Abstract

The aim of this paper is to look at the ‘Stadtumbau Ost’ policy as an example of a complex urban restructuring strategy. Initiated in 2002 as a reaction to high housing vacancy rates, which resulted from strong population shrinkage, the policy has been aimed at strengthening the residential attractiveness of cities and towns in eastern Germany. That should be achieved by means of a two-fold strategy that included reductions of the vacant housing stock on the one hand, and upgrading projects on the other. In our analysis we demonstrate that the actual priorities have in fact undergone several changes over time. Then, in the discussion section specifically two issues are being addressed. Firstly, we ask whether some ‘new hopes’ emerge for prefabricated housing estates that were particularly affected by this policy. Secondly, we discuss the relationship between Stadtumbau Ost and demographic processes in east German cities.
