Abstract

This paper highlights two problems in respect of the management of the oceans in the South Pacific. The first is the lack of understanding on the part of many people of the role of Shipping and that sector’s inclusion in an overall strategy for managing all uses of the ocean in the 21st century. The second cautions against the knee-jerk reaction of Prohibition in response to concern within the region in respect of the seaborne transportation of dangerous goods, hazardous substances and wastes. It suggests that Permission, subject to demanding pre-conditions, and escort through a country’s ocean space is a much preferred alternative.
