Abstract

This article outlines the history of source water protection in terms of technical advancements, policies, and practices. The creation of the US Environmental Protection Agency in 1970 and the subsequent passage of the Clean Water Act (CWA) resulted in indirectly improving source water quality by reducing polluted runoff and hazardous/illegal discharges into surface waters. The 1974 Safe Drinking Water Act (SDWA) brought more source protection; the 1986 amendments to the SDWA established the Wellhead Protection Program; and the 1996 Amendments created the Source Water Assessment and Protection Program. The article discusses how watershed protection became part of a multiple‐barrier approach to overall water supply and public health protection.
