China is experiencing a huge change in its social, economic and ecological development. It has entered a transformational period of the “new normal” of its economy. As a result, new ideas and measures are needed to develop land use patterns and policies to adapt to China’s strategic transformation. Regarding the land consolidation, this paper explores the strategic adjustment of land use policy in ancient China and land renovation of foreign countries to find solution. Finally, this paper makes suggestions of sustainable policies which are appropriate for Chinese land and economy.

TERRITORIAL DEVELOPMENT OF LAND USE OF REGIONS: DEFINITIONS AND THEORETICAL APPROACHES

Substantiation of theoretical approaches to the territorial development of regional land use is a relevant scientific task. The article substantiates the theoretical approaches to determining the territorial development of land use in regions, including functional, objective-oriented, stakeholder, ecological, urban planning, investment, spatial, and systemic. The systemic approach comprises a set of spatial, urban planning, environmental, investment, and other factors, the interaction of which occurs through stakeholders using modern geospatial support for the territorial development of land use at the regional level. As a result of the analysis of the existing theoretical and methodological provisions, the authors propose a definition of the territorial development of land use of the regions, characterised as a set of spatial, urban planning, investment, and environmental factors, the interaction of which leads to the achievement of a qualitatively new state of land relations compared to the past, taking into account social, institutional, and management features and the level of interaction of stakeholders operating in the field of regional land use. The proposed definition of the territorial development of land use is considered a systemic category, characterised by a set of factors, methods, and models, the application and interaction of which allows forming of a better state compared to the past at the regional level. In this process, the use of modern tools of geoinformation systems and the formation of geospatial support for the territorial development of land use for making informed management decisions are of particular importance. The study determines the need to build a quantitative basis for characterising and forecasting changes in the land use system at the regional level. Following the provisions of the integral approach, the study suggests applying an integral method for assessing the level of territorial development of land use at the regional level. The application of this method allows obtaining a generalised quantitative basis for making informed decisions on ensuring territorial development of land use at the regional level. The study found that the territorial development level is low in every Ukrainian region, with Donetsk and Luhansk regions having the lowest territorial development rates, mainly due to the consequences of Russian military aggression. Optimization of Public Transit Network Caused by Adjustment of Land Use

The optimization problem of the urban Public Transit Network has been caused by the adjustment of land use during the process of urbanization in China. Combined with the system analysis method (ISM), two core issues have been solved in this paper: (1) how to generate the theory of optimal line network and (2) how to adjust the original line. The improved “ant colony algorithm” method has been used in accordance with the principle that: “one by one wiring and optimization is needed to develop a network”. This introduced the optimal bus network theory, comparing the new and the old network, using the “pruning” line adjustment method. The optimization scheme of transit networks, verified the feasibility of the method through the instance and provided reference for urban road network optimization that caused by adjustment of land use.

Assessing Land-Use Conflict Potential and Its Correlation with LULC Based on the Perspective of Multi-Functionality and Landscape Complexity: The Case of Chengdu, China

The rapid development of megacities has greatly impacted land use in the urban–rural fringe area. The Western Protected Area defined by Chengdu’s Master Plan (2016–2035) to end the unrestrained urban sprawl, where locates the most superior agricultural and ecological resources, namely Mount Qingcheng and the Dujiangyan Essence Irrigation District, is facing great challenges when implementing protective strategies, related to huge land use competition caused by land multi-functionality. To better assess and understand land-use conflict and its influence, this paper constructs a comprehensive evaluation model with ‘multi-functionality and landscape complexity’ based on existing research, with a 1 km × 1 km spatial resolution, and analyzes its relationship with land-use and land-cover (LULC) change, based on 30 m land resolution data from 2000, 2010, and 2020, produced by the Institute of Resource and Environmental Science and the Data Center of the Chinese Academy of Sciences. Overall, two kinds of land-use conflict concerning function suitability and landscape pattern co-emerge spatially, but there also exist “high-low” combinations. The result shows that land consolidation or the adjustment of land use might take place more often when both the suitability conflict and the landscape conflict reach a certain threshold. The results provide enlightenment for further expanding the quantitative research on land-use conflict and confirm the potential of applying the land-use conflict index in delineating territorial spatial planning control areas.

Integrated modelling for land use planning and policy recommendation in the Northern Uplands of Vietnam

The study focuses on analyses of major development problems related to livelihood and natural resource management in the Northern Uplands of Vietnam (NUV). The study was conducted in Suoi Con, a small agro-forestry watershed with the total area is about 1760 ha. The watershed is characterized by a high poverty rate and low agricultural production and household income. Livelihood of the households is dependent upon self-sufficient agricultural production, which accounts for nearly 80% of the total production value. Traditional agricultural activities have led to various land degradation problems. The main objective of the study is to integrate modeling of (i) erosion assessment, (ii) land use optimization and (iii) land use decision making in order to improve the effectiveness and adoption of recommendations that contribute to the improved livelihood of farmers and sustainable natural resource management. This will be achieved through: (1) increasing understanding of the interactions between agro-ecological and socio-economic dynamics at watershed scale; (2) facilitating emergence of a common agreement on ecological sustainability, social equity and economically sound solutions; and (3) stimulating dialogues among various stakeholders to achieve a shared responsibility of the common resources. The biophysical and socioeconomic characteristics of the study area were explored through surveys, FAO’s land evaluation, literature review and stakeholder meetings. The Predict and Localize Erosion and Runoff (PLER) model and the Revised Universal Soil Loss Equation (RUSLE) were used to examine influences of land use on soil erosion at the watershed scale.Although agricultural land in the watershed has several limitations such as steep slopes, low soil fertility, high acidity and serious soil erosion, different soil types and the large variation topography and crop suitability create flexibility in farmers’ land use decisions. The Land Use Planning and Analysis System (LUPAS) was then applied to analyze feasibilities of alternative land use options. Based on land use scenarios, 4 main land use constraints in the regions were analyzed. Results of the analysis were finally discussed with stakeholders though Role Playing Game sections to find feasible land use solution and to develop policy recommendations. Results of the study showed that different actors in the watershed have different views on land use targets, objectives, constraints and decisions. The integrated modeling approach used in this study identified that traditional technology level appears to be a largest constraint that significantly holds back agricultural production of the region. Land area, capital and labour are also constraints but they only appear if agricultural technology is improved. Land fragmentation should be considered as an important factor because without any new agricultural technique, crop variety or external capital, land consolidation can significantly improve food production and income. Integration of individual tools described in this study represents a participatory approach for land use planning, in which problems in land use are explicitly defined and land use plans are developed and revised by stakeholders under their own social and economic conditions. Imperfections in given land use plans and possible solutions proposed by stakeholders provide policy makers with ideas to improve land use planning and to bridge the gaps between land use objectives of the government and of farmers. The integrated modelling approach developed and presented in this thesis can make use of individual research tools for describing agro-ecological and socio-economic dynamics and for developing land use policy. It has the potential to serve planners and policy makers to increase the likelihood of developing plans that will effectively increase farmer livelihood and improve resource conservation. This integrated modelling approach can incorporate different aspects of land use into land use planning and test hypotheses regarding the contributions of intended plans to general development targets. Furthermore, it can support bottom-up land use planning as it allows incorporation of different stakeholders in analysing existing problems, proposing solutions and developing land use plans. Therefore, it can increase the likelihood of adoption. This in turn will create the chances for achievement of targets of the government, researchers and farmers through effective implementation of the plans.

In karst area, vegetation has been restored in the process of rocky desertification control, accompanied by the change of land use, and its impact on soil CO2 emission needs to be further clarified. Based on the controlled experiment, with the same initial conditions of soil and karst aqueous media but different land uses, the Shawan Test Site at Puding, Guizhou was chosen to study the emission law and influencing factors of soil CO2. Through the soil CO2 concentration and flux data in a hydrological year, our results demonstrated that:(1) the soil CO2 concentration and flux showed obviously seasonal variations, and the soil CO2 flux had apparent diurnal variation in different seasons. They were mainly controlled by temperature and rainfall. The former could increase the emission, while the latter could decrease the emission, and the increased or decreased degrees were related to land uses. (2) Farming activities affected the soil CO2 emission as well. Due to the dissolution of the underlying carbonate rock in karst area, farming activities could make the soil loose and increase the diffusion of soil CO2 to the aquifer, resulting in negative soil CO2 flux of cultivated land in spring. (3) The annual emission of soil CO2 under different land uses were grassland (897.53 tC km-2 a-1) > shrub land (258.15 tC km-2 a-1) > cultivated land (207.66 tC km-2 a-1) > bare soil land (92.68 tC km-2 a-1). It was found that they were mainly dominated by vegetation biomass and soil organic carbon content under different land uses. (4) The contents of soil organic carbon were grassland (29.33 g/kg) > shrub land (23.31 g/kg) > cultivated land (22.08 g/kg) > bare soil land (19.00 g/kg). Given the same initial properties of these soils, we found that with the change of land use, except for the soil organic carbon content in non-vegetated bare soil land decreased, the other types increased, and the increased degree was related to the degree of vegetation coverage. Therefore, land use types could control soil CO2 emission by affecting the biomass of overlying vegetation and the soil organic carbon content, and the emission intensity is related to temperature, rainfall process and farming activities. Future Land Use Spatial Conflicts and Habitat Quality Impacts Based on SSPs-RCPs Scenarios—Qin-Ba Mountain City

In the future, the pursuit of high-quality economic development and a focus on ecological environmental protection in China will inevitably result in significant conflicts between land use and ecological land use. Land use conflicts primarily occur in peri-urban areas characterized by prominent economic development and urban agglomeration. As a municipality situated in the Qin-Ba mountainous region, Ankang has been promoting ecological preservation for a span of two decades. The allocation of construction areas primarily focuses on the proximity of watersheds, while the northern and southern regions are predominantly characterized by mountainous and hilly terrain, thus exhibiting distinct regional attributes. Previous studies have mainly focused on analyzing the effects of land use on habitat quality during intense urbanization, with fewer studies focusing on integrating eco-regions with urbanization to assess changes in habitat quality. However, it is important to recognize that land pressure encompasses economic, ecological, and social aspects. Additionally, it aims to provide insights for the harmonious development of land use in eco-region-oriented cities. Using the SSPs-RCPs scenarios provided by the sixth phase of the Coupled Model Intercomparison Project (CMIP6), this paper employs a system analysis method, the emerging Patch-Generating Land Use Simulation model (PLUS) model, Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) model, and Land Use Conflict Measurement model to dynamically simulate the future habitat quality and spatial conflict patterns of land use in Ankang City. The study explores the spatial coupling effect of both factors under different scenarios. The results indicate the following: (1) The overall development trend reveals an intensification of land use conflicts and a decrease in habitat quality. The expansion rate of construction land is increasing and exhibiting aggregation, while agricultural land area is expanding, and forest land area is continuously decreasing. (2) Land use intensity exhibits a significant positive correlation with land conflict levels, while land conflict levels demonstrate a significant negative correlation with habitat quality. (3) Under different future shared socioeconomic path scenarios, land use intensity, and land conflict levels follow the order of SSP585 (high forcing scenario), SSP370 (medium to high forcing scenario), SSP245 (medium forcing scenario), and SSP126 (low forcing scenario), with intensity and conflict decreasing accordingly. These findings suggest that land use has had some impact on the ecological environment, with indications of habitat degradation. Even in Ankang, where ecological development is highly valued, the city will gradually face conflicts between ecological protection and economic development in future scenarios. The city already has the environment at heart, so it will be worse in cities where the priority is economic development. Therefore, it is crucial to allocate sufficient space for economic development while simultaneously prioritizing ecological protection. The results of the study can provide a reference for analyzing the trade-offs between land development and habitat protection in eco-mountainous cities and for eco-cities to avoid falling into the conflict dilemma of economic cities.

LAND USE TRANSFORMATION AND ECOSYSTEM SERVICE VALUE FROM THE PERSPECTIVE OF “PRODUCTION-LIVINGECOLOGICAL SPACE”: A CASE STUDY OF HEILONGJIANG PROVINCE (CHINA)

Analyzing changes in land use and estimating ecosystem services is essential to directing the wise use of local land resources and encouraging environmental preservation.This study focuses on Heilongjiang Province (China), utilizing remote sensing data from 2000, 2010, and 2020 as the primary data source.A "Production-Living-Ecological Space" framework is established, encompassing four dimensions: ecological space, ecological production space, production ecological space, and living production space.Land use transition features of the study area were thoroughly examined, as well as temporal shifts in ecosystem service value based on Xie Gao Di's and other researchers' guidance.Based on our research, the following shows: (1) Over the past two decades, the area of ecological production space in Heilongjiang Province initially expanded and subsequently declined, while the areas of production ecological space and living production space consistently increased.Nonetheless, the overall trend stabilized in the ecological space area.(2) During this period, the total value of ecosystem services in the study area exhibited a downward trend, with a cumulative decrease of 162.392 billion yuan.The value of land ecological services in ecological space, living, and production space decreased, whereas the value of ecological production space initially increased and later declined.Conversely, the value of production ecological space showed an upward trend.(3) The complementary pattern of ecosystem service values in Heilongjiang Province underscores the significant role of forest land, a critical component of ecological space, in maintaining the overall ecosystem service value.(4) To preserve the stability and health of the ecosystem, Heilongjiang Province has to focus on the coordinated development of "Production-Living-Ecological Space".Through scientific and rational land use planning and policy adjustment, it is important to balance the relationship between economic development and ecological protection, and promote the sustainable development of ecological system.

To solve urgent problematic issues regarding land use, it is proposed to apply methods and models of mathematical modeling and forecasting and development of scenarios to ensure territorial development of land use of region. The purpose of the study has been achieved to develop scenarios to ensure territorial development of land use of regions. The tasks of the study are: determining the quantitative basis for the development of scenarios to ensure territorial development of land use at the regional level; Characteristics of typological features of scenarios to ensure territorial development of land use. As a result of the systematization of theoretical and methodological approaches, a conceptual apparatus was proposed to determine the territorial development of land use of regions, which is based on a set mathematical tools, modern geoinformation systems tools that allowed to build a quantitative basis for making sound decisions regarding the provision of territorial development of land use at the regional level. The processes of modeling directions of providing territorial development of land use, which are implemented through the use of modern technologies of script approach, developed organizational and spatial mechanism, geoinformation systems, which allowed to propose monitoring procedures to prevent negative phenomena were further developed.

Spatial-temporal changes of landscape ecological risk in the Liuchong river basin from the perspective of production-life-ecological space

Promoting the construction of ecological civilization and sustainable development in karst mountainous areas by analyzing the spatial and temporal changes of landscape ecological risks is critical in karst mountainous watersheds. In this study, the land use transfer matrix, landscape ecological risk evaluation model, ecological contribution rate of land use change, and spatial autocorrelation analysis were combined to quantitatively analyze the land use and landscape ecological risk of a typical karst watershed, Liuchong River Basin, over the past 20 years. The results revealed that: 1) From 2000 to 2020, the functional classification of land use in the Liuchong River Basin was dominated by the woodland ecological space, and the most significant shifting characteristics were the increase in the area of watershed ecological space and industrial production space and the decrease in woodland ecological space, with shifts in the middle reaches of the Liuchong River being the most drastic; 2) Generally, the change of the regional landscape pattern was related to the transformation of the land use function type of “production-life-ecological space,” and the spatial aggregation of ecological risk level showed a gradual weakening trend. 3) The conversion of the watershed ecological space to the grassland ecological and agricultural production spaces, the conversion of urban living space to the agricultural production space, and the conversion of the rural living space to the agricultural production space were the dominant factors affecting ecological improvement, whereas the conversion of the woodland ecological space to the grassland ecological space, the woodland ecological space to the agricultural production space, and the grassland ecological space to the agricultural production space contributed to ecological degradation. The study findings can be used as a reference for the coordinated development of “production-life-ecological space” in karst watersheds and provide a scientific basis for ecological environmental protection and sustainable utilization.

Abstract: It is determined that the formation of a modern system of land relations is aimed at improving the efficiency of land use to ensure territorial development at the regional level. Of particular importance is the formation of a quantitative basis for ensuring the territorial development of regional land use on the basis of an assessment for making informed decisions and developing proposals to improve the efficiency of land use. The goal of forming directions for assessing investment, innovation and security factors of land use in the system of territorial development of regions was achieved. The following tasks were solved: allocation of investment, innovation and security factors of land use; development of directions for assessing investment, innovation and security factors of land use in the system of territorial development of regions. As a result of the study, based on the systematisation of theoretical and methodological provisions and regulatory and legal support, local investment, innovation and security factors of territorial development of land use in the regions are allocated. The directions of assessment of local and generalised investment, innovation and security indicators are proposed. The methods of assessment are defined and generalising models are proposed. The presented measures allowed to form a quantitative basis for making informed decisions in the system of ensuring the territorial development of land use in the regions. FACTORS OF TERRITORIAL DEVELOPMENT OF LAND USE OF REGIONS

It is established that the territorial development of land use is a complex process, which is determined by the system of factors, the interaction of which leads to the creation of qualitatively new conditions that ensure the formation of qualitatively new conditions in the field of land relations. It is determined that the urgent issue is the separation of factors for ensuring the territorial development of land use of regions. The goal has been achieved in relation to the factors of ensuring the territorial development of land use of regions. Tasks are solved: determining the directions of separation of factors for ensuring territorial development of land use of regions; Characteristics of theoretical provisions and regulatory support for the separation of factors of territorial development. As a result of the study, the directions of separation of factors for ensuring territorial development of land use of regions are identified. They are related to the normative-legal and theoretical support of territorial development, characteristics of the category "development", territorial and regional aspects and peculiarities of land use. The factors of providing territorial development of land use of regions are highlighted: functional, spatial, urban planning, environmental, investment-innovative, social, security, stakeholder. Defined factors allow you to build a multi -level system of indicators and evaluate the level of providing territorial development of land use at the regional level. Of particular importance is the formation of a quantitative basis for making informed decisions on land use. A multi-level system of indicators of the level of ensuring territorial development of land use in regions is proposed, which consists of level 1 - integral, 2 - systemic and 3 - local, which are determined by a set of indicators. The presented system allows you to determine local analytical and expert indicators, systemic and integral criteria and provides opportunities to develop a comprehensive approach to assessing the level of ensuring territorial development of land use in regions and create a quantitative basis for predicting changes in indicators and developing scientifically based recommendations.

It is proven that the formation of a modern land use system, permanent transformation processes, require rethinking approaches to the organization of territorial development of land use at the regional level. In recent years, there has been a slowdown in the territorial development of regions, a decrease in the efficiency of land use. This is due to regional asymmetries, the negative impact of internal land use factors, a decrease in the efficiency of stakeholder interaction. In this context, the consequences of the Russian Federation's aggression are of particular importance, which require the involvement of significant financial resources to rebuild the land and property complex at the regional level. The goal of the study was achieved to determine the organizational aspects of ensuring the territorial development of land use in the regions. The achievement of the set goal is carried out on the basis of solving the following tasks: building a multi-level system of indicators for assessing the level of ensuring the territorial development of land use in regions; identifying stakeholder factors that influence the provision of the territorial development of land use; assessing stakeholder factors of the territorial development of land use in regions; developing organizational measures to ensure the territorial development of land use. A quantitative basis has been formed that allows us to identify organizational aspects for ensuring territorial development of land use in regions, taking into account the directions and features of stakeholder interaction. In modern conditions, it is proposed to build an organizational security structure in the land use system to ensure territorial development of land use. The organization of territorial development at the regional level is determined by the need for stakeholder interaction, which is aimed at managing land relations, focused on the use of tools to increase the investment attractiveness of lands.

PROBLEMS AND OBSTACLES IN THE DEVELOPMENT OF SUSTAINABLE LAND USE OF COMMUNITIES UNDER MARTIAL LAW

The purpose of this work is to analyze the problems and obstacles that stand in the way of the development of sustainable land use in the communities of Ukraine. Particular attention is paid to how the war in Ukraine affected land relations and environmental and socio-economic problems caused by the war. The work is aimed at identifying different approaches to solving these problems that can contribute to the improvement of environmental security and socio-economic development of communities, as well as the possibility of adapting sustainable land use practices to new realities. The research was carried out as follows: the analysis of scientific works with suitable topics, the analysis of statistical data and the collection of data for the research base, the collection of expert assessments and opinions. The analysis of literature and research was conducted on topics related to sustainable land use and the impact of crisis situations on land and land management processes. Statistical analysis was carried out on the destruction of agricultural infrastructure, loss of land due to pollution or mining. The basis was taken from such sources as the data of the State Service of Ukraine on geodesy, cartography and cadastre and information from public reports of the UN [1]. Expert opinions and opinions were also taken into account, especially from representatives of communities affected by military actions. This method makes it possible to determine priorities for the restoration of land resources. The methods used made it possible to create a complete and comprehensive picture of the problems and opportunities of sustainable land use in modern conditions, and taking into account the state of war. It consists in a comprehensive analysis of the problems and obstacles to the development of sustainable land use in the communities of Ukraine, in particular during the martial law, and their integration with the challenges of the present time, which appeared before Ukraine due to the martial law. Such studies were not sufficiently conducted. The work assessed the impact of military actions on the degradation of land resources, identified the main problems and obstacles to sustainable land use during the military conflict, and proposed measures for the adaptation of communities to support the sustainable development of land use under martial law. In particular, the influence of martial law on agriculture, population migration processes, soil degradation and resource depletion is taken into account. It consists in developed recommendations and directions for local self-government bodies and other authorities regarding the implementation of approaches and methods of land resource management, taking into account crisis conditions, martial law. This should contribute to increasing the efficiency of the use of land resources, ensuring environmental safety and improving the well-being of the population. Therefore, the results of this work can be used to develop land recovery strategies in the post-war period, to plan measures to protect land resources during martial law, and to support the communities of the country in matters of rational use of land resources. As a result of the work carried out, the following results can be summarized. The main problems and obstacles that prevent and restrain the development of sustainable land use in the communities of our country are the irrational use of land resources, soil erosion, environmental problems - environmental pollution, corruption factors and gaps in the legislative base. To all this was added a full-scale invasion, hostilities, a large population migration, changes in land legislation and a "starvation" of personnel. The conducted analysis of the real and current state of land resources on the territory of Ukraine shows major problems, such as the degradation of arable land and the urgent need to implement measures that would correct this and restore the land. The main directions regarding the processes of improvement of land resource management systems have been established, which include changes in legislation, ensuring transparency and efficiency of management, introduction of modern technologies and approaches to monitoring and control of the state of land resources. The need to create and develop various strategies for the restoration of land resources in the post-war period, where it is necessary to emphasize ecology, reducing pollution, and rebuilding infrastructure, has been established.

Multi-Objective Optimization of Land Use in the Beijing–Tianjin–Hebei Region of China Based on the GMOP-PLUS Coupling Model

The changeable patterns and contractions of land use have become increasingly significant in recent years as the economy and society have rapidly developed. Subsequently, land use change simulation has become a focal point in the study of land use patterns and change processes. Four development scenarios in 2030, including business-as-usual, ecological protection, economic development, and sustainable development scenarios, are proposed to realize the sustainable development of land use in Beijing–Tianjin–Hebei in the context of a low-carbon economy and ecological security. Then, a feasible multi-objective land use optimization scheme suitable for the region’s long-term development was identified through comparative analysis. The GMOP-PLUS model analyzed changes in ecological and economic benefits and carbon emissions by optimizing the quantitative structure and spatial layout of land use in different scenarios. The cultivated land area in the four scenarios decreased, while the construction land area increased for all scenarios other than the ecological protection and sustainable development scenarios. Moreover, the target development of the sustainable development scenario was the most balanced, with carbon emissions and economic benefits reduced by 49.77 million tons and CNY 0.73 billion compared with the business-as-usual scenario, respectively. Meanwhile, the ecological benefits increased by CNY 0.03 billion, and the economic benefits increased by 1.54 times compared with those in 2020. Therefore, the sustainable development scenario was more in line with the needs of Beijing, Tianjin, and Hebei for high-quality economic and ecological development, aiming towards a low-carbon goal. This work provides a theoretical basis for Beijing–Tianjin–Hebei territorial spatial planning and more perspectives for the study of sustainable land use through the obtained results.
