industry of the Republic of Indonesia in 2010. Many components such as the building condition and layout, solid waste management, environmental<br />management and personal management are still not fulfilled the standard. Meanwhile, UPI C in general have fulfilled the Regulation of the Minister of Industry of the Republic of Indonesia in 2010.<br /><br />

The primary aim of the study is to analyse the Indian research outputs in the field of Environmental Science funded by the Department of Science and Technology (DST), India. The study focused on unveiling the publication trend, publication type, preferred publication sources, and research themes. The study also aimed to trace the leading authors, organisations, and collaborating nations. A total number of 8938 Indian documents in the field of Environmental Science funded by DST were found to be indexed in the Scopus database. The bibliographic records extracted in BibTeX format were analysed using the Biblioshiny. The study found a rapid growth in publications from 2018 to 2023. Findings also reveal that 88.55 % of documents were articles; and “Environmental Science and Pollution Research” was the top publication source with 387 articles. The study reported that the organisations “Academy of Scientific and Innovation Research”, “IIT Kharagpur”, and “IIT Delhi” were found to be the most productive as well as most collaborative organisations. The study revealed that India mostly collaborated with the US, Korea, and China to publish the research outputs in the field of Environmental Science funded by DST. Keyword analysis revealed that the themes such as toxicity, adsorption, kinetics, biodegradation, and bioremediation have a high degree of density and centrality, which indicates most of the studies funded by DST are related to these themes. This study provides a comprehensive overview, research trends, and future direction of the field. The findings can help researchers, to know the publication trend, prolific authors, organisations, publication sources, and emerging and declining themes in the field of Environmental Science funded by DST.

The growing demand for microbiologically safe and high-quality sliced beef in Indonesia’s modern retail sector highlights the urgent need for stringent hygiene and sanitation management in processing facilities. This study evaluated the effectiveness of implementing Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedures (SSOPs) in a commercial beef slicing plant and assessed their impact on compliance performance and microbial safety. A mixed-method approach was applied, including direct observations, structured interviews, compliance audits using pre- and post-implementation checklists, and microbiological analyses of final products. Following implementation, GMP deviations decreased from 124 to 19 across 372 sub-parameters, while SSOP deviations declined from 56 to 10 across 116 sub-parameters. Microbiological tests confirmed full conformity with the Indonesian National Standard (SNI 9159:2023), with low Total Plate Counts and the absence of Escherichia coli and Salmonella spp. These results demonstrate that structured GMP–SSOP programs can substantially enhance hygiene compliance and product safety in the sliced beef industry. The findings provide evidence-based insights for scaling hygiene assurance systems in medium-scale meat processors and inform future policy development to strengthen food safety and traceability in Indonesia’s modern markets.

Research and development (R&D) activities have long been recognized as one of the critical components to improve a country's productivity and competitiveness as well as people's well-being. Notable advancements in agriculture (to develop new variety of crops), health (to improve nutrition and combat various diseases), industry (to develop new products and services), as well as in climate change adaptation and mitigation are products of R&D.The Department of Science and Technology (DOST), chiefly through sectoral councils and R&D performers, has been successfully undertaking or supporting a considerable share of R&D activities in the country while noting limited resources available. However, there is a need to improve the thrust for R&D, which may require the conduct of an R&D summit to finalize the scope of the government's R&D medium- and long-term agenda. The DOST also needs to reexamine the distribution of grant-in-aid funds to R&D institutes and identify breakdowns of R&D funding for basic research, applied research, and development. The DOST may need to pilot test scientific methods, such as Analytic Hierarchy Processes, for selection of R&D proposals for funding by its sectoral councils.

Tuna is one of the most important fishery commodities for export. Commodities that can be exported must first have certificates of feasibility for class A and class B fish processing. Class A fish processing feasibility certificates are used for export at the international level while those in class B are used for exports at the Asian level. The initial certifications that need to be met are Good Manufacturing Practices (GMP) and Sanitation Standard Operation Procedure (SSOP). The aims of this study was to determine the profile of the Fish Processing Unit (UPI) with processing feasibility certification with A and B qualifications for tuna commodities through the application of Good Manufacturing Practices (GMP) and Sanitation Standard Operation Procedure (SSOP) and deviations that occur in Fish Processing Units (UPI). The method used in this study is a quantitative descriptive observational design. The results show that many of the results of supervision of feasibility certificates for processing medium-large scale fish processing units in East Java still have a B qualification. From the results that tuna is still widely exported at the Asian level.

The objective of this study is to identify the Critical Control Points (CCPs) in the chicken carcass production process of PT. X by assessing the implementation of Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedures (SSOP), as the basis for drafting a Hazard Analysis and Critical Control Point (HACCP) plan to improve food safety assurance. A qualitative descriptive approach was employed through direct observation of the production line, assessment of GMP, SSSOP, and HACCP principles, as well as interviews, literature review, presentations, and data analysis. The results showed that five aspects required improvement out of 18 GMP elements, while four aspects needed enhancement out of eight SSOP elements. Furthermore, four Critical Control Points (CCPs) were identified in the production process: (1) maximum chlorine residue of 1 ppm during washing, (2) minimum freezing temperature of - 40 °C, (3) minimum storage temperature of -18 °C, and (4) the health condition of live chickens as raw materials. In conclusion, PT. X needs to strengthen the implementation of GMP and SSOP while paying particular attention to the identified CCPs to ensure food safety and compliance with HACCP standards.

Sanitary procedures play an important role in achieving food safety. The application of sanitation in the food industry has a standard procedure, namely the Sanitation Standard Operating Procedure (SSOP). SSOP is important to apply, not only in large industries but also in small and medium enterprises. XYZ UMKM is located in Mojokerto, East Java. This MSME is engaged in processed catfish. UMKM XYZ products in particular are shredded catfish meat and spines. There are problems related to sanitation in these MSMEs, such as the use of untested water for production, workers who do not understand the principles of sanitation, the layout of the storage room that is integrated with the production room, to the workers' sanitation facilities that are not properly maintained for cleanliness. This situation can be corrected by evaluating the SSOP in the production process which is the scope of this community service activity. The method of implementing this community service activity consists of internal coordination and coordination with partners, carrying out SSOP reviews by observation and through partner interviews, to evaluating the results of the review and Focus Group Discussion between teams and partners. Data analysis was carried out based on 8 key aspects of SSOP requirements. Observation results are described using tables and explained in narrative form. The implementation of SSOP in the scope of the production area and toilets at UMKM XYZ is in accordance or meets the SSOP of 57.57%. Other SSOP parameters need to be improved by improving the quality of sanitation, through the application of solutions provided according to SSOP, so it is hoped that this evaluation can guarantee quality and increase product competitiveness in the market.

To determine the significant experiences of Grade 7-Science Technology and Engineering (STE) class in science learning regardless of profile in times of the COVID-19 pandemic, Department of Science and Technology (DOST) Science courseware was utilized in this study. Specifically, this study aimed to: (1) know the demographic profile of the students (2) identify the most essential learning competencies to be supplemented by the DOST Science courseware; and (3) document the significant experiences of Grade 7 STE students in utilizing DOST Courseware. This utilizes the descriptive research method and the purposive sampling method was also employed. In terms of statistical treatment, the researcher used qualitative analyses to gather insights from the data collected from the respondents. Content analysis was used to analyze the learning competencies suited for each of the mobile apps of the DOST Grade 7 Courseware. The researcher also used thematic analysis to determine the significant experiences of Grade 7-STE students after using the courseware materials. During this difficult time, it is vital to consider the demographic profile of students in selecting effective and efficient supplementary materials. The DOST Courseware selected is based on the Most Essential Learning Competencies and from that only three courseware were utilized. To gather data for the significant experiences digital technologies were used such as web surveys through Facebook messenger. The findings of the study suggest that most of the significant experiences of the students were found on the “visual-aided discussions” theme along with motivation; the “Presence of inquiry-based teaching features” theme along with interest; and the “Completing game-based tasks” theme along with satisfaction. Based on the results and conclusions posted in the study, the same evaluation may be conducted in all the remaining DOST Courseware and can be conducted in regular classes where technology is scarce and development is low. Warm greetings to you all. My name is Dr. Tony Fauci, and I am the Director of the National Institute of Allergy and Infectious (NIAID) at the U.S. National Institutes of Health and Chief Medical Adviser to President Joe Biden. I sincerely appreciate being asked to help open the National Academy of Science and Technology, Philippines’ 43rd Annual Scientific Meeting with its focus on learning from the past to inform the future. Among the most important lessons we have learned from the COVID-19 pandemic is that sustained biomedical research is essential to global well-being, as manifested by the successful development of highly effective vaccines against SARS-CoV-2. We also have seen that an effective response to emerging infectious diseases requires international scientific cooperation. Keeping in mind the theme of this meeting, I would like to briefly highlight the value and importance of research cooperation between the United States and the Philippines while expressing my hope that this cooperation will continue and thrive in the coming years. The institute I lead, NIAID, has supported US and Filipino scientists working together for more than 30 years. As we now fight SARS-CoV-2, HIV, and other viral diseases together, our efforts continue to grow when scientific importance and public health value. Over the years, much productive NIAID supported collaborative research in the Philippines has focused on HIV and tuberculosis co-infections. Talented Filipino scientists from your outstanding institutions have participated in multiple AIDS clinical research networks that have advanced the global understanding of HIV prevention, treatment, and care particularly while addressing TB as a comorbidity in resource challenge settings. Participation of the Philippines in these multi-country networks has helped ensure that your scientists are among the core of key contributors advancing biomedical discoveries that have made AIDS a preventable chronic disease rather than an acute one with a high degree of mortality. In addition to participation in HIV/AIDS research, Filipino scientists have helped lead the way in studies of tuberculosis particularly multidrug-resistant TB (MDR TB). The work in the Regional Prospective Observational Research in Tuberculosis (RePORT) network has been especially important and promising. With continuing support from the Department of Science and Technology (DOST), the Philippines is sure to make significant contributions to the global fight against TB. Philippine institutions also have played an important in other infectious diseases research. For example, Filipino scientists continue to lead research on dengue (another flaviviruses), malaria, and schistosomiasis building on prior NIAID support for Filipino studies on these pathogens. For many years the Research Institute for Tropical Medicine (RITM) received NIAID funding as a tropical medicine research center of excellence. Hopefully, this institution and others will continue to receive Philippine government support so that they will remain competitive for both funding and talent. Given this track record, I also can foresee great value in the Philippines expanding its scientific leadership role in the Asia-Pacific region. In this regard, we are pleased to partner with the Department of Science and Technology through the e-ASIA Joint Research Program (e-ASIA JRP). In the future, this program–which supports collaborative research involving US and Filipino scientists–has the potential of adding real value to our overall research efforts, as long as it is adequately supported by all the participating agencies. In closing, I want to emphasize the importance of sustained local support for scientists and scientific institutions in the Philippines and elsewhere. This support is necessary foundation to attract funding from outside the country. It is also an essential element for economic vitality and growth. In addition, as we have seen with COVID-19, science–particularly biomedical research–is fundamentally important to pandemic preparedness and effective outbreak responses that save lives and stabilize societies. Fortunately, the Philippines has long recognized the value of science. Just four (4) months ago, we saw this again when NIAID and DOST jointly sponsored a special COVID-19 workshop focused on research findings and scientists in this region. With the success of that workshop, we look forward to convening the 2022 emerging infectious diseases of the Pacific Rim Conference which DOST has offered to co-host along with NIH and Japan’s AMED. Thank you again for a long-standing scientific partnership and for the continuing commitment of the Philippines to the global research enterprise. Through decades of collaboration, we have learned from each other and share the tradition of excellence in science and technology particularly in biomedical research. I am confident that our future collaborations will continue to contribute to scientific discovery through basic and clinical research and the training of the talented new scientists. I wish you every success with your 43rd Annual Scientific Conference and with the implementation of its results.

This study evaluated the application of artificial intelligence (AI)-driven image analysis for enhancing Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedures (SSOP) audits in food and beverage (F&B) catering services. Three industrial F&B establishments located in Jakarta, Cikarang, and Karawang were assessed. Images capturing key visual criteria were analyzed using an AI system based on ChatGPT-4o, with compliance scored under three different prompt formulations to evaluate AI sensitivity. Manual audits conducted by trained auditors served as a benchmark. Statistical analysis revealed that AI assessments closely aligned with manual audits across most criteria, particularly for cleanliness of food-contact surfaces, personal hygiene, and pest exclusion. However, significant prompt-induced differences were found in more interpretative criteria such as facility design and storage practices. When averaged across stable prompts, AI scores showed strong agreement with manual audits, although AI tended to assign slightly stricter scores in certain areas. No significant differences were found in SSOP compliance evaluations, indicating high consistency for sanitation-related assessments. These results demonstrate that AI-driven image analysis can reliably support GMP and SSOP audits for visually detectable parameters, improving audit efficiency, objectivity, and frequency. Nonetheless, non-visual aspects such as documentation and microbiological testing still require human oversight. Integrating AI into food safety auditing represents a promising advancement for modern F&B compliance monitoring.
