Abstract

This article analyses the small, medium and micro enterprises (SMMEs) as understood and applied by municipalities in South Africa to describe how the activity or function is used as an application of local economic development (LED). The analysis is based on a study of documents issued by a few municipalities, as well as the former DPLG. The analysis includes a review of the discourse on LED in the South African local government sphere, which can be regarded as the context of this article. Finally, a pragmatic framework is proposed for enabling municipalities to develop viable SMME
