Abstract
Abstract : Rules of Engagement (ROE) are a topic much discussed and little analyzed. They can be the key to a successful implementation of national policy; they can equally be the basis of military disaster. A study of the US military experience in Southeast Asia and Beirut illustrates the relationships among policy, military requirements, legal constraints, public opinion, and the mission that must be balanced to define effective ROE. It also sheds light on the criteria for effective ROE, and on the responsibilities of planners and operators in defining ROE to execute the transition from policy to military action
