Abstract The immediate cause for their approaching this Court was the publicaion in the Ministry of Transport of internal regulations prohibiting registration offices and licensed garages from accepting documents for vehicle checks and registration from anyone not listed among the following: the vehicle owner himself, a member of his family, someone in his permanent employ, an employee of a licensed garage, and a vehicle dealer. This internal regulation will, according to the petitioners, deprive them of their livelihood, since for years they have made their living dealing with requests for vehicle checks and vehicle registration on the basis of a service for all.
