Researches on information quality standard is few both domestic and abroad, furthermore, there is no research on quality standard of rural information. In order to meet the need of China’s rural information construction, promote the development of information science, the research objects and difficulties in the study of quality standard of rural information have been analyzed by the authors. New conceptions such as relativity, essential requirement, external expression, requisite element, optional element have been put forward creatively. Besides, researches on commonality extracted from diversified rural information and standardized treatment on relativity of rural information have been taken. Moreover, a qualified expression method based on the organic integration of essential requirement and external expression has been explored. The dialectical relationship between essential requirement and external expression, internal elements within the essential requirement, requisite element and optional element has been highly concluded in this paper. Consequently, “essential requirement, four necessities; external expression, classified description; pursuing integrity, not inexhaustibility; simple and clear, stressing on utility” as the clew of compiling this standard has been extracted and the grades and standard of rural information quality have been preliminarily brought up.

On the premise of all-round development of rural material civilization and spiritual civilization which are promoted by rural information , the study on the influence and promotion of rural information on rural life quality have become one of research focuses in the rural information technology. Based on the research on information and life quality at home and abroad, the paper designs the hypothesis model about the relation path between information and life quality and the structural equation model algorithm is adopted to test and modify the model. The result reveals that information has a positive influence on rural life quality, and the influence on political and economic development is most obvious. Our study has certain guiding significance to rural information construction and application.

Rural informatization is an important part of the national informatization. China’s rural informatization has been paid full attention and attached great importance by the whole society. rural informatization construction has been a certain amount of base, but the full implementation of rural informatization construction is still a long way to go, both facing integration, specialization, practical, universalization significant trends, but also facing the contradictions of the majority of farmers’ growing demand for information services and the level of IT. This article where start from the important significance of rural informatization, then analyzes the status quo and problems of China’s rural informatization, finally puts forward some countermeasures for the construction of rural informatization.

Based on rural informatization connotation and five essential elements that affect rural informatization assessment, which are development environment, information infrastructure, information resource, information service system and application of information technology in rural areas, This paper designs an indicator system for rural informatization level assessment. Through AHP method, it sets up the hierarchical construction model of rural informatization assessment and weight of each indicator is calculated. Thus the evaluation method for assessment on rural informatization level is proposed in this paper. It combines subjective evaluation with objective appraisal and will help direct rural informatization management departments with jobs and promotes rural informatization development. Rural and agricultural information service is the fundamental condition for agricultural information development. Moreover, it is a effective way to narrow the effectiveness of the “digital divide” and integrate the urban and rural development. In this study, taking Shandong Province as an example, the service platform, service tools, service support and service teams etc. are described. And, the rural agricultural information service model based on “Service platform as the core, service means as basic, service carrier as link, service team as support and public and market integration” is put forward in this study. This rural agricultural information service model is benefit for the agricultural information; accelerate the pace of rural agricultural information construction.

Agricultural Informationization in China

Types of rural-urban gaps exist and seem keep in extending in the mainland of China, although agriculture and rural lives have obtained significant enhancement since the “opening and reforming” policy started in 1980. Amongst these gaps, digital gap is critical itself, and may make other gaps wider. How to promote rural informationization construction effectively and efficiently is a great and new challenge to Chinese government and Chinese people nowadays. Meanwhile, the process of rural informationization also brings opportunities with new markets, new technology and new culture, etc. The first part of this chapter introduces the background about rural areas and rural informationization in China in brief. The second part studies the three phases of agricultural informationization first, then, gives focus on main types of service models and technology models of rural informationization. Furthermore, policy guidance and government (guided) projects or actions are introduced in the third part. Finally, this chapter ends with the significance and development direction of agricultural informationization in this transition country. We wish the information service models and technical models introduced here bring meaningful references for relevant people such as police-makers, basic-level officers, farmers, and agricultural information companies inside and outside the mainland of China.

Rural Logistics System Based on Rural Informatization

Current status of rural informatization construction is analyzed in China,including relatively weak rural informatization infrastructure,asymmetric market information,low level of information sharing,scattered resources,even distribution,and no crossover. Importance of informatization to rural logistics system is introduced. Firstly,decision making of logistics system plan is based on the information. Secondly,improvement of the overall effectiveness of logistics system is based on information. Thirdly,logistics transmission is taken internet as the carrier. Necessity of rural logistics system is discussed from five aspects of increasing the employment of farmers,enhancing the income of farmers,reducing the blindness of agricultural production and circulation,decentralizing the risk of agricultural management,and promoting the rural economic restructuring. Based on this,five countermeasures are put forward in order to improve the rural logistics system based on rural informatization,which are deepening the awareness of government information,establishing a rural information system suitable for the national condition of China,strengthening the information infrastructure in rural areas,promoting the integration of rural information resources,and establishing the training system for agricultural information professionals.

Research about Rural Information Management Multi-Level Platform Based on Cloud Computing

The rural informatization refers to the widespread application and promotion of communication technology and computer technology in rural production, life and social management, and is a very important part of social informatization. Following the development of IT and advance of new socialist countryside, rural information management as the core content of rural informatization construction has the direct impact on the level of rural information service. Based on the analysis of situation and existing problem of China's rural information management, an rural information management multi-level platform based on cloud computing was provided. The theory, technology, service and deploy model and characteristic of cloud computing were discussed in detail. Combined with the characteristics of rural information data, requirement definition of this platform was analyzed. The basic concept, model of design and method of implementation of this platform was discussed in details.

Research on the impact of rural information networking on increasing farmers' income under the background of rural China

China's rural informatization construction has a good foundation. However, China's rural informatization construction still has a long way to go. It is not only facing major development trends such as integration, specialization, networking, multimedia, practicality, popularization, integration and whole process, but also facing the urgency of farmers' increasing agricultural income and farmers' demand for information services to open up a larger consumer market. Moreover, increasing grain production and farmers' income are not only the focus of the "three rural" issues, but also related to China's steady economic development and social stability. In the selection of variables, this paper uses the GDP of the primary industry to quantify the income of farmers, and uses the number of broadband households to quantify the degree of rural information networking. In terms of the development trend of rural information construction, this paper will study the rural information networking, test it by using Vif multicollinearity expansion factor method, and study the relationship between farmers' income and the degree of rural information networking by ridge regression method.

The relationship between ERP software selection criteria and ERP success

“ERP success” measures are the most important, but they cannot be analyzed and understood without “software quality” and “information quality” measurements [1]. Moreover, high software quality is an essential requirement in an ERP system. And, it will further influence information quality and ERP success. Consequently, the determination of ERP software selection criteria for ERP success plays an important role while organizations consider implementing an ERP system. This study presents a conceptual framework to investigate how ERP software selection criterion are linked to software quality, information quality and ERP success in the ERP implementing process, as well as, the impacts of those factors on software quality. Through a cross-sectional survey of top 5000 largest companies in Taiwan, undertaken in 2006, the study explores 13 important selection criterion which can directly and positively influence ERP software quality in the dimension of functionality, reliability, usability, efficiency and maintainability, respectively, in pre-implementing ERP phase. Generally, software quality and information quality are critical in influencing the effectiveness of ERP success after implementing ERP system. Despite ERP software selection criterion seem less influential to ERP success, they still impact the ERP success indirectly through software quality and information quality. We consider the results are generally supportive to the research model and such support also provides additional evidence of the validity of the concept proposed in the study.

Quality of online information on type 2 diabetes mellitus in Arabic language websites

The Internet has become a major source of health information. However, the accuracy and quality of this information might be questionable. The aim of this study was to evaluate the quality of online information on type-2 diabetes on Arabic websites. In this cross-sectional study, the term “type-2 diabetes” in the Arabic language was fed to popular search engines. The first 25 hits from each engine were considered. A list of 50 websites was evalu-ated in terms of formal quality, usability and accuracy of the information provided by the website. The average percentage of quality standards (QS) achievement of the evaluated websites was 31.6% (min=7 (15.9%) and max=28 (63.6%)). The author was identified in 40% of the websites; however the percentage of showing his/her affiliation, expertise and credentials were 18, 10 and 10% respectively. Only 12% of the websites provided infor-mation written by healthcare providers. Only half of the websites described the disease, and only 22% discussed the treatment options. This study demonstrates a lack of credibility and low quality for the information on type-2 diabetes mellitus provided by the majority of web-sites in the Arabic language.

Distributed Optimization Framework for In-Network Data Processing

In-Network Processing (INP) is an effective way to aggregate and process data from different sources and forward the aggregated data to other nodes for further processing until it reaches the end user. There is a trade-off between energy consumption for processing data and communication energy spent on transferring the data. Specifically, aggressive data aggregation consumes much energy for processing, but results in less data for transmission, thus using less energy for communications, and vice versa. An essential requirement in the INP process is to ensure that the user expectation of quality of information (QoI) is delivered during the process. Using wireless sensor networks for illustration and with the aim of minimising the total energy consumption of the system, we study and formulate the trade-off problem as a nonlinear optimisation problem where the goal is to determine the optimal data reduction rate, while satisfying the QoI required by the user. The formulated problem is a Signomial Programming (SP) problem, which is a non-convex optimisation problem and very hard to be solved directly. We propose two solution frameworks. First, we introduce an equivalent problem which is still SP and non-convex as the original one, but we prove that the strong duality property holds, and propose an efficient distributed algorithm to obtain the optimal data reduction rates, while delivering the required QoI. The second framework applies to the system with identical nodes and parameter settings. In such cases, we prove that the complexity of the problem can be reduced logarithmically. We evaluate our proposed frameworks under different parameter settings and illustrate the validity and performance of the proposed techniques through extensive simulation.

Fuzzy Comprehensive Evaluation of Rural Information Poverty in China —— Case Study of Hebei Province

Information poverty is a new form of poverty in information society. With the growing information-gap between urban and rural areas, information poverty is prevailing in the vast rural areas in China. It is largely restricted the new rural construction and the social harmonious development of villages and towns and must be resolved. The evaluation of rural information poverty is the premise to resolve it. In order to estimate the problem, index system of rural informatization evaluation of Hebei province was designed by means of Delphi. Then, according to the survey of farmers’ information demand, AHP and FCE were used to estimate rural information poverty of Hebei province. The purpose of this study is to provide a new operational approach in evaluating or solving rural information poverty and constructing rural informatization in China.
