Responsible management in administrative management: Innovative approaches and forecasts

This paper aims to improve the quality and effectiveness of administrative management using both decision analysis and data warehouse technology. Firstly, the structure of the Administrative management system is organized by five modules, which are 1) Administrative management module, 2) Decision support module, 3) Personal management module, 4) Information delivery management module, and 5) System maintenance module. Secondly, the decision analysis system for administrative management is developed by four sub-systems, that is, 1) Database management system, 2) Model base management system, 3) Knowledge base management system, and 4) Method base management system. Afterwards, to build system for administrative management, a decision analysis algorithm combined with data warehouse is designed. Finally, to test the performance of our system, we implement an administrative management system. Experimental results show that utilizing the data warehouse technology, quality of administrative management is significantly improved in four aspects: 1) Administration efficiency evaluation, 2) Quality administration evaluation, 3) Administration management satisfaction evaluation, and 4) Administrative management coverage evaluation.

Introduction. Economic globalisation and total digitalisation are the root causes of rapid progress in scientific fields. Administrative management is no exception. It is becoming imperative to make optimal use of the potential of the fundamental administrative management system indicators and to professionally implement, on a qualitatively new administrative basis professionally, management innovations, particularly Technical Regulations, Standards, and Business Excellence models. In other words, in addition to the deepening of comprehensive digitalisation, transformational changes are taking place in the organisation of the work of enterprises (organisations, institutions), which guarantee sustainable development and the achievement of desired competitive and reputational advantages. Materials and methods. The transformation of management schools, management revolutions, and the social approach to management and administration have naturally increased the number of subjects of scientific knowledge in labour administration. There are now grounds for moving to a qualitatively new level. To substantiate the progress of “Administrative Management”, well-known methods of achieving goals were used: historical-logical, abstract-logical, dialectical, cognition of processes and phenomena, dialectical, terminological, tabular. Results and discussion. The transformation of administration has been analysed. To establish the objective role of the school of “Science of Administrative Excellence in Management and Administration”, the main current features of the school of Management Science have been identified. The subjects of scientific research in the stated direction have been determined. The terms “digital technologies”, “potential of digital technologies”, “information and communication technologies” and “information and communication network” have been developed. The lexemes “basic system of administrative management”, “competitive advantages”, “reputational advantages”, and “coercion and/or encouragement of direct or indirect administration tools” have been thoroughly clarified. The following historical step in labour administration and the real feasibility of initiating a modern school of Administrative Excellence in Management and Control have been substantiated, as well as the objectivity of the characteristics of the new management revolution, namely, Basic Administrative Management Systems, total digitalisation, Managerial Innovations and Business Excellence Models, as well as changes in the specifics of the formation of the Capitalist stage of development of social relations. Conclusions. Due to comprehensive digitalisation and the formation of a global economy, as well as the russian-Ukrainian war and Ukraine's desire to become a competitive, reputable player in the European arena, the level of requirements for scientists specialising in the study of rational administration is increasing. The launch of the School of Administrative Excellence in Management and Administration, alongside the School of Management Science, will require the development of recommendations for building effective basic administrative management systems, taking into account the results obtained, actual resources, and the behaviour of internal and external environmental factors. It will help to convince managers of any legal entity that becoming a business leader depends on the business competence of those involved in production processes, strict compliance with internal administrative documents, and the appropriate use of a full range of administrative tools and management innovations.

Official involvement of parents in school education has been very limited until recently within the highly centralized educational administration and school management system in Korea. But, the educational reform in 1995 has brought fundamental changes in educational administration and school management system of Korea. The main approach of the reform is decentralization, which tries to turn over the power of the central government in educational administration and school management to the hands of regional education offices and site schools. According to the reform, the school council was introduced to enforce autonomous and responsible school-based management through broad participation of various stakeholders of education. In this article, I examined the background, roles, and characteristics of the school council, focusing on the new pattern of parent–school participation formation. And based on the findings, I discussed the issues of parents’ participation and future prospects of the school council and suggested policy implications for better implementation of parent–school partnership through the school council.

The current state of motor transport enterprises, which is characterized by negative dynamics of development in all sectors of the transport sector, is studied. The research of scientific works determined the direction of the article and the object of research was business processes in administrative management. That is, it is impossible not to agree with the authors to solve the crisis of modern enterprises. It should be noted that all of them are solved through the mechanisms of the administrative management system. Therefore, it became necessary to form conceptual features of the use of business analyst in administrative management during the Covid pandemic 19. Modern approaches to administrative management are considered, providing reliable administrative management of the motor transport enterprise. Management of business processes in motor transport enterprises of business provides their constant improvement and optimization therefore the most important tools of process management are approaches and methods of improvement of business processes managed by administrative management systems. The researched approaches are aimed at identifying duplication of functions, bottlenecks, cost centers, quality of individual operations, missing information, the possibility of automation and quality management. The main directions and software products for automation of business processes in the system of administrative management are established. It is proved that the holistic application of approaches and elements of business analyst in the administrative management of the enterprise will lead to great chances of maintaining the competitiveness of motor transport enterprises and ways out of the post-crisis crisis. The measures of administrative management concerning improvement of activity of the motor transport enterprises are offered. Therefore, in order for trucking companies to develop and differ from their competitors in the level of services provided and the level of comfort, in the critical conditions of the COVID-19 pandemic it is necessary to radically change the methods of administrative management, ie reengineer business processes.

PurposeThis study aims to critically examine talent management practices and strategies from ethical and responsible management perspectives.Design/methodology/approachIt achieves its aim through conceptual analysis by theorising through the lenses of talent philosophies, the organisational justice theory, the stakeholder theory and extant literature.FindingsA responsible talent management construct and mode to guide the practice of talent management in a socially responsible way is developed. It argues that inclusivity; corporate responsibility; and equity and equal employment opportunity are the key underlying principles of a responsible talent management system. This study further argues that responsible talent management practices promote achievement of multilevel sustainable outcomes such as decent work, employee well-being and organisational well-being.Practical implicationsEmphasising responsible management and ethical concerns in organisational talent strategies and practices is non-negotiable, given the current level of interest in sustainable work and employment and in the quest to achieve sustainable human and organisational outcomes through management and organisational practices.Originality/valueThe development of a responsible talent management construct and model is original and novel and is expected to shape thinking and drive new research directions in the field of talent management. It further contributes directly to knowledge and practice by demonstrating how organisations can manage their talents in a responsible way.

With the development of computer and the progress of network technology, computer application has become a powerful catalyst in all walks of life. In the information age, the efficiency of information processing is directly related to the quality of administrative service. Especially in administrative information management, most of its work is related to information dissemination and file transfer. This paper adopts Python data analysis technology to improve the efficiency of administrative information integration management. The use of Python technology improves the quality and efficiency of administrative information integration management and greatly improves the data service performance of the system. This paper studies the application of Python data analysis technology in administrative information integration management system, and illustrates the relevant working mechanism of Python data analysis technology in administrative information integration management system. Data analysis shows that Python data analysis technology has high performance in administrative information integration management.

The Establishment of Thinking Frame of Administrative Teaching Management in Colleges and Universities Based on Modern Culture

In order to solve the problems of current enterprise administrative management information, poor administrative information management instructions in the process of enterprise operation of pharma companies, resulting in unclear rights and responsibilities and poor communication between departments, this paper analyzes and studies the management of modern enterprise administrative system of pharma companies, and puts forward the design of administrative management system based on BP structure, combined with the relevant theories of BP structure and lean management thought, Uniformly process the enterprise administrative management system information, optimize the system hardware structure and software functions by using the B / S framework, simplify the processing steps of massive administrative management information, plan the rights and responsibilities of each department, and clarify the content of the enterprise administrative management target set, so as to improve the system operation efficiency in pharma companies. Ensure the lean management effect of the implementation of a modern enterprise administrative system. The implementation results show that the design and implementation of the administrative management system based on the BP structure has high application value in the process of practical application, and fully meets the research requirements.

Introduction. The main instrument of the society political system is the state, which through management mechanisms influences the processes taking place in the education field. Public management of the higher education modernization process is to achieve a managed positive qualitative change in the educational system of Ukraine, which includes a number of essential components: innovative processes management in higher education, their financial and logistical support; the implementation of processes regulation of advanced educational technologies; clearly planned and coordinated management of the modern promising human resources development in the education field. The purpose of the article is to reveal the theoretical and methodological foundations of administrative and strategic management of the educational services system for the successful administrative influence formation of the state on the modernization processes in higher education in Ukraine. Results. Theoretical approaches to the definition of the conceptual and categorical apparatus of “administrative management of higher education”, “the higher education system strategic management”, “public management of higher education modernization” are studied. The state policy realization features of the higher education domestic system modernization in the direction of its European integration are considered. The structural and functional features of state management of modernization processes in the higher education field are highlighted. The peculiarities of the regulatory framework formation in this area are revealed. The conceptual principles of the process administration of higher education modernization in the context of modernization, European integration, and innovative transformations in the higher education system of Ukraine are studied. Conclusions. It is proved that the administrative and strategic management of the higher education system leads to the settlement of supply and demand in the educational services market. The directions of the higher education modernization strategy and mechanisms of state management of this process are determined. The appropriate content and forms of public administration of innovative development of the educational sector are developed. The necessity of applying the experience of EU countries, in particular, Slovakia, in the conceptual foundations’ formation for the management of the higher education modernization process in Ukraine is substantiated. Some problems in higher education institutions need a further urgent solution, in particular: inefficiency of management processes, insufficient logistics, low level of scientific and technical potential, etc. Keywords: administrative management, strategic management, public administration, education, modernization.

Content management systems (CMS) provide an optimal solution by organizing information and, mostly, creating and managing an enterprises knowledge. This paper aims to construct an interactive dynamic system base on CMS technologies, on which a range of problems concerning the administration and academic aspects of a university management system can be analyzed and certain policies for overcoming these problems can be tested and improved. This pilot was developed to explore the versatility of content management system (CMS) and to use the technology of CMS as precursor to handle content of a full blown automation of administration and academic performance management system.

This study examines the need to introduce innovative technologies into logistics processes to ensure efficiency, reduce costs, improve customer service, and maintain competitiveness in today's globalized environment. The main trends in the development of the world economy indicate the growing importance of logistics as a key element of ensuring the competitiveness of enterprises. In the conditions of globalization and digital transformation, traditional methods of managing logistics processes no longer meet modern requirements. Therefore, the issue of introducing innovative technologies, such as the Internet of Things (IoT), artificial intelligence (AI), blockchain, automation and robotics, which allow to significantly increase the productivity and efficiency of logistics systems, is relevant. The significance and relevance of this research is explained by several important reasons: Insufficient integration of innovative technologies into logistics processes; Lack of standards and methodologies; Data security and privacy; Lack of effectiveness studies. Therefore, the study of the development and implementation of innovative technologies in logistics activities is a necessary step to ensure the competitiveness of enterprises in the conditions of the modern economy. Solving the above-mentioned problems will help increase the efficiency of logistics processes, reduce costs and improve the quality of customer service, which, in turn, will positively affect the development of business and the economy as a whole. Therefore, the study highlights key innovative technologies such as the Internet of Things (IoT), artificial intelligence (AI) and machine learning (ML), blockchain, automation and robotics, and big data and analytics. Analyzing the advantages and disadvantages of each technology, the study offers recommendations for successfully integrating innovations, including developing strategies, investing in training, ensuring cybersecurity, and integrating technologies with existing systems. Particular attention is paid to the barriers that Ukrainian enterprises may face, such as economic, infrastructural, technical, regulatory, social and security-related challenges, and the need for an integrated approach to overcome them is indicated. The results of the study confirm that the active implementation of modern innovative technologies can significantly improve the quality of logistics operations and contribute to the sustainable development of enterprises in Ukraine and on the global market.

With the continuous development of China's economic and social construction, China's administrative management system has gradually shown a higher level and a high degree of intelligence, and the perfection of information between colleges and universities has formed its new characteristics and advantages in college management. The introduction of various public platforms, including wechat public accounts, into the administrative management system can improve the upgrade and conditions for the establishment of the administrative management system, and is an important attempt to build a constructive relationship between the college and students. The introduction of wechat assisted teaching provides a new opportunity for the innovation of educational technology in colleges and universities. In the process of using wechat platform, the use of its information dissemination, exchange and interaction, knowledge sharing and other features is a kind of technological innovation committed to expanding the scope of professional learning knowledge in colleges and universities and promoting the in-depth understanding of knowledge. It can effectively break the constraints of time, space and content in professional teaching, and innovate the professional teaching mode of colleges and universities, and improve the level and efficiency of professional personnel training through the mutual cooperation of application function modules and flexible switch between task-based application mechanism and interest-based application mechanism. This paper takes administrative management as an example to explore the application of wechat auxiliary technology in professional teaching in colleges and universities, and makes relevant analysis and explanation according to the current status of administrative management system, aiming to strengthen the application of administrative management system and speed up the connection with wechat public platform.

The reform of the university administrative management system aims to streamline administration and delegate power, expand the autonomy of universities, promote separation of the administrative functions of the government from the educational functions of universities, and improve the university’s internal Party, administrative and academic management system.

行政，特に地方自治体と言われる市町村には，住民の要求に対し効率・効果的にサービスを提供する必要性があるため，様々な政策，施策，そしてそれらを達成するための事務・事業が存在している．また，そうした一連の体系を可視化し，住民に説明責任として公表する責務を負っている．本論文は，行政における政策・施策を企画・立案し，設定された戦略目標を効率・効果的に達成するための方法論を示す．さらには，問題構造化，ロジックモデルといったツールを駆使することにより，行政経営システムを構築し，政策・行政方針の実施システムや政策・行政方針を実現するための計画において，パフォーマンスを計測しながら経営サイクルに従った見直し（システムメインテナンス）を行う方法論を述べるものである．

Purpose: The aims of this research was to demonstrate what IQNet SR10 certification of a Social Responsibility management system means to companies. From the wide range of existing certifications, we identified the added value of having the IQNet SR10 standard by showing a specific company’s situation before and after certification. Design/methodology/approach: We used an exploratory study of items of Social Responsibility management system certification (IQNet SR10) to develop a qualitative questionnaire. The questionnaire was then administered to the company under study to determine the added value to companies of holding this certification. Findings and originality/value: The study describes how social responsibility (SR) management system certification benefits a company, what way of doing things it identifies in a company, and what effort is required to maintain the certification. It also highlights a way of managing companies that is focused on their survival, as management systems must provide economic, social and environmental added value for companies to have a future in an internationalised world that requires credentials to prove it. Research limitations/implications: The main limitation of this study is that it is based on the results of just one company, because few companies currently have this certification. To continue with this area of research in the future, we hope to obtain information about IQNet SR10 certification from other companies. Practical implications: The study demonstrates the need for certifications in the field of Social Responsibility in today's business world, to be in line with the normal dynamics of economy activity in different sectors, and for companies of assorted sizes to enjoy an added value that makes them more competitive. Social implications: The study identifies a new business management system, in line with the necessary Social Responsibility of companies today. This system must be integrated into business models to facilitate current business dynamics at international level, with appropriate certifications that show companies’ good economic, social and environmental behaviour. Originality/value: The study identifies a business management system that continuously organises and improves the performances of a company in the area of Corporate Social Responsibility, through audited certification that enhances the competitivity of companies that hold the international standard. The study also demonstrates the need for a management system to integrate into business models.
