It is crucial to clarify the relationship between ecological industry development and ecological civilization construction, as well as their driving forces, to promote high-quality local development. The ecological environment of the karst region is fragile, and it faces a contradiction between ecological preservation and economic advancement. Coordinating the relationship between economic development and ecological protection is crucial for achieving sustainable development in rural karst regions. This study identified karst characteristics in Guizhou province, China, by constructing an index system for ecological industry development and civilization construction. It employed the entropy weight method to calculate a comprehensive score and utilized a coupling coordination model to analyze interactions and symbiotic coordination. Finally, a linear regression analysis model was employed to analyze the impact of ecological industrial development on the construction of ecological civilization. The results indicate the following: (1) The ecological industry and ecological civilization construction levels exhibited a relatively stable growth trajectory across three research areas from 2011 to 2021, with the ecological civilization construction index outperforming the ecological industry development index. (2) The correlation analysis indicated a relationship between the two indices in the research areas, and the divergence trend among the three research areas rose in a uniform direction, indicating a strong positive correlation between the two indices. From the perspective of the coupling degree (C), the degree of coupling between ecological industry and ecological civilization construction in the three research areas exceeded 0.9, indicating a high level of coordination. This suggests that ecological civilization construction and ecological industry in these research areas are effectively coordinated and exist in a state of harmonious co-promotion. There were differences from the coupling coordination degree (D) perspective, but they increased in the three research areas. (3) The regression analysis results indicate that the per capita agricultural output value, per capita forestry output value, per capita forage industry output value, industrial solid waste utilization rate, energy consumption per unit of GDP, tourism income, rocky desertification level, and proportion of the labor force population with a high school education or higher significantly contribute to the development of ecological civilization. The per capita forestry output value greatly advances ecological civilization, significantly enhancing ecological culture and security. The coefficients are 0.0354 and 0.0393, respectively, indicating that a 1% rise in the per capita forestry output value results in increases of 0.0354% and 0.0393% in the ecological culture and security indices.

In recent years, under the background that the country gradually attaches importance to ecological civilization accomplishment and strengthens the construction of ecological civilization system, ecological civilization construction has become an important part of Chinese social governance, and ecological civilization education in colleges and universities has also received continuous attention. As a national pilot zone for ecological civilization, Hainan Province has concentrated advantages in environmental resources and is a key player in promoting ecological civilization in the construction of free trade ports. In this context, as the main front of talent training, colleges and universities should actively play the role of educating people on their intellectual bases. They should not only do a good job in ecological civilization education and promote the construction of the strategic quality of ecological civilization in the whole society but also give full play to the positive role of ecological civilization in economic construction and social development. As the construction of ecological civilization continues to progress, various entities have made some degree of progress in the field of ecological civilization education. Firstly, the government has continued to improve the top-level design and accelerate the construction of ecological civilized policy systems and ideological systems; secondly, universities have co-ordinated and civilization the allocation of disciplines, strengthened the concept of research and study and expanded practical platforms; thirdly, the public has actively participated in creating a favourable atmosphere in society as a whole to advocate ecological civilization and promote the integration and coordination of various educational resources. But at the same time, the development of ecological civilization education also faces many difficulties. First, the depth of theoretical research is insufficient, the discipline barrier has not been broken through, and the educational results have little effect. Second, the policy system needs to be improved, the educational logic is not clear, and the policy framework needs to be optimized. Third, the orientation of education is fuzzy, personnel training lags, and the transformation of practice is hindered seriously. Fourth, the main body of education is dislocated and lacking, the potential of resources is weak, and the integration still needs to be strengthened. Based on this, this paper analyzes the implementation of ecological civilization education in 21 universities in Hainan Province through field research, summarizes the current dilemmas and problems in ecological civilization education, attempts to strengthen the cause-effect orientation, deepen the theoretical construction of ecological civilization education in universities on the premise of clarifying the correlative influences of ecological awareness and participation behaviour, actively explores the effective path of cultivating ecological awareness among university students, and provides benefits for the construction of ecological civilization in Hainan Province and the development of Hainan's free trade port.

PDF HTML阅读 XML下载 导出引用 引用提醒 中国省域生态文明建设进程区域差异化 DOI: 10.5846/stxb202109182628 作者: 作者单位: 作者简介: 通讯作者: 中图分类号: 基金项目: 国家科技支撑计划课题(2015BAJ01B03);国家自然科学基金面上项目(42071292) Provincial variation of progressing ecological civilization in China Author: Affiliation: Fund Project: 摘要 | 图/表 | 访问统计 | 参考文献 | 相似文献 | 引证文献 | 资源附件 | 文章评论 摘要:中国生态文明理论体系和示范实践为我国各地全面推进生态文明建设奠定了基础,区域差异化研究希望通过探究不同区域生态文明建设特征、潜力以及与经济发展的联系,为我国各地区全面推进生态文明实践提供的支持。构建"社会、经济、政治、文化和生态"生态文明指数五维度评价指标体系,运用2005、2010、2015和2019年我国面板数据,刻画31个省份(统计数据尚未包含我国港澳台)生态文明建设的前期、初期、快速发展期和当前各时段时空变化,提出区域的发展速度和发展加速度概念描述各省份建设能力差异,基于各省份生态文明五维度预期目标和历史发展速度探究各省份的发展潜势差异,并初步探究各省份生态文明差异与经济发展的关系。研究结果表明:(1)总体上,各省份的生态文明指数反映出生态文明建设效果显著;时间序列变化上,各省份生态文明建设整体水平和过程存在较大差异性,尽管增长速度都呈现出先快后慢的特点,各省份生态文明水平差距仍然持续拉大;在空间上,明显呈现出东部地区好于西部地区、南部地区好于北部地区的特征,通过分析31个省份所属的六个地区的生态文明等级,发现华东地区和中南地区生态文明等级领先于其他地区,且在各阶段进步最大,而东北地区和西北地区落后较大,进步缓慢;各省生态文明建设与经济发展都表现出正向相关的特征,且随着生态文明建设进程的深入,各省份之间生态文明建设与经济发展的关联程度的差别在加大。(2)各省份的生态文明建设速度和加速度表现出不同的时空变化特征,反映出各省在生态文明建设能力方面存在差异,虽然各省份建设能力均有不同程度的增强,但是增强的程度越来越小,甚至有部分省份提升能力出现急剧下降。(3)我国约70%的省份距离生态文明建设目标仍然存在差距,西藏、宁夏、新疆和吉林等省份需要的时间最长。尝试性探索中国省域生态文明建设进程区域差异化的研究方法,实证分析结果为我国制定适合不同区域的生态文明建设策略、分类分级全面推动我国生态文明建设提供科学参考,特别是各省份生态文明建设的基础差异、进度差异、潜力差异的发现,以及及时更新生态文明目标的需求,对推进我国生态文明实践从示范阶段进入全面推进阶段具有参考价值。此外,研究发现生态文明指标体系、区域差异化驱动机制以及各区域生态文明建设与区域物质能量代谢的关系研究,是未来研究需要关注的内容之一。 Abstract:The theoretical system and exemplary practice of ecological civilization in China lay the foundation for the comprehensive promotion of ecological civilization across China. In practice, the specific road map and proper policies should be laid on the spatiotemporal characteristics and potential of each province in constructing ecological civilization. This paper constructs a five-dimension evaluating ecological civilization index system of social, economic, political, cultural and ecological aspect and uses provincial panel data from 2005, 2010, 2015, and 2019 to characterize the spatial and temporal changes of ecological civilization for 31 provinces (excluding Hong Kong, Macao, and Taiwan) in four stages of before, initial, in progress, and current periods. The concepts of speed and acceleration are proposed to describe the capabilities variation of the provinces in constructing ecological civilization. The years for achieving the expected targets are calculated to represent the future potential of ecological civilization of each province by assuming the historical development speed. The relationship between the ecological civilization and economic development of each province is slightly discussed by simply regression. The research results show that:(1) in general, each province has made predominant progress in ecological civilization. Nevertheless, there is a significant variability of the achievement for different provinces from time-series change. In the progress of construction, although all provinces made progress rapidly in the first stage and slowly in the later stages, the extent of improvement was different for different provinces, which underpinned widen gaps among different provinces. Spatially, it is obvious that for the ecological level reviewed by the ecological index, the eastern region is better than the western region, and the southern region is better than the northern region. By analyzing the ecological civilization grades of the six regions to which 31 provinces belong, we found that the eastern region and the central and southern regions were ahead of other regions and have made the most outstanding progress at each stage, while the northeastern region and the northwestern region were lagging behind and making slow progress. Considering the relationship of ecological civilization construction and economic development, the regression analysis has revealed positive correlations for all provinces, while there existed considerable differences in the degree of correlation. At the same time the differences have been extended along with the periods of four stages. (2) Each province has showed great capacity of constructing ecological civilization with their different speed and acceleration. But the slowdown effect of the speed and acceleration ability along the four stages reflects that the enhancement of civilization of each province is getting smaller and smaller, with the sharply declining of enhancement capacity happened for a few provinces. (3) About 70% of provinces have not reached the assumed goals of ecological civilization, Tibet, Ningxia, Xinjiang, and Jilin were the lagged ones. This paper provides a framework on studying regional differentiation of ecological civilization for the Chinese provinces, and the empirical results provide scientific knowledge for practicing ecological civilization in different regions and the implications for classifying and grading strategies for different provinces and regions in China. The base, progressing capability and potentials of these provinces provide insights and implications for road maps and policies on ecological civilization construction. Furthermore, renewing goals of civilization construction timely is found urgent for provinces. From the perspective of research, the ecological civilization index system, the driving mechanism of regional differentiation, such as material and energy metabolism in each region are among the elements that need attention in the future. 参考文献 相似文献 引证文献

In the field of world heritage conservation, there has been broad consensus on carrying out heritage conservation research on the basis of spatial integration and interregional and international cooperation. However, there are still many deficiencies in the integration of culture with the environment, regional economic and social development, and the regional, holistic and multimodal conservation and utilization of cultural heritage sites. In China, the Dongjiang-Hanjiang River Basin is a representative area of substantial cultural and ecological value for both Guangdong Province and the whole country. This paper uses the morphological spatial pattern analysis and the minimum cumulative resistance model to integrate cultural ecology sources and establish a cross-regional and large-scale cultural ecology network system that includes 1 main corridor, 22 important corridors and 17 secondary corridors. In addition, based on identified cultural landscape nodes and cultural ecology services, the economy of the cultural ecology corridor could be developed with large-scale co-construction, co-governance and shared working mechanisms to overcome administrative limits and realize the conservation and utilization of multimodal and large-scale heritage sites. This approach has strong theoretical and practical significance for innovative methods in cultural ecology research, as well as for new content in the research of Lingnan culture, ecosystem restoration, and the economic and social development of towns and villages. This article supplements unilateral studies of regional culture and ecology and demonstrates an in-depth application of cultural ecology theory.

Since the 18th National Congress of the Communist Party of China, the integration of ecological civilization construction with the development of economy, politics, culture, and society has not only been an established strategy of deepening and consolidating the “five-sphere integrated plan” of socialism with Chinese characteristics, but it has also been an important approach to achieve ecological civilization. In order to realize it, “integration” is the living soul. Integration means that on one hand, ecological civilization construction should be in step with economic and social development; on the other hand, it is inherent with the strategic thinking that priority should be given to ecology and environmental protection. This paper explains how ecological civilization construction is integrated with economic development and also discusses its strategies and paths. The findings are as follows: The first is to cling to the bottom line that no major ecological disasters should happen. This requires adherence to the basic state policy of environmental protection, restructuring of conventional industries and transformation of development patterns. The second is to adhere to the philosophy that industrialization, urbanization, informatization, agricultural modernization and greenization be promoted simultaneously, so that they can complement with the “five-sphere integrated plan”. This requires that a green, low carbon, and recyclable path should be pursued. The third is to stay open and forward-looking. In the new era of ecological civilization with new fashion and trends, active measures should be taken to build a modern ecological and industrial development system in order to lay a solid foundation for ecological civilization construction.

The party has made a strategic decision to promote the construction of ecological civilization vigorously in the 18th CPC National Congress, and the impact of ecological civilization construction and sharing on the economic development of our country is also growing. This paper is based on the study of the coordination of local government interests in the process of joint construction and sharing of grassland ecological civilization. First of all, it explained the conflicts of interest between local governments in the process of co-construction and sharing of ecological civilization in the grass-roots steppe. Secondly, it conducted a game analysis of the interests among local governments in the process of co-construction and sharing of grassland ecological civilization across regions, and on this basis, the corresponding countermeasures were put forward. Cross regional ecological civilization sharing refers to all the administrative regions (can be the smallest village as the basic unit) in the process of its development in a reasonable, fair, sustainable, harmonious as the basic value idea, to resource sharing, shared responsibility, development and win-win for the construction of ecological civilization of grassland basic mode. In this process, we must strengthen the different departments within the administrative region of the regional cooperation and build a win-win situation, emphasizing the administrative regional construction, symbiosis, sharing, win-win situation. The core obstacle in the process of sharing the ecological civilization across the grassland is the interest barrier, especially the interests among the local governments. If the interests of the regions cannot be effectively coordinated, it will cause great obstacles to the process of sharing the ecological civilization across the region and make it difficult to effectively carry out. The conflict of interests that the government faces will affect its decision-making and execution in the process of sharing ecological civilization, which leads to the difficulty of sharing the ecological civilization of the grassland across the region. Only by creating a community of interests, improve the cooperation between local governments, to mobilize the enthusiasm of the local government in the process of cross regional grassland ecological civilization sharing, coordinate the behavior of local government, to promote its development planning and use of resources, protecting the ecological environment of grassland, grassland construction and ecological civilization, so it is of great significance to study.

The idea of a socialist ecological civilization with Chinese characteristics is based on the latest provisions of Marxist theory applied to China’s current ecological environment. Responsible attitude contributes to the continuing formation of people’s awareness of the need for ecological protection, which in turn leads to the expansion of ecological practical activities; this shows that the idea of socialist ecological civilization with Chinese characteristics has very high theoretical and practical value. China’s ecological civilization has created an advanced national development strategy and now it is gradually putting it into practice. China is actively transforming its economic development mode, reducing energy and material consumption, limiting obsolete production capacity, insisting on collaborative innovation, and promoting sustainable economic development. Under the guidance of Xi Jinping’s ecological civilization thought, the society is consciously striving to respect and protect nature. In this paper, the authors analyze China’s Ecological Civilization from the historical point of view, explain the conceptual framework of China’ Ecological Civilization Thoughts and describe the primary steps of China’s ecological civilization development.

Ecological civilization has a significant role in the sustainable development of the regional tourism industry. The high dependence of tourism on ecological civilization contributes to the complex interaction between the two. How to coordinate the relationship between tourism and ecological civilization has affected the sustainable development and ecological civilization strategy of Guangdong Province and even the whole of China. Previous quantitative research on the coupling and coordination of the two has certain limitations. One limitation is the lack of dynamic prediction. In this paper, an evaluation index system of the relationship between tourism and ecological civilization is constructed. Quantitative methodologies such as entropy-weight, gray relation analysis, and obstacle degree are integrated. Meanwhile, the gray model (GM), GM (1,1) model is used for prediction. The data sample is based on the years 2005 to 2021 in Guangdong Province, China. The main results are as follows: (1) Tourism and ecological civilization both rise slowly from a low starting point. Affected by the epidemic, tourism declines rapidly in 2020 and rises slowly in 2021, but it still lags behind ecological civilization. Both continue a slow upward trend over the next decade. (2) The degree of coupling coordination has undergone a fluctuating evolution from moderate disorder to mild coordination and falls back to the barely coordination stage from 2020 to 2021. In the next decade, the coupling coordination between the two will be gradually optimized. The coupling coordination degree will be greater than 0.8 having entered a benign coordination stage in 2028; (3) The gray relation and obstacle factors show different dynamics. High gray relation comes from the ecological civilization. Partial factors are still in the region with high gray relation and high obstacle degree. The results of this paper are expected to contribute to a more appropriate ecotourism model and provide some enlightenment for implementing the effectively coordinated sustainable development of tourism and ecological civilization in Guangdong Province, China, as well as those areas with the same industrial characteristics.

Ecological civilization is the industrialized countries' reflection and criticism of industrial civilization development model since mid-twentieth century. It emphasizes that we should treat the nature with the civilization and rational attitude and opposes the extensive use of resources. Walking the road of ecological civilization is the trend of the civilization development of the world . This paper processes the investigation of the ecological problems through the linear regression theory .It judges ecological civilization using multiple linear regression and fuzzy evaluation method and studies influence of various factors on the ecological civilization evaluation. Research shows that the ecological damage factors include extensive use of steel and building materials and excessive discharge of waste. The comprehensive evaluation results show that China's ecological damage is more serious. Therefore, We suggestes to establish ecological civilization concept which is respect nature, conform to the nature and protect the nature in the serious problems such as resource constraints ,serious environmental pollution and ecological deterioration of the situation. China will integrated ecological civilization into the modernization of China's construction, built the beautiful Chinese and realised the sustainable development of China.

The report of the 18th National Congress of the Communist Party of China creatively clarified the general pattern of socialist construction as “five-in-one,” namely, the construction of economy, politics, culture, society, and ecological civilization and pointed out that the construction of ecological civilization should lead and integrate into socialism. This marks that China has entered a new era of ecological civilization and started the great historical journey of building a beautiful China. Ecological civilization education in colleges and universities is an important content and foundation of ecological civilization construction, which can provide sufficient human resources and intellectual preparation for ecological civilization construction, promote the popularization of ecological civilization concept in society, and promote the ecological transformation of economic and social development. Therefore, the education of ecological civilization in colleges and universities is not only the meaning of the integration of ecological civilization into higher education but also an initiative to implement the national strategy, and it is also a realistic demand for realizing the fundamental task of morality and cultivation of people in higher education. This research uses mobile Internet technology to study the path of ecological civilization education in Chinese colleges and universities mainly using the questionnaire survey method, on the basis of multiple stratified sampling, with the help of the revised Chinese New Environmental Paradigm Scale (Chinese New Environmental Paradigm Scale) to collect data.

Facing of the new normal economic and social development, Henan province should redesign policy framework for the construction of ecological civilization. Analyzing the existing in the development of ecological civilization of Henan province in the following policy requirements: promoting ecological civilization construction is an urgent need to open the market model; Land policy to promote the development of ecological civilization, the tax policy, price policy, investment and financing policies needs to be perfect; from the industrial organization policy, land policy, price policy, tax policy, investment and financing policies, management, and green trade insurance policies, ecological compensation policy, science and technology support, etc. put forward the ecological civilization construction in the next period of Henan province’s overall policy framework design.

Ecological-cultural industry is low-carbon creative industry guided by ecological culture, which is characterized by creative industry, green ecology, economic benefits, blending development. The development of ecological-cultural industry is the inner requirement to implement the scientific outlook on development, is the objective demand of the construction of ecological culture, is an important manifestation of the revival of the cultural industry, and is the main way to enhance ecological-cultural soft power. The report of the 18th National Congress of the Communist Party of China discusses systematically "propel ecological civilization construction vigorously". For the first time, put ecological civilization construction, economic construction, political construction, cultural construction and social construction together to form the "five-in-one" overall layout of construction of socialism with Chinese characteristics as a separate chapter.[1] Ecological culture is an important part of ecological civilization, is an advanced culture which inherits of the traditional Chinese outstanding culture and ecological wisdom, fuses modern civilized achievements and spirits of the times, and promotes harmonious development of man and nature. Ecological-cultural industry is a combination of ecological concept and cultural industry, is an important part of constructing ecological civilization, and is a new trend of global economic and social development.
