Abstract

Charlie and Charlene, the kids in the twoto twelve-year-old range, attract a half billion dollars of TV advertising annually. Most of the commercials directed at them are for food and toys. These TV spots generate billions of dollars in sales. The question now before the Federal Trade Commission is whether or not the advertisers are acting fairly in their dealings with children. Rules proposed in February by the Commission staff include:
