Abstract

This paper analyses the efficiency of terrorism financing with a particular emphasis on the resourcing of individuals or non-group-members by an established terrorist group. The particular type of efficiency we are concerned with is the ability of the terrorist group to attain its most desired outcomes even though it may not be able to exercise direct control over the actions of the non-group-members. Assessing the efficiency of this strategy is important because law enforcement and security agencies are concerned that terrorist groups may be able to resource individuals in such a way as to enhance the capability of individual terrorists whilst maintaining the strategic advantages usually attributed to lone offenders.
