Abstract

Farmers who employ best-practice plan for normal variations in the weather. Occasionally, however, an extreme weather event may render many, or all, of the farmers' on-farm responses to the weather ineffective so that individuals, or representative organizations such as the National Farmers' Union of England and Wales, are compelled to approach government for assistance. The ways in which individuals and institutions respond to an extreme weather event in agriculture are discussed, and attention is focused, through the development of a flow diagram, on the arbitrary nature of many of the factors involved in the responsive process. In particular, the factors involved in sustaining a political initiative are highlighted and suggestions are made to help define, and hopefully reduce, the vagaries found in this process.
