Abstract
Should telecommunications be a major element of development assistance to the Southern African Development Coordination Conference (SADCC) region of Africa? While many organizations have analysed the telecommunications requirements of Southern Africa, the strategic importance of telecommunications in a more general sense must also be reviewed, especially for the rapidly evolving SADCC region. In this Comment recent events in the SADCC region are examined, and their implications for the economic health of the region are reviewed together with the importance of telecommunications to the continuing development of the region.
