The theme of participatory democracy is not new and yet new could be the practices through which to affirm demands for social justice and fight against social inequalities. An experiential context in which local governments first and foremost can help experiment with and disseminate tools capable of neutralizing the effects of elitist participation and positively engage socially and personally weak groups even with respect to the use of new information technologies. This contribution aims to analyze the trend lines of civic participation tools with particular attention to the effects of participatory outcomes on public decisions. This is in order to identify those elements that are to be consolidated in order to enhance the potential and at the same time reduce the risks inherent in participatory processes.

Many companies are making good use of information and telecommunication technology, but they are having trouble using information technology (IT) because of many difficult factors such as funds, IT strategies, user training, information specialists, and IT development programs. Many business firms are short of money, strategies, and manpower to get and use information and telecommunication technology. With regard to the difficulties of these companies, authorities supporting them will be able to play an important role to suggest guidelines to the successful use of IT. Many authorities have instituted schemes in which companies can get valuable information related to the use of IT. This paper is focusing on the roles of authorities for making good use of IT in business firms. This paper finds out what the difficulties of companies trying to use IT are, and suggests supporting ways for making use of IT. To make sure a firms' impediments on using IT, this paper used data obtained from chief information officers (CIO) of companies in South Korea. In this paper, the term of informatization was defined as strategies and processes for firms to make effective use of IT.

Modern information technologies in modern economic conditions are becoming increasingly widespread in the issues of optimization and automation in supporting the economic activities of the subjects of the Russian Federation. It should be noted that the most relevant issue is the use of modern information technologies in assessing the effectiveness of the regional economic policy of the city Moscow. The city of Moscow and the Moscow region are the largest agglomeration of the Russian Federation, and the number of programs and indicators of these programs significantly exceeds other regions of Russia. The use of modern information and analytical technologies has the greatest prospects at the current stage of implementing the regional economic policy of the city of Moscow. The article analyzes the results of a survey of Moscow residents about their expectations from the introduction of information technologies in city management. The necessary conditions for forming the structure of the regional economic policy management network based on the use of modern information technologies are also considered. Based on the results of a survey of citizens’ expectations from the use of information technologies in city management, the existing approaches to the use of information technologies in assessing the regional economy are analyzed, and the obstacles that prevent a full transition to regional management using modern information technologies are identified.

PurposeThis study aims to empirically test the direct effects of three types of information technology (IT) use on three dimensions of supply chain coordination (SCC). It further explores the spillover effects of IT use on coordination beyond its domain across the SC. Besides, this study probes into the moderating effects of environmental uncertainty (EU).Design/methodology/approachStructural equation modelling (SEM) is used to examine data collected from 202 firms in Hong Kong. Furthermore, multi-group SEM analysis with a series of invariance tests was used to test the moderating effects of EU.FindingsInternal, supplier and customer IT use have direct effects on internal, supplier and customer coordination, respectively. Besides, IT use generates forward spillover effects beyond its domain along the forward physical flow in an SC. EU positively moderates the relationships between external IT use and SCC but does not shape the effectiveness of internal IT use in enhancing SCC. Moreover, under a high EU, the spillover effects of IT use on coordination can be intensified. Besides, the spillover effects further expand to benefit coordination on a larger scale of the SC under a high EU.Originality/valueThis study contributes by revealing that in addition to direct effects, IT use in a specific domain could generate spillover effects on coordination beyond its domain throughout an SC. More importantly, it contributes by explaining the difference in the effectiveness of IT use under different levels of EU using multi-group SEM analysis.

This study investigates the influence of Human Resource (HR) competence, Internal Control Systems (ICS), Information Technology (IT) utilization, and organizational behavior on the quality of financial statements in local governments, with public accountability as a mediating variable. It aims to understand how these factors enhance transparency and compliance in financial reporting. A quantitative approach was employed, using a survey of 200 local government officials, selected via purposive sampling. Data were collected through questionnaires and analyzed using Structural Equation Modeling with Partial Least Squares (SEM-PLS), testing direct and mediated effects of the variables on financial statement quality. HR competence, ICS, IT utilization, and organizational behavior significantly improve financial statement quality. Public accountability directly enhances quality and mediates the effects of HR competence, ICS, IT utilization, and organizational behavior, all with p < 0.05, confirming all hypotheses. The findings advance Agency Theory and related frameworks by highlighting public accountability’s mediating role. Practically, local governments can improve financial reporting by enhancing HR training, strengthening ICS, adopting IT systems, and fostering transparent cultures, offering a model for improved governance and public trust.

Information Technology (IT) has become an integral part of conducting business within organizations including local government. Local government depends heavily on the use of IT to achieve its goals and objectives. The use of IT poses a number of risks within local government. Thus it is important for IT to be governed adequately. Core to the governance of IT is the process of risk management. To conduct effective risk management, an adequate risk assessment must be conducted within its given context. The Auditor General identified lack of adequate risk assessments within local government in South Africa. The objective of this paper is to propose an automated scenario-based IT risk assessment process model for local government to improve risk assessment. The research study followed a design-oriented IS research approach to devise and revise the process model.

The article reveals the peculiarities of the implementation of information and communication technologies in the disciplines of physical education in the USA. The purpose of the article is to substantiate the information provision of educational institutions in the USA regarding the education of students' physical culture. The use of new information technologies in the teaching of physical education disciplines is one of the directions of informatization of education and, at the same time, contributes to the formation of information culture as a component of the professional culture of a specialist, the formation of such professionally significant qualities as professional competence, mobility, flexibility, independence. Information technologies open access to information, that is, they provide completely new opportunities for finding professional knowledge and creativity. The use of information and communication technologies in the educational process contributes to its intensification. The creative use of information technologies in the teaching of academic disciplines is based on the integration of pedagogical and information technologies. Informatization of professional physical education raises new requirements for professional qualities and the level of training of specialists. Mastering modern information technologies becomes one of the main components of the professional training of any specialist, including in the field of physical culture and sports, which requires the development and implementation of professionally oriented programs and courses aimed at mastering the basics of the necessary knowledge and accumulation of personal experience of their use in professional activities. Computer technologies, as a part of information technologies, make it possible to form a fundamentally new style of work, which makes it possible to more effectively reveal the creative possibilities and intellectual potential of a person.

The adoption and use of consumer information technology (IT) solutions in the enterprise is on the rise. The phenomenon, often referred to as consumerization, has a significant potential to reshape relationships to IT across different organizational contexts and levels. Yet, scholarly research examining topics related to consumerization, such as the use of mobile email devices by the workforce, so far has been rather mute on the deeper organizational shifts that are occurring as a result of consumerization. Our study of consumerization at GlobalBankCorp finds that business practitioners’ use of IT in organizational context is undergoing a significant change. To deepen our understanding of this change we introduce the concept of “everyone’s IT.” Developed through grounded theorizing, the concept synthesizes three practices enacted by business practitioners in their interactions with IT, namely (1) drawing upon unbounded consumer IT resources; (2) developing a consumer IT mindset; and (3) leveraging consumer IT’s potential for value creation. We define and elaborate the three practices by zooming in onto two particular case contexts within GlobalBankCorp. In combination, the two contexts explain the observed shift and suggest that this shift presents significant challenges to the well established assumptions about the role and boundaries of the IT function in organizations. We expect that our work will contribute to broadening the scholarly conversation about consumerization from that focused solely on the adoption and use of consumer IT by employees to a more comprehensive view capturing how organizations embrace consumerization to develop new products and services, re-define their business model, and re-think their relationship to IT.

The article explores the processes of global use of information technologies and systems, which allows creating economic benefits and promoting social and political integration, causing general prosperity and sustainable development of society. A review of the networked readiness system is provided, which provides executives with directive information on the key pillars to take into account the full use of information and communication technologies in their economic growth strategies. The essence of the modern model of the Network Readiness Index (NRI), which consists of four main pillars (technology, people, governance and impact), is revealed, each of which is formed from three sub-pillars, defining in a complex the real state of the use of information and communication technologies in a particular country. The rating of Ukraine according to the Networked Readiness Index and its main four pillars is presented. The degree of implementation of information technologies at Ukrainian enterprises by types of economic activity and their use of information and communication technologies, depending on the average number of employees, taking into account access to the Internet, the presence of a website and the purchase of cloud computing services are given. The essence and measurements of the basic principles (scientific validity, competence, timeliness, completeness of content, flexibility and homeostaticity) regarding the adoption of management decisions in the network economy are considered, which allows obtaining a synergistic effect. It is proposed to focus further research on the generation and design of a communication and information technology system, increasing investment in the information and communication technology sector and further popularizing the Internet and developing e-commerce.

PurposeTheorising from a resource-based view perspective, the intersection of supply chain management and the use of information technology (IT) has been investigated in this study. This paper aims to investigate supply chain performance (SCP) as an essential outcome of the use of IT and explores the effect of supply chain collaboration (SCC) on SCP. In addition, volume uncertainty (VU) has been explored and tested to establish whether various associated uncertainties can be mitigated when the use of IT is involved.Design/methodology/approachA sample of 121 senior executives from agri-tech firms was collected by travelling and meeting the executives in person in various states of India. Structural equation modelling was used to test the hypothesized relationship of VU to SCP via the use of IT and SCC.FindingsThe results show that VU significantly impacts SCC via the use of IT and SCP via SCC. The use of IT positively and significantly impacts SCP via SCC.Practical implicationsWitnessing the potential benefits of the emerging use of IT in the uncertainty reduction as reported in this study, agri-tech firms operating in emerging rural and agricultural economies can enhance SCC to improve SCP.Social implicationsThis study unfolds how risks in agricultural supply chains (ASCs) sourced because the VU can be mitigated through the use of IT and SCC to influence SCP in rural agricultural and developing economies.Originality/valueVU at agri-tech firms and farmers is a ground reality that has led to an inability to plan and prepare, resulting in wastages and disruptions in ASCs and farmers’ struggles.

Working with information plays an important role in the management of any educational institution. The Deputy Director in carrying out information and analysis activities must process large amounts of material. The use of information technology helps make this job easier. This article describes the project on the use of information and communication technologies in the management of additional educational organizations for children and analyzes the main directions of informatization in the management of educational institutions. The effectiveness of the use of information technology in managerial activities based on the use of computer technology has been revealed. Managerial activities of the head include processing a large amount of information. For this information to really help make the right management decisions, it must be objective, arrive on time, and reflect the dynamics of change in management objects. In addition, we need technology that managers can use to process this information quickly and accurately, with minimal effort and time. However, in practice, a number of contradictions are revealed; between the need for computerized management of additional education centers and the ability of educational institutions the development management information systems; between the need to build a computerized management process based on scientific systems and their actual implementation through the development of individual areas - the constituent elements of the system (technical equipment, software, training, etc.), between the need to organize management using new information technologies and the level of training of teaching staff that is not adequate for working with modern software. The object of the study is ICT in the management activities of the leadership of an educational institution. The subject of the work is the process of informing the management of educational institutions. The aim of this work is to develop a variant of the management of educational institutions based on the use of information and communication technologies. This method of work. During the study, a complex of different methods was used: the object of research was studied by the method of systems analysis, the method of excluded and included observations, the study of documents governing the management of educational institutions, expert judgments, and sociological surveys. The practical significance of this work lies in the development of the project.

Introduction: The purpose of this study was to assess the use and acceptance of information technology (IT) in Slovenian public healthcare institutions. To our knowledge, this is the first national survey to estimate the willingness of employees to welcome new technology into their work routine. Methods: The survey was based on the Unified Theory of Acceptance and Use of Technology (UTAUT) methodology, according to which we designed a questionnaire. It consisted of 37 closed-ended questions and participants were asked to choose the single best answer to each. Out of one hundred public healthcare institutions across the country, 52 replied. We received 1,575 validly completed questionnaires. The results were statistically analyzed using descriptive statistics and logistic regression. Statistically significant value of p was set at < 0.05. Results: The data revealed a high degree of acceptance and use of IT among healthcare professionals. Health IT use showed the highest degree of coincidence with previous IT experience (p< 0.001). Respondents graded highly the usefulness of IT (4.50 of 5) and their own IT skills (4.28). They were slightly less content with the performance of their workplace IT and the availability of technical help in case of difficulty (both 3.57). Conclusions: The results show a positive attitude toward IT among Slovenian healthcare professionals. These findings are especially relevant in view of the fact that all types of healthcare professionals from all kinds of public healthcare institutions across the country were included in the survey.

The main objective of this PhD thesis is to obtain theoretical and empirical insights on how users cope with the dark side of information technology (IT) use. The dark side of IT use has a negative impact on the well-being of users and the productivity of organizations. However, psychological literature claims that individuals also tend to cope with negative events. To begin, the thesis investigates the dark side of IT use within different contexts and focuses on different outcomes. Subsequently, the effect of different coping strategies on the dark side of IT use is investigated. The findings demonstrate that the sources of the dark side of IT use in terms of IT events are influenced by different characteristics across contexts. The dissertation demonstrates that users perform coping strategies to manage the dark side of IT use, yet, the coping effect depends on inter-individual differences. These coping strategies are not all equal; instead, they can be differentiated depending on their method and focus. Also, users respond to IT events and the resultant responses differently by performing proactive and reactive coping. Moreover, the thesis gives insights into the longitudinal effects of coping with the dark side of IT use. The results lead to several contributions for information systems literature and provide implications for practitioners.

This research is at the intersection of open innovation and the use of information technology (IT) to improve new product development (NPD) performance. We investigate how a firm’s open innovation climate, its IT orientation, and its external collaboration breadth influence the usage of new media (i.e. project wikis, cloud-based file sharing, and dedicated open innovation artifacts) and social networking IT (i.e. weblogs, Twitter, and Facebook/LinkedIn/GooglePlus) across the NPD process. We also examine the influence of the usage of these media on NPD process performance and subsequent project performance.We collected data from 198 USA respondents and 152 Australian respondents to test a set of nine hypotheses. Results show that an outward focus has a negative impact on the use of new media and social networking IT. Reflexivity, and innovation and flexibility, had no significant impact on the use of new media and social networking IT. These results were stable between both countries. IT infrastructure positively influenced new media and social networking IT in Australia but not in the USA. The number of external collaborators also had a positive effect on the usage of new media and social networking IT only in the Australian sample. Interestingly, new media IT had a positive impact on NPD performance while social networking IT had no effect on NPD performance in both countries. Finally, NPD process performance had a positive impact on NPD project performance in both countries. Our chapter concludes with a discussion of our findings and their implications for research and managerial practice.
