Scientific and Technological Sector Management System in the UAE: The Role of Key Stakeholders and Informal Ties

The article is devoted to management system of the scientific and technological sphere (STS) in the United Arab Emirates (UAE). The analysis focuses on the formal component of the STS. Based on regulatory documents, federal and regional development strategies, as well as general information about the state’s political system, key ministries and departments responsible for managing science and technology are identified. Special attention is paid to the form of state. The UAE is an asymmetric federation where some regions have more powers than others. This can be seen in the norms of the Constitution of the state, according to which there is a differentiation of emirates according to the way they participate in the formation of public authorities. Such specifics determine the regulatory and legal system of the country and the implementation of various strategies, including in the field of scientific and technological development of the state. It is noted that the STS management system is characterized by low transparency, and informal practices and governance institutions are of high importance in the state itself. The characteristic features of the political regime are personalism and patron-client relations that influence personnel appointments. Thus, key positions in the management system of the scientific and technological sector are occupied by figures associated with the ruling families of the emirates of Abu Dhabi and Dubai, namely Al Nahyan and Al Maktoum. In this regard, special attention is paid to the role of key stakeholders and informal relations. As a result of the research, key figures in the STS system were identified, their biographies and the degree of relations with the ruling houses were given. In addition, the STS management system is not considered in a vacuum, but in the context of the general political system of the state. The author takes this into account and analyzes the dynamics of the development of the science and technology management system in the context of competition between the emirates, as well as the current key domestic political trend – the movement from federalism to centralization. Thus, the purpose of the study is to fill in the gaps in understanding the UAE’s scientific and technological management system and to trace its transformation in the context of recent domestic political changes.

Practice of improving the efficiency of scientific and technological innovation in hospital from the perspective of modern hospital management

Objective To explore the importance of establishing and improving modern hospital science and technology management system in public hospitals, as well as the ways of establishing such system, analyze the key points that need consideration in order to provide reference for establishing modern hospital science and technology management system in public hospitals. Methods Starting from the reform requirements and perspectives of the construction of modern hospital management system, and based on the theory of innovative governance, this paper probes into the innovative practice and achievements of our hospital in implementing the internal scientific and technological management system of modern hospitals from three aspects: the incentive mechanism, the restraint mechanism and the coordination mechanism of innovative governance of scientific and technological management system. Results Through the establishment and improvement of internal scientific and technological management system, such as reward policies for scientific research work, reward and punishment for papers, layout fee management guidelines, management methods for scientific research funds, project evaluation policies, selection and training of subject leaders, temporary management methods for medical research institutes, and implementation methods for scientific research integrity construction, the effect of talent aggregation is gradually presented, and the discipline, team and technology are stable. Step by step development; innovative achievements are increasingly fruitful, and the quality of connotation is constantly improving. Conclusions The key to the establishment of modern hospital science and technology management system is to continuing innovative exploration of the system of science and technology management and to build a good operation mechanism of science and technology innovation. The Role of Applying Total Quality Management in Improving Incentives: A Comparative Study between Jordanian and United Arab Emirate Hospitals

<p>This study aims to identify the reality of a Total Quality Management (TQM) system and the level of its application on a sample of hospitals in Jordan and United Arab Emirates (UAE), together with determining the differences between both the Jordanian hospitals and UAE hospitals in their application of TQM. It also aims to identify the monetary and non-monetary incentives in hospitals, and to study the role of each dimension of various TQM dimensions on monetary and non-monetary incentives. A total of 160 questionnaires were distributed in six hospitals that were selected using a convenient sampling method. A total of 129 questionnaires were received, 74 of them were from Jordanian hospitals and 55 questionnaires were from UAEs hospitals. The participants were doctors, nurses, technicians, and administrators of six hospitals in Jordan and the UAE. An independent samples T-test and multiple regression analysis was used to test the hypotheses. The results showed that the application of TQM in both Jordanian and UAE hospitals was good, of a high level, and with a relative advantage for UAE hospitals. The results also showed that the incentives in Jordanian hospitals were generally better than those of the UAE hospitals, particularly in terms of the monetary incentives, while non-monetary incentives were the advantage for UAE hospitals. Moreover, it was found that only one dimension of the TQM dimensions, the participation of employees, had a significant effect on the monetary and non-monetary incentives in each of the Jordanian and the UAE hospitals (P value ≤ 0.05). While the rest of the dimensions of TQM (focus on the customer, continuous improvement, top management commitment, and teamwork) had no significant effect on both monetary and non-monetary incentives in both the Jordanian and the UAE hospitals.</p>

Problems of new plant variety protection system in China and countermeasures.

Protection of new plant varieties has been long neglected in China, which has already restricted agricultural technological renovation, and influenced export of Chinese agricultural products. The current scientific and technological management system is not favorable for the output of right of new plant variety, and high cost of protecting new plant varieties directly results in agricultural researchers’ ignorance of right of new plant variety. Major causes were concluded as poor intellectual property awareness of peasants and agricultural researchers, government-arranged system for agricultural scientific and technological management, and hardship in safeguarding intellectual property due to the particularity of agricultural technology. In view of these problems, Chinese agricultural scientific and technological management system should be reformed, protection system of new plant varieties improved, more efforts devoted in protecting the right of new plant variety and also the owners’ interest.

India -UAE Relations: Emerging Dynamics

In addition to being historical and founded on long-standing ties anchored in trade and economics, the India-UAE bilateral ties are progressive in nature.  The unique connections between these two nations have become stronger over time. The importance both countries have on these connections is demonstrated by the recent exchange of high-level visits between the two sides. Today, the relationship between India and the UAE is characterized by their shared economic and commercial interests as well as their strong political commitment to maintaining their current status and advancing the development of a stronger and more resilient alliance. In recognition of their 50 years of close bilateral relations, the leaders of India and the United Arab Emirates decided to expand their Comprehensive Strategic Partnership. The historic Comprehensive Economic Partnership Agreement (CEPA), which took effect on May 1, 2022, was signed by India and the UAE. In order to confront the common global concerns, the two nations will have to work even harder together. This will also encourage the growth of new trade, investment, and innovation dynamics and increase bilateral interaction in a variety of fields. The relationship between India and the UAE has developed beyond a simple one-sided relationship and has become a really comprehensive bilateral growth story, propelled by consistency, commitment, and action. The two governments' comprehensive multi-stakeholder strategy and approach strengthen their mutual understanding and respect. With the signing of the India-UAE CEPA, both countries are entering a golden age of economic and trade cooperation. Going forward, India and the UAE want to strengthen their collaborations in technology, innovation, and start-ups. UAE and India also share common and shared concerns on issues of regional as well as international peace and security. In the ongoing war in Ukraine too, both have repeatedly abstained from voting against Russia at the UN, signaling common understanding and approach. There is a consensus between both nations that the security of the Gulf and the Indian Ocean are complementary and deserve a holistic approach. Both leaderships also appreciate the dangers and threats posed by violent non-state extremists. With the baton of leadership being officially passed on to Sheikh Mohamed bin Zayed Al Nahyan (MBZ)  in the United Arab Emirates (UAE), the limits of friendship between the two nations is boundless. As both the nations look towards their respective centenaries, it looks clear that the golden era of UAE-India bilateral relationship is just about to gain momentum.

: This paper will talk about the strategic vision of a leader which, translated into reality. This leader inspired me by his vision, leadership, skills, generosity, hard work, and his strong belief in the values of consultation and consensus, in contrast to confrontation. This extraordinary man is Sheikh Zayed the ruler of Abu Dhabi, the Supreme Commander of the Armed Forces and President of the United Arab Emirates (UAE). He inherited an impoverished and unknown Emirate in the desert with no schools, no hospitals, and no infrastructure. Within three decades, he has transformed my country, the UAE, into a modern state with all the latest infrastructure which is the envy of the Arab and Muslim countries. Sheikh Zayed unified seven tribal Emirates, and played a constructive role in bringing about the Arabian Gulf Cooperation Council, (AGCC) another Unitarian step, without raising slogans and unleashing propaganda. I will articulate about the exceptional strategic leader competencies of Sheikh Zayed derived from, THE NOBLE QURAN that formulated his inspiring vision and long term planning and patience, and enabled the UAE to stand against all domestic and external challenges. The UAE established itself firmly on the international stage, as a democratic country and the only successful federation in the Arab world, and the citizens of the UAE enjoy security, freedom of worship and a high standard of living. His Highness is a man who took exceptional care to protect wildlife in the UAE and beyond, who got old manuscripts edited, published and distributed all over the world, and who took care to repair Muslim and Christian monuments in Jerusalem.

Challenging the accepted understanding of the executive branch of the UAE’s Federal Government

The accepted understanding of what constitutes executive government in the United Arab Emirates (UAE) is that power rests with the Cabinet. This is, however, only partially correct. In reality, executive power over national security is excised from the Cabinet, and instead rests with a group of legislatively-defined agencies and posts. In other words, institutionally the UAE’s executive branch is bifurcated, with one part handling ‘high’ policy, meaning national security, and the other ‘low’ policy, that is all the rest. This article describes the unobserved part of the UAE’s executive branch. In doing so, it provides a significant advance in the understanding of the somewhat opaque nature of government in the UAE. Importantly, it provides a more nuanced understanding of the sources of power as they relate to the powerful Sheikh Mohammed bin Zayed Al Nahyan, a person often (mis)characterised as the de facto leader of the UAE.

Human Resources Policy of the Enterprise in the Conditions of Digitalization of the Economy: Change of Content and Prospects of Formation

Sustainable development of the enterprise in the conditions of continuous development of economy and social changes is based on the effective personnel policy as the personnel is the most valuable resource of the organization. The purpose of the work was to identify problems and determine the prospects of formation of personnel policy of the enterprise in the conditions of digitalization of the economy. The research is based on the use of general research methods, comparative and structural-logical analysis, empirical generalization, tabular and graphical methods of presentation of statistical and computational data. The work defines the elements of personnel policy and reveals the main functional directions of personnel policy development in the conditions of digitalization of the economy. The stages of formation of personnel policy at the enterprise are considered, as well as the directions of transformation of personnel policy in the conditions of digitalization of economy are defined. It is determined that the use of electronic document flow is a direction of increasing the efficiency of the functioning of personnel policy of the enterprise. It is concluded that the use of personnel electronic document management system is based on the use of telecommunication channels. The advantages of electronic information exchange application are revealed, and also stimulating and restraining factors of its development are identified. The attention is focused on the directions of development of personnel electronic turnover in the conditions of digital transformation. It is argued that the use of information technologies creates new tools in the work with the personnel of the enterprise, ensuring the growth of the efficiency of enterprises. As a result, it was concluded that the transformation of personnel policy of the enterprise is a necessary process in the conditions of digitalization. Information technologies create opportunities for using new tools of work with the personnel of the enterprise. Creation of info-communication platform, including technological, legal, financial components, knowledge and technology management system, will ensure the growth of efficiency of enterprises’ activity

The impact of financial crisis on UAE real estate and construction sector: analysis and implications

PurposeThe purpose of this paper is to analyze the performance of real estate and construction companies in the United Arab Emirates (UAE) during the pre (2006‐2007) and post (2008‐2009) global financial crisis periods.Design/methodology/approachA ratio analysis was conducted on a sample of six companies in the real estate and construction sector. A nonparametric test, namely the Wilcoxon matched‐pairs signed rank test, was employed to see whether the calculated ratios differ between the pre‐crisis and post‐crisis periods.FindingsThe findings reveal a negative impact of the business cycle on the performance of real estate companies in the UAE. There is a significant fall in the liquidity, profitability, leverage and activity ratios after the financial crisis.Research limitations/implicationsThe limitations of the study revolve around factors such as limited sample size, non‐availability of data for the aforesaid periods, low transparency in revealing some financial details and non‐availability of yearly industry averages.Practical implicationsThe companies in this sector could be obligated to ensure better transparency in revealing financial information to the public. Implementation of stringent regulatory policies in the real estate sector will help the unprecedented downturn in these companies.Originality/valueThis is the first empirical study conducted to examine the impact of the global financial crisis on the performance of the real estate and construction companies in the UAE.

Drilling and Well Engineering Management System - An Innovative Project Management Approach for Efficient Drilling

The importance of improving the drilling performance in an E&P company cannot be under estimated as it directly impacts the overall cost of the project. The objective of drilling and well engineering management system is to address the technical and organizational aspects of Drilling operations and deliver the wells in safe and cost effective manner. The different tools that are the vital part of the Drilling and well engineering management system include gates review process for well delivery; section-wise after action review, lesson learned tracking system and non-productive time(NPT) tracking system for continuous improvement from the previous wells. Tools for knowledge and data management and analysis (including technical limits& field specific KPIs) and their input for the upcoming wells is also the part of the system. A cross deliberation, peer review process and auditing system is in place in the process for the compliance check. Notable impacts of the Drilling well engineering management system include rigorous well examination during the gates review process, enhanced risk assessments of various aspects of well planning. The system provides accurate and detailed monitoring of the drilling operations through various tools during the execution phase. Within one year of its implementation, the operator was able to improve the drilling performance by achieving huge benchmarks in exploratory and development prospects across the entire operated blocks. In some of the fields, where the drilling activity is progress for more than 50 years; the implementation of the management system provided around 100 to 150 % decrease in drilling time and cost in the benchmark wells. This paper includes the results from one of the major challenging fields; Adhi field in which subject changes were implemented successfully. This paper provides an overview of the management system, its implementation in the organization and outcomes and benefits achieved in the drilling efficiency through the system.

Evaluation of the influence of organizational factors in the effective implementation of Safety Management Systems (SMS) in the Untied Arab Emirates (UAE)

This study considers the influence of organizational safety factors on the effective implementation of Safety Management Systems (SMS) in airlines in the United Arab Emirates (UAE). The study design used a hybrid Multi-Criteria Decision Analysis method consisting of the Decision Making and Trial Laboratory (DEMATEL) and the Analytic Network Process (ANP) methods. The organizational factors used in the study provide the frameworks for implementation of Safety Management Systems. The source of information for the organizational factors was the International Civil Aviation Organization's Safety Management System Guidance Manual, which is also fully endorsed by the United Arab Emirates' General Civil Aviation Authority. The study targeted 35 aviation safety experts selected from air transport organizations in the United Arab Emirates. The DEMATEL-ANP method was used to measure experts' perception of the influence of organizational factors on the effective implementation of Safety Management Systems in the United Arab Emirates based on data collected through two rounds of surveys. The results revealed the kind and level of influence the organizational factors have on Safety Management System (SMS) implementation, and identified four core factors that are crucial for effective implementation of SMS in the UAE: hazard identification, risk management, change management, and coordination of emergency. The study concludes with a safety measurement model that is unique to the United Arab Emirates air transport industry.

This paper studies the development and implementation of scientific research management information systems based on process attempts and agile development, and summarizes the related concepts of traditional proj ect management systems. Secondly, it introduces the characteristics of process attempts and agile development management techniques. The process attempts to analyze with agile development technology and apply this technology to the scientific and technological plan project management system. From system requirements analysis to specific design, as well as the specific realization ideas and flowcharts of key parts of the system, the design and realization process of a scientific research project management system based on process attempts and agile development technology are described, and the efficiency is increased by 4.69%.
