Abstract

The objective of this work is to analyze the effectiveness of the Decentralized Payment System (SDP) in the democratic management of schools, revealing its origin and challenges throughout its existence. The SDP is the mechanism for decentralization of financial resources, instituted by decree no. 20.633/2003, for the integrated organs of administration, which includes the Secretary of Education and scholastic units in the municipality of Rio de Janeiro. Here we use bibliographic and documental research, with an emphasis on the study of legislation and the model of management of the SDP practiced by the municipal Secretary of Education. The research is characterized by a qualitative approach, utilizing document analysis as one of the primary methodologies. Results reveal that the SDP originated in 1993 with the creation of the Decentralized System of Supply Funds (SDSF). Although the SDSF originally directed resources exclusively for education, it soon began to benefit other spheres of public administration. This research is oriented around the debate over the principles of democratic management of schools, with a focus on decentralization, financial autonomy, participation and transparency. Preliminary results reveal possibilities and weaknesses of the SDP in the consolidation of models and the praxis of democratic management of schools, which points to a need for structural revision of the SDP.
