Мы имеем дело с попыткой вписать историю российской бюрократии в концепт дисциплинарного общества и дисциплинарной власти, предложенный Мишелем Фуко. Правила игры, характерные для российской бюрократии последней четверти XIX — начала XX в., не декларировались в действующем законодательстве и даже могли вступать с ним в противоречие. Через изучение политических элит и их культуры, а также институтов Соловьев демонстрирует, как власть деперсонифицируется, а ее акторы вырабатывают определенные приемы управления. Рассматривая политический класс постсоветской России, Оксана Гаман-Голутвина относит к нему не только тех, кто принимает политические решения, но и лиц, профессионально занимающихся политикой или оказывающих на политический процесс косвенное влияние, в том числе политических журналистов и консультантов, аналитиков и спичрайтеров, а также ученых-политологов. В числе знаковых Соловьев упоминает монографию Анатолия Ремнева «Самодержавное правительство»5, где показано, что в Российской империи второй половины XIX — начала XX в.
